Engineering Division has reviewed the submitted development plan and drainage report and does not recommend approval of the development plan at this time. The drainage report was reviewed for development plan purposes only. The following items need to be addressed: Development Plan: 1) DS Sec.2-05.2.4.N: Revise the development plan to show locations and footprints of all proposed structures as shown on the submitted Drainage Report for Tucson Electric Power Company Pantano Site prepared by Arroyo Engineering, LLC, dated June 17, 2006. A geotechnical report will also be required, refer to comments made in the Drainage Report and Geotechnical Report paragraphs. 2) DS Sec.2-05.2.1.C: Revise the legal description under the project location map so that all lettering is the equivalent of 12 point or greater to assure legibility when reproduced or photographically reduced. 3) DS Sec.2-05.2.1.D.2: Revise the project location map to include all major watercourses (Kinnison and Atterbury Wash) along with the Book and Page of any subdivision that lies within the project location map area. 4) DS Sec.2-05.2.1.K: The correct development plan number (D06-0030) may be added to the lower right hand corner of the plan where indicated by the "Case NO.___". 5) DS Sec.2-05.2.3.A: Revise the development plan to include site boundary information. Include bearing in degrees, minutes, and seconds, with the basis of bearing noted together with distance in feet. 6) DS Sec.3-01.3.2.C: Depict and label 18-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at all of the driveway entrances. The curbs should be constructed at the edge of pavement, which must also be depicted on the development plan. Curb returns must be constructed entirely within the subject parcel and all proposed driveways must be a minimum of 20 feet apart. 7) DS Sec.2-05.2.4.D.3: Provide cross-section details for all parking area access lanes (PAALs) on the development plan. PAALs must be designed in accordance with Sec.3.3.0 of the Land Use Code (LUC) and DS Sec.3-04.0. Provide dimensions of parking spaces for all PAAL according to DS Sec.3-05.2.4, show the minimum standard parking space size of 8'-6" X 18' or label the wheel stop curbing, refer to Fig 5 DS Sec.3-05.2.3.C.2. 8) DS Sec.2-05.2.4.G: Revise the development plan to show all easements for utilities, drainage, access, etc. and label as to their purpose and whether they will be public or private. 9) DS Sec.2-05.2.4.H: Provide on the development plan all information associated with the drainage report. The following information must be indicated on the development plan: a) provide the specific PC/COT standard detail for the type of sidewalk scuppers that are used for conveying the roof drainage under the pedestrian sidewalk. The scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk; b) revise the development plan to show the 100-year ponding limits with water surface elevations within the proposed basin. The water surface elevations shown on the development plan must be verified within the revised drainage report. 10) DS Sec.2-05.2.4.K: Provide a continuous pedestrian circulation path that connects all public access areas of the proposed building and the proposed circulation path located on both Pantano Road and Lakeside Parkway. 11) DS Sec.2-05.2.4.L: Revise the development plan to show a detail for the handicap accesses ramps. Truncated domes are required for all proposed handicap access ramps. 12) DS Sec.2-05.2.4.O: Provide the required maneuvering area for all loading zones that are shown on the development plan. Refer to AASHTO for the national standards for turning radii. 13) DS Sec.2-05.2.4.R: Label the dimensions for the sight visibility triangles (SVT) shown on the development plan. 14) DS Sec.2-05.2.4.T: Revise the detail dimensions for refuse containers, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between bollards that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. 15) DS Sec.2-05.2.4.T: Show maneuverability for all refuse containers for the refuse vehicles in plan view. 16) DS Sec.11-01.2.1: Provide estimated cut and fill quantities on the development plan for grading plan purposes. 17) DS Sec.3-01.3.3.B.5: Provide a minimum 5-foot wide pedestrian circulation around the entire proposed structure, sidewalks must be physically separated from any vehicular travel lane (proposed location of loading zone) by means of curbing, grade separation, railing, or barriers. Refer to DS Sec.3-01.3.3 for pedestrian circulation paths. 18) DS 10-02.0, Section 14.3.2: Provide a note on the development plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities." DRAINAGE REPORT: 19) DS Sec.2-03.2.4.K: A Geotechnical Report is required for this project due to the proposed basins. The soils report needs to discuss suitability and feasibility of the project. Description of existing soil constraints for the site, structural design recommendations, pavement design section, and other typical geotechnical data is needed. The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, provide proposed recommendations for setbacks from building to drainage areas include minimum distance from foundations to drainage swales, and provide infiltration test results. The geotechnical report shall specifically address all criteria listed in this section. See last sentence of this section for items 6 (c) & (d) regarding hydro-collapsing soils and 30-foot test boring for basin design. Recommendations need to be incorporated into the development plan and drainage report. 20) Further comments may be required at resubmittal of the development plan and geotechnical report. GEOTECHNICAL REPORT: 21) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: A geotechnical evaluation needs to be submitted for review, addressing the following: a) Soils report should provide conformance with DS section 10-02.14.2.6 regarding 30-foot boring for basin, and provide discussion of potential for hydro-collapsible soils and any recommendation for setbacks from building to basin. b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development. c) Provide slope stability recommendations for any proposed constructed slopes. d) Provide pavement structure design recommendations. GRADING PLAN: 22) DS Sec.11-01.2.1: A grading permit may be required for this project depending on the cut and fill quantities provided at resubmittal. If fill quantities exceed 50 cubic yards a grading plan and a grading permit application will be required after development plan approval and prior to any construction activity. A grading permit may not be issued prior to development plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the development plans 23) Please ensure that any future grading plan will be consistent with the development plan and drainage report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf 24) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal.
