The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

ALL SHEETS. Add the project number, D06-0022, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates.

SHEET 1. Revise General Note 44 as follows and fill in the blanks appropriately. It is highly unlikely that El Con Mall has zero existing wastewater fixture unit equivalents. The purpose of this note is to keep an accurate count of all existing and all proposed wastewater fixture unit equivalents.

THIS PROJECT HAS ____ PROPOSED AND ____ EXISTING WASTEWATER FIXTURE UNIT EQUIVALENTS, PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

For reference purposes, please assign a number to all newly proposed cleanouts/manholes.

SHEET SP 1.4. Keynote 16 refers to an abandoned sewer that is to be removed, however this keynote is not found on the layout. Please clarify.

SHEET SP 1.5. Keynotes 13 and 16 refer to abandoned sewers, however these keynotes are not found on the layout. Please clarify.

SHEET SP 1.7. The sewer layout shown on this sheet shall be such that streets, PAALs, buildings and landscaped areas are all shown as well, in order to verify accurate location of sewer lines and geographical position of these in relation to the proposed project. Revise accordingly.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $200.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

plan submitted May 12, 2006. Pad mounted transformer ELC-42 (unit #178)
and associated underground primary cable will be in way of new building.
All costs associated with the relocation of the facilities in conflict
will be billable to the developer.

Enclosed is a copy of a TEP facilities map showing the approximate
location of the existing facilities.

The following items must be revised or added to the plan.

1. Include a response letter with the next submittal that states how all comments have been addressed.

2. The project site needs to be tied downed and dimensioned from an established Basis of Bearing, or from two physically established points. Provide site boundary information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. DS 2-05.2.3.A

3. Provide additional dimensions to all proposed improvements (i.e. call out sidewalk improvements with adequate dimensioning.)

4. Call out various hatching patterns in the legend

5. If applicable, existing storm drainage facilities on and adjacent to the site will be shown. DS 2-05.2.3.F

6. Conditions on adjacent land significantly affecting the design of the project will be shown, such as the approximate direction and gradients of ground slope; character and location of adjacent development; including their existing conditions to ensure positive drainage. DS 2-05.2.3.H

7. A Grading Plan and Permit will be required.

8. Sheet SP1.5, there is a sewer manhole within the boundaries of work. Is this manhole new, existing to be replaced, or to be protected in place?

9. The proposed work may not exceed an acre of disturbance but due to the fact that this project is in a high profile area please provide Stormwater Pollution Prevention Plan (SWPPP's) for this project. Initially submit 2 sets SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to development plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans. At the time of approval to the grading plan 4 sets of the grading plans and SWPPP's are required for Engineering stamps of approval.

10. If possible, water-harvesting techniques should be incorporated into the development by conveying rooftop drainage to designated water harvesting areas(landscape locations) . If possible please address how water-harvesting techniques will be incorporated into the development. Refer to the newly adopted City of Tucson Water Harvesting Guidance Manual for design considerations.

11. All curb access ramps abutting the PAAL pavement will require truncated domes including the large ramp in front of the main entrance to the mall.

12. Cross reference detail 2 and the POLE BASE DETAIL on SP1.7
