4) The wall required along the east property line is required to provide effective screening five feet at all points above the finished grade of the vehicular use area. LUC 3.7.3.3

5) Vegetation or structures higher than thirty (30) inches must be located outside of the sight visibility triangle. Revise the plan to relocate Lantana horrida and Dasylirion Wheeleri.

6) Revise the plans as necessary to provide the required coverage for the Renaissance Drive street landscape border. The plant count within the ten foot wide border appears to be is low. LUC 3.7.2.4.A.5

7) Grading, hydrology, and landscape structural plans are to be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. LUC 3.7.4.3.B
The water harvesting retention volume designed to meet the requirement for water harvesting may be credited toward threshold retention volume requirements.
If water harvesting areas retain the entire stormwater volume for the 2-, 5-, 10- and/or 100-year flood events generated within the water harvesting areas themselves, the surface
area of the water harvesting area may be deducted from the watershed area used to calculate required detention/retention quantities or volumes for those events. See Engineering comments.

8) Revise the landscape plan to show the extent of supplementary irrigation in each planting area, provided by water harvesting methods and the points of drainage off roof areas and parking areas, amount of flow, and disposition of flow. The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

ALL SHEETS. Add the project number, D06-0025, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted development plan, landscape plan and drainage report. The drainage report was reviewed for development plan purpose only. The development plan is not approved at this time. Please address the following comments:


DRAINAGE REPORT:

1) DS Sec.10-02.2.3.1.3: Revise the drainage report to show the same watershed area for concentration points 1E (existing) and 1D (developed). Or explain the difference in watershed area used for the developed conditions. If concentration point 1D is 1.6 acres revise all of the calculations for hydrology and hydraulics and provide the correct storage volume required for the proposed basin. Revise the development plan to reflect any changes made in the drainage report.

2) DS Sec. 3-01.4.4.F: Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow from the roof drainage is contained under the sidewalk. Provide details in plan view for the scupper dimensions.


DEVELOPMENT PLAN COMMENTS:

3) DSSec.2-05.2.1.D: Revise the project location map on Sheet 1 of 3 to show the subject property approximately centered within the one square mile area. Identify conditions within the square mile area, such as major watercourses.

4) DS Sec.2-05.2.1.K: The correct development plan number (D06-0025) may be added to the lower right hand corner of the plans and provide the applicable annexation number where indicated by the "CoX-XX-XX-".

5) DS Sec.2-05.2.2.B.8: Revise Keynote #1 to include the Book and Page of Midvale Park Commerce Center

6) Ds Sec.2-05.2.2.C: Revise the development plan to show the existing right of way for Renaissance Drive. Provide the right-of-way width, recordation data and width of paving, curbs, curb cuts, and sidewalks. Indicate if the existing street is public or private.

7) DS Sec.3-01.3.2.C: Depict and label 18-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at all of the driveway entrances along Renaissance Drive. The curbs should be constructed at the edge of pavement, which must also be depicted on the development plan.

8) DS Sec.2-05.2.4.H.1: Label 100-year water surface elevation and limits of ponding for the proposed detention basin in plan view to match the requirements of the drainage report.

9) DS Sec.2-05.2.4.H.3: Provide a detail for the location and type of drainage structure, label and dimension scuppers, that are used for collecting onsite roof drainage at all pedestrian sidewalk. Any scupper proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.

10) DS Sec.2-05.2.4.T: Provide dimensions for refuse container as called out in Keynote #11, Architectural Plans were not submitted with the Engineering review package. Show and label gates or doors for trash enclosures. The enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction.

11) DS Sec.3-01.3.3.B.5: Provide a minimum 5-foot wide pedestrian circulation around the entire proposed structure, sidewalks must be physically separated from any vehicular travel lane (proposed location of loading zone) by means of curbing, grade separation, railing, or barriers. Refer to DS Sec.3-01.3.3 for pedestrian circulation paths.

12) DS 10-02.0, Section 14.3.2: Provide a note on the development plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."

13) DS Sec.11-01.2.1: Provide estimated cut and fill quantities on the development plan for grading plan purposes.



GRADING PLAN:

14) DS Sec.11-01.2.1: A grading permit may be required for this project depending on the cut and fill quantities provided at resubmittal. If fill quantities exceed 50 cubic yards submit a copy of the grading plan with text upon completion and submittals of a grading permit application. A grading permit may not be issued prior to development plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans

15) Please ensure the grading plan is consistent with the development plan and drainage report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

16) Provide a General Note to reference conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

17) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal. GEOTECHNICAL REPORT:

18) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: A geotechnical evaluation needs to be submitted for review, addressing the following:
a) Soils report should provide conformance with DS section 10-02.14.2.6 regarding 30-foot boring for basin, and provide discussion of potential for hydro-collapsible soils and any recommendation for setbacks from building to basin.
b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development.
c) Provide slope stability recommendations for any proposed constructed slopes.
d) Provide pavement structure design recommendations.


GENERAL COMMENTS:

Please provide a revised development plan, a revised drainage report, and a geotechnical report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the development plan, drainage report, and geotechnical report reviews. Please enclose "redlines" with the resubmittal package for reference.
