Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 06/05/08. 2. The language appears to be OK. Exhibit C was not provided with the agreement therefore zoning could not verify if the area is described correctly, please provide Exhibit C. DS 2-05.2.4.A, Based on your response to comments a cross access agreement is to be provided, provide docket and page recordation information on the plans as well as a copy of the agreement at next submittal. 3. It appears that there are truncated domes located near the entrance to Building 2, if so please indicate with keynote 18. It is unclear if there are bollards, if you indicate by note. This comment has not been addressed. It appears that there are bollards or some type of barrier shown indicate what type it is. If the concrete is flush with the pavement then Detectable Warnings (truncated domes) are required. Clearly indicate the required physical separation for sidewalks in several areas: The main entrances to buildings 2,3 & 4 (no curbs, barriers or handicap ramps are indicated) 4. This development can not be approved until the Wash Overlay Zone review has been approved. 5. Depending on changes to the plan and responses to the above comments further comments may be forth coming. Engineering Division has reviewed the submitted development plan and does not recommend approval of the development plan at this time. The following items need to be addressed: Development Plan: Per a meeting with DSD Landscaping and Engineering on August 14, 2007 a DSMR and a new revised Development Plan is required to be submitted showing a slightly wider channel with undulating side slopes and more vegetation. This meeting took place after this Development Plan submittal (August 2, 2007) and does not reflect what was discussed at the later meeting. A new revised Development Plan with an approved DSMR is required prior to approval. 1) The proposed parking lot area and trash enclosure within the 50' W.A.S.H. overlay zone is not approved at this time until approval of the W.A.S.H. Ordinance Report through CDRC. The development plan will not be approved until approval of the DSMR and the W.A.S.H. Ordinance Report. 2) Revise Sheets 3 and 4 to provide the recordation information for the cross access agreement that is shown on both sheets. The cross access agreement must be recorded prior to Development plan approval. 3) Revise Sheet 5 to provide the 20-foot dimension for the "Enhanced Landscape Area" that is shown on this sheet. 4) Revise Sheets 7 and 8 to provide cross sections with details for both the proposed channel along the north portion of the lot and for the new driveway entrance and the proposed 3 cell 8' x 3' RCBC. 5) Revise Sheet 9 to provide the following required improvements that satisfy TDOT requirements, the W.A.S.H. Ordinance Report, and the August 6, 2007 meeting with Development Services Engineering Division. a) Revise the outlet bleeder pipe from the retention basin to meet the minimum TDOT requirements for culverts and pipes into a public right-of-way. An 18" RCP with a 6" orifice at the inlet and a flap gate at the outlet is required. Provide approval from TDOT that this design is acceptable. b) Clarify within the drainage report the new proposed spillway reference into the Rodeo Wash. Per the W.A.S.H. Ordinance Report a new spillway is not proposed for this project. c) Per the meeting with Elizabeth Eberbach, PE and Matt Flick, PE of DSD Engineering a minimum 1% slope is required within the bottom of both retention/detention basins to assure positive drainage. The proposed Development Plan calls out only 0.5% longitudinal basin bottom slopes, revise. 6) Revise Sheet 10 to provide the cross section locations or detail call out for the retention/detention basin located along the eastside of the property. Verify that handrails are installed along the entire length of basin and channel at the 1:1 slope locations. 7) It is understood that a DSMR will be required for this project due to the disturbance within the protected riparian area. The DSMR must be approved prior to Development Plan approval. All exhibits and discussion must reflect any changes made by the approved DSMR. 8) Per the meeting with DSD Landscaping and Engineering on August 14, 2007 provide cross sections with details for the depressed planting areas along the Rodeo Wash, south side of site and east side of site. DRAINAGE REPORT: 9) DS Sec.10-02.2.3.1.6.B.1-3: Revise the drainage report to meet the minimum standards for development within a Critical Basin. On Page 7, Section C, Onsite Runoff for existing and Developed Conditions, with Retention Table shows that the 2- and 10-year flow events are not reduced by the required 15%. Development within a critical basin must provide a 15% reduction in the developed conditions for the 2-, 10-, and 100-year flow events relative to the existing conditions. Revise the calculation, design layout and tables to show that these requirements have been met. Per DS Sec.10-01.1.4 and 2.3 stormwater detention requirements may not be waived if the proposed development is located within a critical basin. 10) Revise the drainage report to accurately reflect the required DSMR and the W.A.S.H. Ordinance Report. The drainage report discussion does not match the discussion within the W.A.S.H. Report. Specifically the project does not call for a proposed spillway into the Rodeo Wash. The spillway discussion must be omitted form the drainage report. 11) Revise the drainage report exhibits and discussion to meet the minimum TDOT requirements for culverts and pipes into a public right-of-way. An 18" RCP with a 6" orifice at the inlet and a flap gate at the outlet is required. 12) Per the August 6, 2007 meeting with Elizabeth Eberbach, PE and Matt Flick, PE of DSD Engineering a minimum 1% slope is required within the bottom of both retention/detention basins to assure positive drainage. The proposed Development Plan calls out only 0.5% longitudinal basin bottom slopes, revise. GENERAL COMMENTS: Provide an approved DSMR, a revised development plan, a revised drainage report, and an approved landscape plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the DSMR, development plan, drainage report, and landscape plan, reviews.
