The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

ALL SHEETS. Add the project number, D06-0017, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates.

This project proposes connecting to an existing public sewer line 15 inches in diameter or larger. This existing public sewer line conveys high volumes of wastewater, therefore the owner, engineer and contractor shall be aware that a flow management plan may be required. The owner, engineer and contractor shall also be aware that Pima County Wastewater Management Department may require review of this project.

MAINTENANCE AND OPERATION OF THE PRIVATE SANITARY SEWER TO ITS POINT OF CONNECTION TO THE PUBLIC SEWER IS THE RESPONSIBILITY OF THE PROPERTY OWNER.

SHEET 2. Show the accurate Pima County plan number for the existing public sewer.

SHEET 2. Show the length, size and slope of the proposed sewers.

SHEET 2. Show the rim and invert elevations of the proposed manholes/cleanouts. Be aware that the maximum distance between cleanouts is 100 feet.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $100.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

Per condition #1.j., a “fair disclosure statement” regarding operations on Davis-Monthan Air Force Base shall be provided on the development plan or subdivision plat. Please add this statement to the development plan.

Per condition #3, a pedestrian connection shall be provided linking the proposed commercial are with the proposed mobile park to the north. Please illustrate pedestrian connection on the development plan.
05/04/2006 PETER MCLAUGHLIN LANDSCAPE REVIEW Denied 1. The project is subject to the provisions of the Scenic Corridor Overlay Zone. LUC 2.8
A new Scenic Corridor Zone (SCZ) application is required for this project since this portion of the Mesquite Cove subdivision was not included in the plans for the previously approved project. No landscape information, viewshed calculations, building height/setback information, or other SCZ information for the subject parcel located on the northwest corner of Houghton and Irvington was submitted as part of the Mesquite Cove Subdivision (S02-043) and only a label reading "Future Commercial Use" is shown for this parcel. Applications for projects within the Scenic Corridor Zone (SCZ) shall be reviewed in accordance with the DSD Full Notice Procedure, Sec. 23A-50 and 23A-51. Contact Patricia Gehlen-Zoning Manager for application information. The decision to approve or deny the project will be based on the purpose, intent, and specific regulations of LUC 2.8.2. Revise general note 5 on sheet 1 of the development plan by removing the portion of the last line that reads "per approved SCZ 02-05".

2) Remove the label on landscape plan sheet 1 of 3 regarding Landscape Border #1 stating that 10 feet in right-of-way was approved by SCZ 02-05 (see comment 1). Within the 30' scenic route buffer area, indigenous plant material is to remain. If any disturbance occurs during construction or prior to permit application, the buffer area is to be revegetated with native plants indigenous to the site and the area reconstructed to look as natural as possible. DS 2-06.7.1.B

3. Landscape borders proposed in right-of-way or MS&R areas must be approved by the City Engineer or designee and comply with the City Engineer's requirements on construction, irrigation, location, and plant type. Provide verification, in writing, of any approvals obtained. Contact Gary Wittwer, DOT Landscape Architect for specific requirements.

4. Add the CDRC case number (D06-017) to all sheets of the landscape plan and development plan. DS 2-07.2.1.B

5. Any required storm water detention/retention basins shall be landscaped to enhance the natural configuration of the basin. Design criteria are set forth in Development Standard 10-01.0. LUC 3.7.4.3.A

6. Revise the landscape plan to include slope ratios for retention and detention basins. Basin slopes in most instances are required to have slopes no steeper than 4:1 where depths exceed three feet, 3:1 for unprotected slopes and 2: 1 for protected slopes for depths less than three feet.

7. Canopy trees must be evenly distributed throughout the vehicular use area. Every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk).
Revise the landscape plan so that the parking spaces to the east of the proposed building are within 40 feet of the trunk of a canopy tree. LUC 3.7.2.3.A

8) Dimension the length and width of landscape borders on the landscape plan per DS 2-07.2.2.A.2.f. Include the dimensions for the portion of the required 30-foot SCZ border located to the north of the project entry drive along Houghton Road. There is no treatment shown for this area on the landscape plan. Revise.

9) Identify the location, purpose and dimensions on the landscape plan of all utility easements and facilities. DS 2-07.2.2.E

10) All lettering and dimensions shall be the equivalent of twelve (0.12") point or greater in size. Revise elevation figures associated with topographic contours on landscape plan sheet 1 of 3 to meet this minimum archiving standard. DS 2-05.2.1.A

11) Revise the landscape plan to show the locations and note the height and materials used to construct any proposed or required screen walls. A 6-foot screen wall is required to screen the loading area and trash enclosure from the street and adjacent residentially zoned properties per LUC table 3.7.2-I. Include details regarding refuse screening. A 5-foot screen wall is required to screen the proposed office use and parking lot from adjacent residentially zoned properties. Add the following required general note to the landscape plan: The height of screening material adjacent to property lines is measured on the project side of the screen, at finish grade. DS 2-05.2.4.X, DS 2-06.3.7.A.1, DS 2-07.A.3, LUC Table 3.7.2-I

12) An approved rezoning is required to allow the proposed commercial uses. Add the case reference number to all sheets of the development plan and landscape plan. Add a general note to the development plan stating the rezoning case number, date of approval and all rezoning conditions. Demonstrate compliance with all rezoning conditions on the development and landscape plans.

13) An unpaved planting area, which is a minimum of thirty-four (34) square feet in area and four
(4) feet in width, must be provided for each canopy tree. Dimension the unpaved areas of the parking lot planters on the landscape plan.

14) Grading, hydrology, and landscape structural plans are to be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. LUC 3.7.4.3.B

15) Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.A.2.g.

16) Use of decomposed granite is not allowed within the SCZ 30-foot buffer area. Native seeds (see Exhibit 1 of DS 9-06) provide an appropriate ground cover in lieu of decomposed granite. Revise landscape plan note 2 to indicate that decomposed granite is not to be used within the 30-foot buffer areaand where any native seeds shall be used.

2. A Grading Plan and Permit will be required. Development Standard 11-01.4.1.C. 3. A Stormwater Pollution Prevention Plan must be submitted with the grading plan and permit application. Submit a completed Construction SWPPP Checklist with the SWPPP. The checklist is available from the ADEQ stormwater web site.

DEVELOPMENT PLAN

1. List the rezoning conditions on the Development Plan. (DS 2-05.2.2.B.2)
2. Show sight visibility triangles for the intersection of Houghton Road and Irvington Road. Provide and label both existing and future SVTs.
3. Provide and label future SVTs for the PAALs at the adjacent streets.
4. Clarify the right-of-way dimension for both Houghton Road and Irvington Road. Revise the dimension for Irvington Road to indicate that the future width of Irvington is 150 feet for the first 300 feet from the intersection centerline (intersection widening).
5. Clarify the existing conditions in the right-of-way adjacent to this project location. New sidewalks within the right-of-way must be 6 feet wide. Curbs are required.
6. Provide truncated dome tactile warning at each curb access ramp. Truncated domes are required wherever pedestrian use areas and vehicle use areas abut without a vertical separation.
7. Clearly show how water harvesting will be accomplished to the maximum extent possible. Show how stormwater will be directed toward the water harvesting basins from roof drains and parking areas. Consult the Water Harvesting Guidance Manual (Adopted October 18, 2005) for design guidelines. While SVTs are shown, they are not labeled as to whether they are existing or future. I suspect that the SVTs will not be coincident.

2. Tucson City Code Chapter 25 Section 39 states that the maximum driveway width is 35'. All proposed accesses to this project are showing 36'.

3. General note 22 states that the southeastern access shall be limited to right-in right-out movements only. Provide a physical structure to ensure this access restriction.

If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 5/4/07.

2. DS 2-05.2.2.A Provide the owner/developer's address on sheet 1 of 1.

3. DS 2-05.2.2.B.2 This project has been assigned the case number D06-0017. List the case number in the lower right corner next to the title block of all plan sheets including the Landscape and NPPO sheets

4. DS 2-05.2.2.B.3 List the proposed use or uses of the property. The uses should be listed as General Merchandise Sales, "28" subject to: Sec. 3.4.9.2.C and Automotive Minor Service and Repair (Car Wash), subject to: Sec. 3.5.4.2.G (secondary land use)

For your information, the indicated SCZ required 30' buffer along Houghton Rd. may be required to be all on the subject property if a new scenic overlay is provided. Contact Andy Dinaur with Traffic Engineering regarding a portion of the buffer being located in the right of way.

7. DS 2-05.2.3.B If applicable, provide the recordation information, location, width, and purpose of all existing and proposed easements on the site.

8. DS 2-05.2.4.B The adjacent property to the north labeled as Mesquite Cove has been rezoned from SR to MH-1. Please revise to current zoning.

9. DS 2-05.2.4.F Provide the location of the future curb, future sidewalk and future sight visibility triangles, with dimensions, along Houghton and Irvington both of which are on the MS&R map.

10. DS 2-05.2.4.K Clearly indicate that the 20' PAAL located along the west side of the project is a one way PAAL. Details B and K of 3 indicate two ten foot lanes of traffic which is incorrect. The minimum width of a two way PAAL is 24'. If it is to be a one way PAAL which serves as a fire lane then the width can be 20'. See DS 3-05.2.1.C.1.

11. DS 2-05.2.4.K The cross walk from Irvington Rd. to the south side of the parking space is correct but where the cross walk is parallel to the parking space it must be physically separated from the vehicular use area (raised sidewalk) which would require a handicap ramp at the southern end of the sidewalk.

A handicap ramp is required at the south end of the indicated crosswalk to the sidewalk connecting to the pedestrian circulation path of Irvington RD.

Per DS 2-08.3.1 A pedestrian circulation path must be provided to the car wash/storage building (cross walk, handicap ramps, etc.). Per DS 3-05.2.2.B.1 a 5' pedestrian refuge area must be provided between the PAALs and the north side and south side of the car wash/storage building. Per DS 2-08.4.1.BA sidewalk must be provided adjacent and parallel to any PAAL on the side where buildings are located. Provide sidewalk on the north and south side of the car wash.

Per DS 2-08.3.1 A pedestrian circulation path is required to any adjacent street. Provide the circulation path to Houghton Rd. including crosswalk, sidewalk, handicap ramps, etc.

Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area.

12. DS 2-05.2.4.N Clearly indicate that the car wash building does not exceed 600 Square feet as per LUC Sec. 3.5.4.2.G. Provide dimensions on the foot print of the car wash building.

The maximum height of the car wash building per LUC Sec. 3.5.4.2.G is twelve (12) feet. Revise the indicated height of 26' to meet this requirement.

Indicate the height of the "Proposed Retail" building.

13. DS 2-05.2.4.O Provide as a note in the calculations the number of required and proposed loading zones.

14. DS 2-05.2.4.P The parking space calculations on page one of three should be revised to "Retail" 1/200 - 35 parking spaces required, "Car Wash, Automated System" - 4 parking spaces required.
