Pima County Development Services Department Development Review Division (Wastewater) SUBJECT: Fry’s Fueling Station #119 Development Plan – 2nd Submittal D06-0029 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. 2. SHEETS DP-1 to DP-3. The project number is shown wrong. , It should be D06-0029 . 3. SHEETS C-1, C-2 & L1 Add project number D06-0029 in the title blocks. 4. SHEET DP-1. Revise the General Note 6 to read: THIS PROJECT HAS --------- PROPOSED AND--------- EXISTING WASTEWATER FIXTURE UNIT EQUIVALENTS, PER TABLE 13.20.040(F)(1) in PIMA COUNTY CODE 13.20.040(F) and fill in the blanks. 5. SHEET DP-1. Delete the General Note 10. 6. SHEET DP-1.The Permitting Note 4 says this development has an on-site sewage disposal system whereas the Sheet C-1 shows a proposed BCS connecting to an existing sewer. This is contrary to each other. Make necessary corrections. 7. SHEET DP-1. Provide a Legend and show symbols for existing and proposed public and private sewers using different line types. These line types should match those used on drawing C-1 for these features. You may use this legend to show other features used in this submittal. 8. SHEET C-1. Show the length, slope and inverts for the proposed HCS. 9 Label the existing 8-inch sewers shown on this sheet as PUBLIC SEWERS and show the existing MH North of the connection point of the new HCS to this sewer. Show the Pima county number of the MH and its invert and rim elevations. SHEET DP-3. Merge the General Notes shown on this drawing with the General Notes on Sheet DP-1. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents. The next submittal of this project will be the 3rd submittal. A check for the review fee of this submittal in the amount of $78.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter. 01/17/2007 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: January 17, 2007 SUBJECT: Fry's Fuel Facility Development Plan submittal- 2nd Engineering Review TO: Patricia Gehlen, CDRC Manager LOCATION: 904 W Irvington Road, T14S R13E Section 35, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: D06-0029 SUMMARY: Engineering Division of Development Services Department has received the revised proposed development plan, landscape plan, drainage report and geotechnical addendum #1. Engineering Division has reviewed the submitted development plan and does not recommend approval of the development plan at this time. Not all items from the 1st review comment letter, dated September 14, 2006, have been addressed. A response letter addressing all of the comments from the 1st development plan review was not submitted with the revised submittal. The O'Neill response letter that was attached to the proposed grading plan only addressed items 1-3 on the grading plan comment letter, dated August 7, 2006. Revise the development plan and drainage report to address all items from the 1st and 2nd review: DRAINAGE REPORT: 1) City of Tucson Development Standards (DS) Section No.2-05.2.3: Provide a revised drainage report that addresses the following: a) DS Sec.10-02.2.3.1.6: Provide discussion in the report for any detention and retention storage calculations based on prior drainage report or existing conditions. Specifically show that the existing flows from the Fry's parking area does not impact the proposed Kiosk and that the retention volume for the existing development is being diverted into a retention basin that has the required storage volume. The proposed retention basin shows a storage volume of 8,196 cfs. The developed retention volume that is required to be stored is 8,058 cfs and the existing retention volume that must still be stored is 12,250 cfs. Provide a retention basin that has the required storage volume for both existing and developed retention. b) The project indicates that the flow from the Fry's parking area to the north is directed to the proposed fueling area and that a basin is to be provided for retention. As a permanent stormwater issue for this project, the plans and report shall clearly demonstrate how contaminants from the site areas are kept out of the drainageways and other detention/retention basins. c) DS Sec.2-05.2.3.I.1: Provide depth of flow on plan view or cross sections for this area of the Fry's center. d) DS Sec.2-05.2.4.H.4: Clarify the proposed pavement elevations shown at different points within the parking and fueling area to provide reference to revised grading and site drainage. e) Provide any copies of prior drainage reports for the project. Check with the CDRC Records Department for any existing drainage reports that were required on existing development plans. 2) Tucson Code Sec. 26-11.2 (f): Address the following discussions in the revised drainage report evaluating possible flood hazards: a) Explain how the proposed retention system prevents contamination into storm drains and groundwater tables due to flooding. b) Provide copies of any documentation that all necessary permits have been obtained from state and federal agencies for the decommissioning of the existing dry wells. c) State how there will be appropriate containment and/or diversionary structures to prevent discharged petroleum products from reaching drainageways. DEVELOPMENT PLAN: 3) DS Sec.2-05.2.1.K: The applicable case number is D06-0029; provide at lower right hand corner of the sheets. 4) DS Sec.2-05.2.3.A: Label all boundary data on sheet DP-2 as recorded, measured or calculated. 5) On sheet C-1 of the Development plan address the following: a) Label as Development Plan sheet "XX". A separate grading plan has been submitted and will be reviewed after approval of the development plan (D06-0029). b) DS Sec.2-05.2.4.G: All proposed easements (access, telephone or other utility easements, etc.) are to be dimensioned labeled and the recordation information must be provided. c) Identify construction notes 5-7 in plan view as these appear not to be used. d) DS Sec.2-05.2.1.J&2.3.E: Provide a legend for sheet C-1. e) DS Sec.2-05.2.3.E.2: Clarify on Sheet C-1 the spot elevations shown adjacent to the fill tanks. All spot elevations must be clearly identified and easy to read for grading requirements. f) DS Sec.2-05.2.3.I: Label existing flow rates on plan view entering and exiting the project. 6) DS Sec.2-05.2.4.U: Indicate graphically, where possible, and by notes, compliance with any conditions of rezoning. Any proposed basin will conform to rezoning conditions 17-21 as shown on the approved plat S04-138, Bk43 pg84. Specifically provide sediment traps at all catch basin locations for offsite flows and within the basin for the proposed concrete channel inlet. Each sediment trap shall have a provision for total drainage. Also provide a low flow channel to prevent ponding of nuisance water. The basin floor shall be graded to drain either towards the low flow channel or a bleeder pipe. 7) DS Sec.2-05.2.3.A&E: Provide basis of bearing. Also, indicate basis of elevation and Datum (indicate City of Tucson field book number and page). 8) The grading permit application submittal will be reviewed once the Development Plan is approved. Provide a SWPPP with the grading plan for future review. GENERAL COMMENTS: Provide a revised development plan and a revised drainage report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the development plan and drainage report.
