The 10-foot landscape border shown on the Landscape Plan (sheet 3 of 12) located near the loading zone and trash pick up area along Poe Street is labeled as being 10 feet but only scales to about 7 feet wide. If the width is enlarged to 10 feet as labeled, the 6' screen wall can extend farther to provide more screening for the loading area without conflicting with sight visibity triangles. Revise to show 10-foot landscape border as labeled. 2. Obtain approval for Alvernon Way, Poe Street and Holmes Street right-of-way improvements and landscaping from the Departrment of Transportation in compliance with the TDOT standard. Street landscape borders shall be a minimum of ten (10) feet wide as measured from the street property line, and located entirely on site. Written approval from the City Engineer is required to allow landscaping in the right-of-way per LUC 3.7.2.4.A.3 and landscape improvements proposed in public right-of-way areas must be approved by the City Engineer or designee and comply with the City Engineer's requirements on construction, irrigation, location, and plant type. The activity number is D06-0028. SUMMARY: The Development Plan and Drainage Report were received by Engineering on June 19th, 2007. Engineering has reviewed the received items and does not recommend approval of the Development Plan or the Drainage Report. RESUBMITTAL REQUIRED: DEVELOPMENT PLAN, DRAINAGE REPORT The next submittal must address the following items: DEVELOPMENT PLAN COMMENTS 1. For basins with a water depth of two feet or more, with slopes steeper than 4 to 1. Provide a security barrier for the north basin depicted on detail D found on sheet 4. It is acknowledged a barrier is provided on the south side of the basin however a barrier must be provided on the north side along the property line. Be advised the barrier must not be located within the SVT. DRAINAGE REPORT COMMENTS 1. The drainage report provides discussion that the excess flow from the second basin (R2) will over top the basin and exit the site in it's natural path. The 10-year flow must be contained under the pedestrian circulation at all concentrated locations. Provide discussion and appropriate calculations to show the sidewalks/pedestrian circulation will remain flood free in a 10-year event. |

Service vehicle will be unable to maneuver to be perpendicular to the enclosure as shown on sheet 2 in turning radii detail. Recommend positioning loading zone as in previous submittal at the west side of the structure perpendicular to the service entrance/driveway. ES was able to demonstrate maneuverability of refuse service vehicle (36 ft long) within the loading zone without having to back into ROW. In addition, standard operating procedure for delivery/pick-up service vehicles call for backing into a loading zone. This eliminates backing into moving traffic or ROW since the service vehicle will be performing this action while already within the traffic lane. Please correct for final approval. |

Future right of way widening removes a portion of existing building 17, at corner of Poe and Alvernon. Note on plan, next to right of way line going through building, that states "See agreement for future dedication, dated April 3, 1989 -remains in effect. No further improvements can be constructed on the subject area to be dedicated." 3. Per DS 2-05.2.4.K, Staff agrees with your assessment that a pedestrian/accessible route from Holmes to the building site is not required - because the site is designed with criteria meeting DS 2-08.4.1A (continuous wall/emergency access only). 4. Per DS 2-05.2.4.K, with regards to other pedestrian issues - A) Provide accessible route from Poe to the development per DS 2-08. The extra Double Matte right-reading Océ or Photo Mylar that you submit will be delivered to Pima County for permanent recording. Additional blackline copies will be made from the complete mylar set and distributed to various review agencies for their files.
