LUC 2.8 A new Scenic Corridor Zone (SCZ) application is required for this project. Applications for projects within the Scenic Corridor Zone (SCZ) shall be reviewed in accordance with the DSD Full Notice Procedure, Sec. 23A-50 and 23A-51. Contact Patricia Gehlen-Zoning Manager for application information. The decision to approve or deny the project will be based on the purpose, intent, and specific regulations of LUC 2.8.2. Revise general note 5 on sheet 1 of the development plan by removing the portion of the last line that reads "per approved SCZ 02-05". 2) Remove the label on landscape plan sheet 1 of 3 regarding Landscape Border #1 stating that 10 feet in right-of-way was approved by SCZ 02-05 and revise the keynote 23 on the development plan (see comment 1). Within the 30' scenic route buffer area, indigenous plant material is to remain. If any disturbance occurs during construction or prior to permit application, the buffer area is to be revegetated with native plants indigenous to the site and the area reconstructed to look as natural as possible. DS 2-06.7.1.B 3) Landscape borders proposed in right-of-way or MS&R areas must be approved by the City Engineer or designee and comply with the City Engineer's requirements on construction, irrigation, location, and plant type. Provide verification, in writing, of any approvals obtained. Contact Gary Wittwer, DOT Landscape Architect for specific requirements. 4) Dimension the length and width of landscape borders on the landscape plan per DS 2-07.2.2.A.2.f. Include the dimensions for the portion of the required 30-foot SCZ border located to the north of the project entry drive along Houghton Road. There is no treatment shown for this area on the landscape plan. Revise to include dimensions and preservation of existing vegetation or include a revegetation plan. 5) Identify the location, purpose and dimensions on the landscape plan of all utility easements and facilities. DS 2-07.2.2.E 6) Revise the landscape plan to show the locations and note the height and materials used to construct any proposed or required screen walls. A 30" screen is required along Houghton Road. A 6-foot screen wall is required to screen the loading area and trash enclosure from the street and adjacent residentially zoned properties per LUC table 3.7.2-I. Include details regarding refuse screening. A 5-foot screen wall is required to screen the proposed use and parking lot from adjacent residentially zoned properties. Add the following required general note to the landscape plan: The height of screening materials is measured on the project side of the screen, at finish grade. DS 2-05.2.4.X, DS 2-06.3.7.A.1, DS 2-07.A.3, LUC Table 3.7.2-I 7) An unpaved planting area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree. Dimension the unpaved areas of the parking lot planters on the landscape plan. 8) Revise the landscape plan for the Irvington Road landscape border. The screening plants are not calculated as part of the 50% vegetative groundcover requirement. Revise the landscape plan to show the limits of grading. The development plan appears to show a grade change in the scenic route buffer area, DP3, section K. 9) The development plan indicates a proposed 10' utility and pedestrian easement in the scenic route buffer area. The easement conflicts with LUC 2.8.2.4. which requires the buffer area to be preserved and maintained in its natural state or restablished with native vegetation. RESUBMITTAL OF PLANS IS REQUIRED. |

Revise general note 2. List the proposed use of the car wash as "Automotive Minor Service and Repair (Car Wash)" DS 2-05.2.2.B.3 2. A handicap ramp is required at the south end of the indicated crosswalk to the sidewalk connecting to the pedestrian circulation path of Irvington RD. 3. The pedestrian path provided running north and south from the access PAAL from Houghton Road, running in front of the car wash to the proposed retail building 2 is not designed as a safe route. Much of the pedestrian path is cross walk that is parallel to a PAAL. The pedestrian path shown running to the west of the car wash appears to be a safer route. Staff would recommend that the applicant remove path running along the east of the car wash. A five foot pedestrian refuge area which includes a four (4) foot sidewalk must be provided between the storage room and the PAAL south and remove the access ramp east of the storage room, and the ramp connecting to the removed path at the northeast corner of the building 2. DS 2-08.4.1.B & DS 3-05.2.2.B.1 4. Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area. Please revise keynote 9 adding the use of truncated domes. ANSI 406.12, ANSI 705 5. Please clearly indicate the "vacuum bay" and the required stacking space and the required stacking space for the automated car wash. The length of a stacking space is eighteen (18) feet. LUC 3.3.4 Commercial Services Use Group & DS 3-05.2.1.C.2.d 6. Please add verbiage to the handicap signage "DO NOT BLOCK" and "$518 FINE". Revise note 1 to state "the sign to be less than seven (7) feet above finish grade" as per TDOT requirements. 7. Provide length, slope, and any other relevant details. This line was not shown on the first submittal. We will require a revised set of drawings and a response letter addressing each comment.
