DEVELOPMENT PLAN

1. As previously commented, show sight visibility triangles for the intersection of Houghton Road and Irvington Road. Provide and label both existing and future SVTs.
2. As previously commented, provide and label future SVTs for the PAALs at Houghton Road.
3. As previously commented, clarify the existing conditions in the right-of-way adjacent to this project location. New sidewalks within the right-of-way must be 6 feet wide. Curbs are required. If the Department of Transportation has provided instructions to complete the project in a different configuration, provide copies of communications that clarify their instructions.
4. As previously commented, provide truncated dome tactile warning at each curb access ramp. Truncated domes are required wherever pedestrian use areas and vehicle use areas abut without a vertical separation.

COMMENTS:

The Zoning Review Section approves the development plan for this project, subject to the following changes on the sign-off copies. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised development plan to verify that those changes do not affect any zoning requirements.

1. Dimension the five (5) foot pedestrian refuge area which includes a four (4) foot sidewalk must be provided between the storage room and the PAAL south.
DS 2-08.4.1.B & DS 3-05.2.2.B.1

2. Because the last parking space is designated as a stacking space for the vacuum bay please revise the parking count for that row of parking from five (5) to four (4).

3. Please revise note 1 of handicap sign detail to read "THE BOTTOM OF THE SIGN SHALL BE NO LESS THAN SEVEN (7) FEET TO BOTTOM OF SIGN, ABOVE FINISH GRADE". I apparently missed communicated the posting requirement on the previous review.

12/14/2006 JOE LINVILLE LANDSCAPE REVIEW Denied 1) The project is subject to the provisions of the Scenic Corridor Overlay Zone. LUC 2.8
A new Scenic Corridor Zone (SCZ) application has not been required by the CDRC Manager for this project at this time. The decision to approve or deny the project will, however, be based on the purpose, intent, and specific regulations of LUC 2.8.2.
The plans are not deemed in compliance with the SCZ regulations at this time. Revise as necessary to comply with the following comments.

2) Remove the label on landscape plan sheet 1 of 3 regarding Landscape Border #1 stating that 10 feet in right-of-way was approved by SCZ 02-05 and revise the keynote 23 on the development plan (see comment 1).
Approval for the landscape in the public right-of-way was not approved for this lot as part of SCZ-02-05, but permission from the City Engineer to locate up to ten feet in the right-of-way along Houghton Road was granted on 8/16/06. Specific requirements of the Department of Transportation apply and a seperate plan approval and permits are required prior to construction. Contact Gary Wittwer, DOT Landscape Architect for specific requirements.

3) Revise the landscape plan to show the locations and note the height and materials used to construct any proposed or required screen walls in accordance with the following: Correct the plans to provide a 6-foot screen wall to screen the loading area from Houghton Road. A 5-foot screen wall is also required to screen the proposed use and parking lot (vehicular use area) from adjacent residentially zoned properties. Revise the plans for screening and the related notes as necessary to comply on all plans. The required screens for vehicular use areas are required to measure at least five feet high from the finished grade of the pavement. DS 2-05.2.4.X, DS 2-06.3.7.A.1, DS 2-07.A.3, LUC Table 3.7.2-I

4) The development plan indicates a proposed 10' utility and pedestrian easement in the scenic route buffer area. The easement conflicts with LUC 2.8.2.4. which requires the buffer area to be preserved and maintained in its natural state or restablished with native vegetation. A pedestrian easement may not be designated in this area. LUC 3.7.5.2.C

5) Revise the landscape plan limits of grading to exclude grading from the scenic route buffer area.
The development plan appears to show a grade change in the scenic route buffer area, DP3, section K.
Revise the plans to clarify that existing natural topography and vegetation is minimally disturbed. No grading beyond that necessary for siting of buildings, parking, private yards, and structural improvements will be allowed. LUC 2.8.2.6.A

6) An area not larger than eighteen (18) square feet and not exceeding thirty (30) inches in height per lot or parcel for the placement of utility transformers, pedestals, and service meters and hookups for utilities is permitted in the scenic route buffer area. Note the area (sq. ft.) of proposed utilities
and revise the plans to comply with the height restrictions.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan as submitted.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
