Dear Mr. Wollerman :

SUBJECT: East Camino Abril Lot 23
D06-0045

Tucson Electric Power Company has reviewed and approved the development plan submitted October 23, 2006. It appears that there are no conflicts with the existing facilities within the boundaries of this proposed development. TEP will need a full set of approved site, electrical load, paving off-site improvements and irrigation plans.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, offsite and electrical load plans. Include a CD with the AutoCAD version of the plans. If easements are required, they will be secured by separate instrument. Your final plans should be sent to:

10/31/2006 JCLARK3 ENV SVCS REVIEW Denied * No known landfill within 1000 feet of this development.
* Enclosure detail meets the development standards.
* The design as shown cannot be serviced with the standard 36' front loading service trucks. From the submitted diagram the service truck would hit the enclosure at an angle which would prohibit service. Possible solution would be to shift the enclosure 15' futher in and have the enclosure at a 45 degree angle.
* No provisions shown or mentioned for recycling.

PROJECT: D06-0045
East Camino Abril-Lot 23
Development Plan

TRANSMITTAL DATE: November 7, 2006

DUE DATE: November 21, 2006

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is November 20, 2007.

2. Within the location map please label the S.P.R.R. line and the drainageway.
DS 2-05.2.1.D.2

3. Please add annexation case number C9-84-84 with the subdivision case number.
DS 2-05.2.1.K

4. Case number D06-0045 has been assigned to this development plan (DP). Please place this number in the right corner of all sheets of the DP, landscape plan, NPPO, and any other associated sheets.
DS 2-05.2.2.B.2

5. It appears that the principal use of the site is "Craftswork" under the Industrial Use Group. General note 2 lists two principal uses as Office and Craftswork. If the office supports the craftswork being conducted on site then office use is not a separate use. If two owners share the site conducting separate businesses then general note 2 would be appropriate. Please revise. Note: the AHD-2 of the AEZ does not allow administrative and professional office use.
LUC 2.1.4 & LUC 2.8.5.8.B.2.b

6. Please add to the proposed use that craftswork is subject to LUC Sec. 3.5.5.1.B, F, G, and H.

7. Please revise general note 18 to read "This project is designed to meet the overlay zone criteria of Sec. 2.8.5, Airport Environs Zone (AEZ)".
DS 2-05.2.2.B.10

8. Please draw all existing easements on the plan along with recordation information, location, width, and purpose. If an easement is no longer in use and scheduled to be vacated or has been abandoned, so indicate. If none exist provide response to reviewer's comments. Also if easements are purposed please draw, dimension and label as to their purpose and whether they will be public or private. If none exist provide response to reviewer's comments.
DS 2-05.2.3.B & DS 2-05.2.4.G

9. Please add all existing zoning classifications on and adjacent to the project, including across Camino Abril on sheet 2 of 3. All surrounding zoning is I-1.
DS 2-05.2.4.B

10. Please add to the motor vehicle parking calculations the LUC parking requirement of "one (1) space per five hundred (500) sq. ft. GFA".
LUC 3.3.4 Industrial Use Group

11. A minimum distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed building and a PAAL. Within this refuge area a four (4) foot wide sidewalk must be provided. (DS 3-05.2.2.B.1) The minimum width of a two-way traffic aisle is twenty-four (24) feet. (DS 3-05.2.1.C.1) The smaller width gate blocks half the PAAL.

12. Curb ramps or diagonal curb ramps shall be provided at all pedestrian crossings of vehicle use areas and streets where accessible routes are required. They shall be located so they do not project into vehicular traffic lanes, parking spaces, or parking access aisles. Ramps shall be located or protected to prevent their obstruction by parked vehicles.
ANSI 406

Curb ramps shall be a minimum of three (3) feet in width, exclusive of flared sides. The curb ramp flares shall not be steeper than 1:10. Counter slopes of adjoining gutters and road surfaces immediately adjacent to the curb ramp shall not be steeper than 1:20. The adjacent surfaces at transitions at curb ramps to walks, gutters and streets shall be at the same level.
ANSI 406.2, 3, & 4

Detectable warnings (truncated domes) are required at all accessible aisles. The area covered by the truncated domes shall be twenty-four (24) inch deep and extend the full width of the access aisles of handicapped motor vehicle parking spaces. The domes shall be located so the edge nearest the curb line is six (6) inches to eight (8) inches from the curb line.
ANSI 406.12, ANSI 705

13. Please dimension the back-up spur at the west end of the parking lot. The spur will be a minimum of three (3) feet in depth and will have a three (3) foot radii. A minimum distance of three (3) feet will be provided between the back of spur and any wall, screen, or other obstruction over six (6) inches in height. The back-up spur can be reduced if approved by the Traffic Engineer.
DS 3-05.2.2.D

14. Please revise the handicap parking detail C/3. For every six accessible spaces provided at least one shall be van accessible. The aisle is to increase to eight (8) feet per TDOT requirements for van accessible spaces.

15. Signage for accessible parking is to be posted at seven (7) feet from the curb to the bottom of the sign per TDOT requirements.

16. Please denote any outdoor storage area or site area dedicated to principal use, but excluding vehicle use areas. The area should be dimensioned with the square footage provided. This is used to calculate the require number of off-street loading spaces in addition to GFA. If no additional outdoor area is added the number of required off-street loading space would be one (1), not two (2). Please revise according.
LUC 3.4.3.3 and LUC 3.4.5.1

17. Please provide the FAR calculations on sheet 1 of 3. Per LUC Sec. 2.8.5.8.B.1.c the maximum FAR is 0.30 of the project site. A FAR greater than that would be permitted only if a protected development right plan, was approved by Mayor and Council specifically for such development prior to June 30, 2005.
LUC 2.8.5.8.B.1.c & LUC 2.8.5.8.B.3.c

18. Please dimension the distance between the building and the northeast and southeast property line. Provide the street setback from Camino Abril. The required setback is the greater of twenty-one (21) feet or the building wall height measured from the back of travel lane.
DS 2-05.2.4.I

19. Please clearly show the sidewalk on site connecting to the existing sidewalk within Camino Abril.
DS 2-08.4.1.A

20. Please add to detail or by note that sidewalk cross-slope will not exceed two (2) percent.
DS 2-08.5.1.D

21. The current location of the class 2 bicycle parking spaces is placed where access could be blocked when garbage pick-up is occurring. This would make access to the bike parking difficult when dumpster is in use or when gates to dumpster enclosure are open. Per DS 2-09.4.1. Per DS 2-09.4.3 the bicycle parking facility must be separated from vehicular parking and drive areas by a barrier to prevent damage to the parked bicycles. Racks placed in a row will allow a minimum seventy-two (72) inch length per bicycle parking space and thirty-six inches between a bicycle parking space and a perpendicular wall measured from the end of the rack and thirty (30) inches from a parallel wall (DS 2-09.5.1). Lighting will be provided in a bicycle parking area such that all facilities are thoroughly illuminated and visible from adjacent parking lots or buildings, during hours of use (DS 2-09.5.4). Please revise plan view and detail as required.

22. Please indicate the location and type of postal service to assure there are no conflicts with other requirements. If mail is to be delivered to an area with a building please state so on the plan.
DS 2-05.2.4.V

23. Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.
DS 2-05.2.4.W & LUC 3.5.4.26

24. Please add the following notes to meet requirements of the Airport Environs Zone (AEZ) AHD-2 and NCD-A-65-70 Ldn:
a) "No more than twenty (20) employees per acre of the site area at any time may be accommodated by intention, design, or in fact."
b) "The maximum FAR is 0.30 of the project site area."
c) "The Final Plat Brown/Rita Ranch, Lots 1-42, Bk. 54, Pg. 84 was recorded June 7, 2001 prior to January 1, 2005 allowing lot 18, which is less than five (5) acres, to be developed in conformance with all other requirements specified in LUC Sec. 2.8.5.8.B.1., 2., and 3."
d) "Offices on site will be sound attenuated, to reduce the interior noise level by twenty-five (25) decibels, to 40-45 Ldn, per DS9-05.0."

25. All changes, modifications, and/or corrections must be made on all applicable plans including the development plan, landscape plan, and NPPO. Once changes, modifications, and/or corrections are made and reviewed further comments may result.

If you have any questions about this transmittal, please call Karol Aragonez, (520) 791-5550, ext. 1197.

D06-0045

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required.

All Sheets: Add the development plan case number, D06-0045, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1: Revise General Note #14, so that it states:

THIS PROJECT WILL HAVE ZERO EXISTING AND 40 PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

Sheet 2: Revise the site plan to show:

The adjacent lots, shaded and identified with the lot numbers.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
