COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. A copy of a separate response letter detailing compliance with special exception conditions that specifically pertain to Lot 9 was not received with this submittal. Please provide.

2. Please add development plan case number (D06-0014) to sheet DP3.0.

3. Previous Comment: Per SE condition 24 loading docks shall not be visible from public streets and sidewalks and internal pedestrian ways. The plan is not clear in depicting this. Please verify that this condition has been met for both loading areas provided.

Your response directs the review to keynote 1 on sheet DP3.0 which talks about the pedestrian walk. It does not address the screening of the loading zones. Please review previous comment and provide accordingly.

4. Please revise location of truncated domes placing them in the direction of travel into the crosswalks as warning that an individual is leaving the pedestrian path and entering the vehicle use area. Revise domes at north part of crosswalk between building 12 and 13. Revise the crosswalk between buildings 9 and 10. The crosswalk cannot make a 90-degree turn. The small portion running parallel to the parking spaces in front of building 10 is to be a raised sidewalk with a ramp and landing with the domes placed facing onto the crosswalk.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


1. Sheet 2 and 3: : Revise the site plan so that it shows all public sewer elements (sewer mains and manholes), that are located on this project or are less than 100' from this project, identified with the wastewater improvement plan and manhole IMS numbers. The improvement plan and IMS numbers may be found at the PCWMD Maps and Records Section office (5th floor), or on PCWMD and PCDOT MapGuide internet websites. Include the rim and invert elevations for all public manholes. The sewer line pipe size should also be shown. This is the 2nd request.

2. Sheet 2 & 3:The existing sewer line and manholes are very faint in some areas.

3. Sheet 3: The 6" BCS for restaurant and Building #9 should connect into manholes.

4. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUBJECT: Engineering review of the Corner Retail lot 9 Development Plan. The activity number is D06-0014.

SUMMARY: The Development Plan and Drainage Report were received by Engineering on October 19th, 2007. Engineering has reviewed the received items and does not recommend approval of the Development Plan or the Drainage Report.

RESUBMITTAL REQUIRED: DEVELOPMENT PLAN, DRAINAGE REPORT

GENERAL COMMENTS

1. The Drainage Report was reviewed for Development Plan purposes only.

2. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. Development Standards 11-01.4.1.C. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6.

3. Proposed developments exceeding 1 acre of disturbance are subject to AzPDES requirements. A Storm Water Pollution Prevention Plan must accompany the grading plan when the grading plan is formally submitted for review.

The next submittal must address the following items:

1. The vehicle maneuverability for the loading space for building 10 does not work. Revise for compliance. The minimum requirements for a 30' single unit vehicle is an outside radius of 42' and inside radius of 28'. American Association of State Highway and Transportation Officials.

2. Depending on how the above comment is addressed please be aware the current proposal required a 5' pedestrian refuge with a 4' sidewalk for the east side of building 10 and a 4 sidewalk between the solid waste enclosure and building 10. Revise accordingly with the new proposal.

3. Provide a solid waste enclosure for building 11.

GENERAL COMMENTS:

DS Sec.2-05.: Revise the refuse container location on the east side of Building 10. The refuse container was relocated to allow maneuverability for the proposed loading zone, however with the relocation the refuse vehicle now has to back up over the proposed pedestrian crosswalk which is not allowed for public safety. Revise the refuse location so that the refuse vehicle does not back up over the pedestrian circulation by either blocking the crosswalk completely with the vehicle as the containers are being emptied or turn the container 180 degrees so that the refuse vehicle approaches the container as it enters off of Wetmore. 11/27/2007 ANDY VERA ENV SVCS REVIEW Denied 1. Will require a note within DP stating that the waste collection is going to be managed/operated by one owner or property manager where shared enclosures are demonstrated. If not, must provide a minimum of one single refuse/recycle enclosure per building.
Restaurants and retail type business generate both refuse and recycle waste materials. It is strongly encouraged to provide additional enclosures at buildings 9 & 10 for recycling, based on retail size and restaurant type.

2. If waste collection will be managed under one owner/property manager then the number of enclosures as shown will work with an additional recycle (at minimum but recommend one for each) enclosure added between bldg 9 & 10.

3. Enclosure by building 9 still requires backing into PAAL with potential traffic coming from three directions, not safe as shown. DS 6-01.4.1.I

4. Refuse and recycle enclosures must be positioned so provides a contiuous flow for service vehicle within development. DS 6-01.4.1.H.

5. Enclosure detail okay.

The above referenced development plan has been CONDITIONALLY APPROVED by the Community Design Review Committee. Once the necessary corrections are made per the on-line comments, please submit the following documents for sign-off.

1 Double Matte right-reading Océ or Photo Mylar of the COMPLETE SET of the Development Plan, Landscape Plan, and the Native Plant Preservation Plan (if part of the original submittal).
AND
1 Double Matte right-reading Océ or Photo Mylar of the Development Plan.
AND
1 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

The extra Double Matte right-reading Océ or Photo Mylar that you submit will be delivered to Pima County for permanent recording. Additional blackline copies will be made from the complete mylar set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your mylars to the CDRC office for sign-off approval. Your printing company will deliver the mylar and two (2) blackline copies to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.

TO ENSURE A MORE RAPID REVIEW OF THE MYLARS, PLEASE HAVE THE CITY OF TUCSON APPROVAL STAMP PLACED ON EACH SHEET OF THE SUBMITTAL SET, PREFERABLY IN THE LOWER RIGHT HAND CORNER NEAR THE TITLE BLOCK.
