The applicant should also explain why the project does not impact any protected plants. Show and identify existing protected plants to remain undisturbed on the landscape plan. Typically, sites of this size, in the general area, contain protected species. In addition, any protected species present in adjacent public right-of-way areas are also subject to the regulations.

A native plant preservation plan per DS 2-15 will be required if protected plants exist in the area planned for development.

2) Any required storm water detention/retention basins shall be landscaped to enhance the natural configuration of the basin. Design criteria are set forth in Development Standard 10-01.0. LUC 3.7.4.3.A
Show accurate proposed contour lines and locate the landscaping within the basin.

3) Provide one tree for every thirty-three feet within the street landscape border and 50% vegetative coverage per
LUC 3.7.2.4.
Plants used for screening are not calculated as part of the coverage requirement. DS 2-06.3.7
Only 50% percent of the trees in the street landscape border count towards the vehicular use areas canopy tree requirement.

4) The future right-of-way shown for Old Vail Road exceeds the current MS&R Plan designation. Clarify the basis for the future right of way shown on the plan. (Who provided the ROW information?)

If the future right-of-way shown is correct, then the street landscape border is to be located behind the futrue right-of-way line. LUC 3.7.2.4.A.1

5) Show any revisions to the retention basins on the landscape plans. Revise contours if necessary and show maintenance ramps per Engineering review. DS 10-01.

6) The landscape refers to the demolition plan sheet C-1.
Sheet C-1 was not received. If trees in the right-of-way require relocation, they are to be located in the right-of-way area. Obtain approval from the City Engineer for any right-of-way excavation or construction.

1) The plan received indicates removal of trees within the public right of way at Old Vail Road. Contact Gary Wittwer
DOT, Landscape Architect @ 791-5100 regarding required permits for removal of these plants. Native plant preservation standards may require replacement plants and mitigation to be relocated in the right-of-way as the trees are City property.

2) An inventory of protected plants is required. Typically a complete native plant preservation plan per DS 2-15.0 is required when plants are to be transplanted, an exception will be allowed in this case but, a inventory list of all
protected is required. It must include plant species, and size for each plant. Any plants that do survive the transplant process will have to be replaced with plants of the same size and species.

3) Revise the landscape plans if/where necessary to coordinate with the native plant preservation proposal.

2. Dale Kelch's previous comment (see below) is in regards to the proposed road, S Distribution Way, which will intersect Old Vail Road just south of this proposed site. The southern driveway of this project may be in conflict with the future S Distribution Way. The City requires a 150' jog in alignments of PAAL's/Road from opposing PAAL's/Roads on arterial/collector roadways to prevent left hand turn conflicts. Can this development function without the southern drive or reconfigure the access point(s) to provide 150' from the future intersection and maintain 80' of separation between the proposed driveways.

The Development Plan (DP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. Existing at the south portion of the property. Per the final plat, Bk. 49, M&P Pg. 34, portions of the 100-year floodplain are shown adjacent to the south property line. Perhaps the floodplain delineation is shown, but not labeled. Per previous comment.
3. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DP. The maintenance responsibility note must be added to the DP.
4. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. The minimum width of the 2-way P.A.A.L. is 24'. The dimension on the shown on the plans is 24' from "B/C", this would make the P.A.A.L. width only 23' assuming a 0.5' curb. Per previous comment.
5. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. This note shall be added in case any change to the building or hardscape that may occur that would affect the roof drainage patterns. Per previous comment.
6. All basins must have vehicular access for basin maintenance. See previous DR comment no. 6 and current DR comment no.
Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. All basins must have vehicular access for basin maintenance. This includes access roads to the basins. Revise as required.
3. Show the project address or administration address on the cover sheet of the DR.

1. An applicant has one (1) year from the date of application to obtain approval of a development plan that complies with zoning and other development requirements in effect at the time of application. This development plan must be approved on or before May 10, 2006.

2. There is no reason to have general notes on more than one sheet. Please remove general notes from all sheets except the first sheet. All requested changes must be made to the general notes on sheet 1. There is no reason for both sheets 3 and 4. Please consolidate.

3. Remove the reference to a 50 foot front street setback from "Zoning and Land Use" Note #1 and all sheets of the development plan. Correctly dimension the front building setback on sheet DP-3. Revise General note #9 on sheet 1 to include a reference to the Major Streets and Routes Overlay Zone.
4. Clarification of comment 2 above - remove notes 1, 2, 3, 4, 6, and 10 from sheet 3. Move general notes 8 and 9 from sheet 3 to sheet 1. Revise general note #8 on sheet 1 to include the correct front yard setback.
5. On DP-2 revise the zoning on the north side of Old Vail Road to I-1. Add the zoning south of this site to DP-2 (I-2).
6. All PAALs must be a minimum of 24 feet wide from face of curb per LUC 3.3.7.2. Remove all reference to B.O.C. Provide a detail of the proposed gates that demonstrate 24 feet clear after the gate is installed. A back up spur must be added to the PAAL south of the proposed building. Vehicles must be able to turn around should they drive down this PAAL.

8. All sidewalks must be concrete. Add the width of the proposed sidewalks. Provide a detail of the handi-cap signage and ramps.
9. Although sheet 1 indicates the correct size of the required loading zone, sheet DP-3 must be revised to show the correct length.
10. Add a parking detail that clearly shows the parking space dimensions. Please include a detail for the handi-cap spaces as well. Parking space must be a minimum of 18 feet in length and must have a wheelstop to prevent vehicles from overhanging into the landscape buffer and sidewalks.
11. Revise height of satellite dishes detailed in general note 7. DP-3 and 4 show satellite dishes as high as 50 feet. Maximum height allowed is 62 feet.
12. The above listed comments detail several issues of non-code compliance. If the applicant decides to apply for Board of Adjustment variance or Development Standard Modification Requests instead of meeting code, add a general note that listed the case number, date of approval, variances or modifications granted and conditions imposed, if applicable.

Tucson Electric Power Company has reviewed and approved the development
plan submitted on July 21, 2006. The pole line on the South edge of the
property is still not indicated on the plan. Pole locations and
overheard lines should be indicated for verification. However, based on
the Designers (Todd Stockdale) personal knowledge of the facilities
there appear to be no conflicts. In addition, if a conflict does arise
the relocation costs would be billable to the developer and may delay
the project.



Enclosed is a copy of a TEP facilities map showing the approximate
location of the existing facilities.



In order to apply for electric service, call the New Construction
Department at (520) 918-8300. Submit a final set of plans including
approved site, offsite and electrical load plans. Include a CD with the
AutoCAD version of the plans. If easements are required, they will be

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Sheet DP-1. Please check and verify the scale of the Location Map..

Sheet DP-1. Show the existing and/or proposed Fixture Unit Equivalents in the Wastewater Notes.

Sheet DP-3. Show the Pima County manhole number for the existing public manhole where the proposed BCS will be connected to. Label it as existing public manhole, and show its invert and rim elevations. Similar information should be shown for the upstream existing public manhole. Show the Pima County plan number for the existing sewer reach between these two manholes..

Sheet DP-3. Label the proposed BCS, and show its size, length, slope, material and the invert and rim elevations of all the cleanouts on this BCS.

Sheet DP-3. The proposed BCS is shown connecting to the existing public manhole at an angle less than 90 degrees. You need to get an approval for this from the Pima County WWMD..

Sheet DP-3. This drawing shows that the BCS is running through a creek bed. Show the details of the crossing .

Put a note stating which water company will serve this development.

Sheet DP-1. Show the applicable General Notes and Permitting Notes from pages 27, 28 and 29 of the “Development Plan Check List” attached herewith for your use.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 3rd submittal. A check for the review fee of this submittal in the amount of $78.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.
