13. The PAAL cross section J/3 does not depict what is shown in plan view on sheet 2 of 3. A minimum distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed building and a PAAL. Within this refuge area a four (4) foot wide sidewalk must be provided. (DS 3-05.2.2.B.1) The minimum width of a two-way traffic aisle is twenty-four (24) feet. (DS 3-05.2.1.C.1) The smaller width gate blocks half the PAAL.

14. The width of the Handicap parking space must be increased to ten (10) feet. When sides of a parking space abuts any vertical barrier over six (6) inches in height, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists. In this case the barrier is the screen wall of the dumpster surround. Wheel stop curbing is to be added to the handicap detail placed two and one half (2.5) feet from front of the parking space.

15. Detectable warnings (truncated domes) are required at all accessible aisles. The area covered by the truncated domes shall be twenty-four (24) inch deep and extend the full width of the access aisles of handicapped motor vehicle parking spaces. The domes shall be located so the edge nearest the curb line is six (6) inches to eight (8) inches from the curb line.

16. Please dimension the back-up spur at the east end of the parking lot. The spur will be a minimum of three (3) feet in depth and will have a three (3) foot radii. A minimum distance of three (3) feet will be provided between the back of spur and any wall, screen, or other obstruction over six (6) inches in height.

17. Please revise the handicap parking detail C/3. For every six accessible spaces provided at least one shall be van accessible. The aisle is to increase to eight (8) feet per TDOT requirements for van accessible spaces.

19. Please denote any outdoor storage area or site area dedicated to principal use, but excluding vehicle use areas. The area should be dimensioned with the square footage provided. This is used to calculate the require number of off-street loading spaces in addition to GFA. If no additional outdoor area is added the number of required off-street loading space would be one (1), not two (2). Please revise according.

20. Please provide the FAR calculations on sheet 1 of 3. Per LUC Sec. 2.8.5.8.B.1.c the maximum FAR is 0.30 of the project site. A FAR greater than that would be permitted only if a protected development right plan, was approved by Mayor and Council specifically for such development prior to June 30, 2005.

Relocating the bike parking to the end of the landscape area so bikes can access from the PAAL would be acceptable and meet DS 2-09.3.2. Per DS 2-09.4.3 the bicycle parking facility must be separated from vehicular parking and drive areas by a barrier to prevent damage to the parked bicycles. Racks placed in a row will allow a minimum seventy-two (72) inch length per bicycle parking space and thirty-six inches between a bicycle parking space and a perpendicular wall measured from the end of the rack and thirty (30) inches from a parallel wall (DS 2-09.5.1). Lighting will be provided in a bicycle parking area such that all facilities are thoroughly illuminated and visible from adjacent parking lots or buildings, during hours of use (DS 2-09.5.4). Please revise plan view and detail as required.

Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
20. Add note: "Depress all landscaped areas 6" maximum for water harvesting" and show by using drainage arrows how the water will be directed into the water harvesting areas. 6" depressed curbs may be necessary to allow water into planters.
21. A Stormwater pollution prevention plan may be is required. List the area and show the grading limits on the plan. Contact Paul P. Machado at 791-5550 x1193 for additional information.
22. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 4 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required.

All Sheets: Add the development plan case number, D06-0043, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1: Revise General Note #14, so that it states:

THIS PROJECT WILL HAVE ZERO EXISTING AND 40 PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

Sheet 2: Revise the site plan to show:

The adjacent lots, shaded and identified with the lot numbers.

Sheet 2: Revise the site plan so that it shows:

The existing downstream public sewer manhole #3953-06. And show a flow arrow over the sewer main.

Sheet 2: In the Keynotes block, Keynotes #6, EXISTING PUBLIC WATER MAIN, on the site plan is pointed to the public sewer. Connect the Keynote label to the water main on the site plan.

Sheet 2: In the Keynotes block, Keynotes #8, EXISTING INV. OF BCS…, points to a 4” BCS located at the south corner of the lot. The As Built, G-99-131, construction plan for the public sewer, shows the existing BCS, northeast, by the cul-de-sac and lot 17. Verify the location of the existing BCS.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
