plan submitted April 20, 2006. It appears that there are no apparent
conflicts with the existing facilities within the boundaries of this
proposed development, however if any conflicts do exist all relocation
costs are billable to the developer.

Enclosed is a copy of a TEP facilities map showing the approximate
location of the existing facilities.

In order to apply for electric service, call the New Construction
Department at (520) 918-8300. Submit a final set of plans including
approved site, offsite and electrical load plans. Include a CD with the
AutoCAD version of the plans. If easements are required, they will be

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


ALL SHEETS. Add the project number, D06-0020, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates.

SHEET 2. Revise the proposed sewer design to show a grease trap.

SHEET 2. Revise the plan number for the existing private sewer to show the correct plan number. G-2001-022 is an existing public sewer plan, while this existing sewer is private.

SHEET 2. The proposed private sewer is shown connecting to an existing private sewer. Please show the sewers all the way to their point of connection to the existing public sewer network, showing the size, Pima County plan number for the existing public sewer.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $50.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

RESUBMITTAL REQUIRED: Development Plan and Drainage Statement.

The Development Plan (DP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. The truncated domes on the HC ramps west of the building shall be placed on the landing area or in the area adjacent to the pavement instead of on the slopes of the HC ramps.
3. All lettering and dimensions shall be the equivalent of twelve (0.12") point or greater in size per D.S. 2-05.2.1.A.
4. Label existing and future sight visibility triangles on Golf Links Road per D.S. 2-02.2.1.10.
5. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. The new HC ramp located SE of the building shall be orientated to face the existing HC ramp to the west as well as the new sidewalk and pedestrian striping. A striped ped. crosswalk shall be added between the new ramp and the existing ramp.
6. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.
7. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
8. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the TP.
9. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
10. Clarify the basis of bearings. It appears that two are being used. Also the note on sheet 1 calls for the basis of bearing to be the east line of the plat then indicates that the line is a centerline. Revise as necessary.
11. Show the Development plan number (D06-0020) on all sheets per D.S. 2-02.2.1.29.
12. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. Provide documentation indicating permission to use the existing dumpster on site.
13. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
14. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
15. Call out the depressed areas that will used for water harvesting on the plan view.
16. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) may be required for this project. Submit 4 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. Add a statement in the DS that you have reviewed the Drainage Report by Stantec consulting and you agree to that data.

COMMENTS:

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is April 19, 2007.

2. This plan was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI), and International Building Code 2003 (IBC). Specifically, this plan was reviewed for content requirements under DS 2-05.

3. Per DS 2-05.2.1.C, please revise all lettering to a minimum of 12 point (typical detail drawings).

4. Per DS 2-05.2.1.K, please list all rezoning conditions of case C9-95-19 on the plan.

5. Per DS 2-05.2.2.A.1, please provide the telephone number for the owner/developer.

6. Per DS 2-05.2.2.B.8, please provide the Development Plan case number "D06-0020" in the lower right hand corner of the plan.

7. Per DS 2-05.2.2.B.10, please provide notes on the plan that the property is designed to meet requirements of the Major Streets and Routes Overlay Zone - LUC 2.8.3, and the Gateway Corridor Overlay Zone - LUC 2.8.4.

10. Per DS 2-05.2.3.D.3, with regards to Parking Area Access Lanes:
A) In the drive-through, clarify width of lane at pick up window.

B) Please provide width of sidewalks to west and north side of building for records info.
C) demonstrate how sidewalks connect to rest of pedestrian circulation system on site.
D) Provide note that sidewalks are raised from asphalt (a physical separation of the two is required)

12. Per DS 2-05.2.4.N, dimension entire exterior footprint of building.

13. Per DS 2-05.2.4.N, clarify if bldg ht. of 23 feet is measurement from design grade to top of roof - and includes any parapets. Provide parapet height separate please.

14. Per DS 2-05.2.4.O, staff concurs the loading zone size and striping meet code. Please provide visual aide to determine maneuvering of loading zone will not interfere with parking spaces.

15. Per DS 2-05.2.4.P, with regards to parking/handicapped accessible parking:
A) move truncated domes by handicapped parking area to the area of the sidewalk where the sidewalk and handicapped access aisle meet.
B) Per 3-05.2.3.C.1, please modify the parking space length and provide wheel stop barriers to the parking on the west and north sides of the site along the proposed landscape borders. This will ensure the landscape areas will not be disturbed by overhanging vehicles. Note, Per 3.7.2.3.A.1.c, the minimum width needed for canopy tree landscape islands (west side)- between surrounding curbs - is 4 feet. Thus the landscape island can be reduced in width to ensure the proper 24 PAAL width and parking space length can be accommodated. The minimum width for the street landscape border is 10 feet, thus this landscape border too can be reduced.
C) General note 14 should be changed to read that the height of the handicapped sign from grade to the bottom of the sign is 7 feet.

16. Per DS 2-05.2.4.T, show refuge container area with dimensions. See Waste Management for further comments.

17. Per DS 2-05.2.4.U, indicate graphically, when possible, compliance with all conditions of rezoning case C9-95-19. In addition, please provide a separate response letter commenting to staff how conditions of the rezoning case have been met.

18. Per DS 2-05.2.4.V, indicated how postal service is provided.

19. Per DS 2-05.2.4.W, staff acknowledges the general note provided advising that at this time no free-standing lighting or signage is planned. Should that change in the course of the next submittal, please provide specifications and dimensions of those elements.

20. Please provide a copy of the last approved Safeway development plan/tentative plat. This will ensure it is clear how the proposed restaurant use will become integrated into the existing development.

21. With regards to general notes:
A) please correct the required minimum building setback from Golf Links to read "the greater of 21 feet or the height of the exterior building wall, as measured from back of future curb". Staff acknowledges setbacks are not an issue. This note is for records.

22. With regards to typical detail drawings:
A) increase all typeface to 12 point minimum
B) provide fine amount on handicapped sign at $518 for illegal parking
