The approval of water meter applications is subject to the availability of water service at the time an application is made. The developer shall be required to submit a water master plan identifying but not limited to:

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

ALL SHEETS. Add the project number, D06-0029, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates.

SHEET DP-1. Please familiarize yourself with the Pima County Development Services Department’s development plan requirements and include the necessary general notes on this sheet. These requirements may be found at http://www.dsd.pima.gov/SubDivision/Documents/2006/DP_Requirements2Aug04.pdf.

SHEET C-1. Existing and proposed sewers shall be shown for the entire property, not only for the section of property that is proposed by this project. Revise the sewer layout so that any existing private sewers, any existing public sewers and any proposed public sewers are shown for the entire property.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is July 27, 2007.

2. All lettering and dimensions on all sheets shall be the equivalent of twelve (0.12") point or greater in size. (D.S. 2-05-2.1.C)

3. List the proposed use of the property. (D.S. 2-05-2.1.B.3) Revise "PERMITTED" to "PROPOSED", add "GASOLINE SALES" after "GENERAL MERCHANDISE".

4. Sheet DP-2, reference to "See Development Plan SP-3" should read "See Development Plan DP-3"

10. Tucson Electric Power to review location of proposed canopy support structure and gas pumps in regards to the 16' wide electrical easement. Future comments may be forth coming. Provide documentation for TEP to allow structure over the easement as shown on plan.

11. The pedestrian access shown from the handicapped space needs to be revised. See redline. Sidewalks are required to be physically separated from the vehicle travel lane and must meet the requirements of D.S. 2-08.4

SUMMARY: The Development Plan and drainage report were reviewed by Engineering. Engineering has reviewed the received items and does not recommend approval of the Development Plan at this time. The Drainage Report was reviewed for Development Plan review only.

DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.2-05.2.3: Provide a revised drainage report that addresses the following:
a) The project indicates that the flow from the Fry's parking area to the north is directed to the proposed fueling area and that a basin is to be provided for retention. As a permanent stormwater issue for this project, the plans and report shall clearly demonstrate how contaminants from site areas are kept out of the drainageways and other detention/retention basins.
b) DS Sec.10-02.2.3.1.6.A.2: Provide discussion regarding retention/detention impact to groundwater, and if retention is requested to be waived, provide geotechnical discussion for subsurface condition. See DS Sec.10-01.2.2.
c) DS Sec.10-02.2.3.1.6: Provide discussion in the report for any detention and retention storage calculations based on prior drainage report or existing conditions.
d) DS Sec.2-05.2.3.I.1: Provide depth of flow on planview or cross sections for this area of the Fry's center.
e) DS Sec.2-05.2.4.H.1: Show how parking area will be regraded to direct existing onsite parking area runoff away from fueling center and toward an acceptable retention system.
f) DS Sec.2-05.2.4.H.3: Clarify where the type F catch basin outlets to what type of system. Show system on planview and discuss in drainage report.
g) DS Sec.2-05.2.4.H.4: Revise proposed pavement elevations at different points within the parking and fueling area to provide reference to revised grading and site drainage per the above comments.
h) Provide any copies of prior drainage reports for the project.
2) Tucson Code Sec. 26-11.2(f): Address the following discussions in the revised drainage report evaluating possible flood hazards:
a) Explain how the proposed disposal system prevents contamination due to flooding.
b) Discuss how the potential pollution of the groundwater supply is minimized with this design.
c) Provide copies of any documentation that all necessary permits have been obtained from state and federal agencies.
d) State how there will be appropriate containment and/or diversionary structures to prevent discharged petroleum products from reaching drainageways.

DEVELOPMENT PLAN COMMENTS:
3) DS Sec.2-05.2.1.K: The applicable case number is D06-0029; provide at lower right hand corner of the sheets.
4) DS Sec.2-05.2.1.C: All lettering and dimensions shall be the equivalent of twelve (0.12") point or greater in size.

"A project Construction Permit must be secured from Pima County Wastewater Management before beginning any work on this project."
b) DS Sec.2-05.2.2.F.1.d: Add following note to DP-3: "Any wastewater discharged into the public sanitary sewerage system shall meet the requirements of Pima County Ordinance No. 1991- 140, or as amended."
7) Address the following on sheet DP-1:
a) DS Sec.2-05.2.2.B.8: If the property is part of a subdivision plat that is being reviewed or one that has been recorded which required review of a development plan, provide the subdivision name with the case/file number (S[YR]-___).
b) Add the words "Development Plan" to sheet DP-1 for the Development Plan.
8) On sheet C-1 of the Development plan address the following:

h) DS Sec.3-01.5.3: Revise sight visibility triangle dimensions for near and far sides per table in this section where the through street is an arterial and the stem street is a PAAL.
9) DS Sec.2-05.2.4.U: Indicate graphically, where possible, and by notes, compliance with any conditions of rezoning. Any proposed basin will conform to rezoning conditions 17-21 as shown on the approved plat S04-138, Bk43 pg84.
10) DS Sec.2-05.2.3.A&E: Provide basis of bearing. Also, indicate basis of elevation and Datum (indicate City of Tucson field book number and page).
11) DS Sec.2-05.3.1.H, Tucson Code Sec. 26.11.2(a)(2): Submit a soils investigation study prepared by a state-registered professional civil engineer outlining soil types, infiltration rates, project feasibility, dry well closure recommendations, existence of and recommendations for hydro-collapsing soils, 30-foot test boring for any new basin design, recommendations for pavement design, and other pertinent information.
12) DS Sec.2-05.2.2.D.1: Please acknowledge that a right-of-way use permit may be required; at grading plan stage contact Permits and Codes at 791-5100.
13) Please acknowledge that a separate grading permit application submittal with SWPPP will be required for development of the site once the Development Plan is approved.
