The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Sheet 1: Revise the site plan so that:

The existing sewer line is clearly shown in the legend as existing and public or private. The rim and invert elevations for the cleanout IMS #8933*20 need to be shown. Also any cleanouts on site need to be shown w/rim and invert elevations. The HCS should be shown as private and the pipe size/material and slope need to be shown. There should be a different line-type for the HCS verses the existing sewer line. Also the sewer plan # for the existing sewer line and pipe size should be shown and remove City of Tucson under the IMS # , all sewer lines are owned by the county.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUMMARY: The Development Plan and Drainage Report were received by Engineering on May 11th, 2007. Engineering has reviewed the received items and does not recommend approval of the Development Plan.

1. The development plan must clearly show on the plan, Rezoning Condition No. 6 must extend to the west edge of the property. The submitted development plan does not clearly show on the plan view the alley is going to be paved. The plan view clearly shows the edge of pavement at the ingress/egress. However the plan does not indicate new pavement to the edge of the west property line. Revise the development plan to indicate a proposed paved 24' alley to meet Rezoning Condition No. 6.

2. Call out on the sheet 1 the new 5' block wall located adjacent to the alley.

4. Please clarify if the stoop is elevated from the sidewalk area. All sidewalks are required to be a minimum of four (4) feet wide and be installed to avoid any obstruction that decreases the minimum width to less than four (4) feet.

5. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Please provide dimensions of the pedestrian refuge area along the north side of the building to verify that this criterion has been met.

6. The proposed sign shown on the landscape plan appears to be located within the sight visibility triangle (SVT) for Hawthorne Street. Clear lines of sight will be maintained along all streets and driveways to assure the safety of motorist and pedestrians. Lines of sight cannot be obscured between thirty (30) inches and six (6) feet through the SVT. Signage must either conform to these requirements or be relocated outside of the SVT.

Thank you for listing the rezoning conditions on the Development Plan (DP).

Regarding detail 6, the typical site wall detail (DP sheet 2/4), please remove the word “max” so that the wall height is 5’-0”.

Please show the wall openings at the base on detail #6. If the openings will not be in all the new walls, indicate which walls will have the openings.

Please indicate on detail 6 that the walls will be constructed of or painted with graffiti-resistant materials (rezoning condition #11).

Please indicate on wall detail #6 what decorative wall treatment will be used, per rezoning condition #11.

Regarding the screening walls, the information shown on the DP and the Landscape Plan must be consistent.
