The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


1. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

The development plan for this project cannot be approved until a copy of this letter has been received by this office.
2. Sheet 2 and 3: : Revise the site plan so that it shows all public sewer elements (sewer mains and manholes), that are located on this project or are less than 100' from this project, identified with the wastewater improvement plan and manhole IMS numbers. The improvement plan and IMS numbers may be found at the PCWMD Maps and Records Section office (5th floor), or on PCWMD and PCDOT MapGuide internet websites. Include the rim and invert elevations for all public manholes. The sewer line pipe size should also be shown.

3. Sheet 2 and 3: Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different line types in the legend on Sheet 2

4. Sheet 2 and 3: Show rim and invert elevations for all private manholes on plan. Also each existing private manhole should be numbered in sequence with the lowest numbered manhole as the furthest downstream.

5. Sheet 2 and 3: Show the pipe size for the existing private sewer line.

6. Sheet 3: Change any references to HCS to BCS. Also show symbol for BCS in the legend.

7. Sheet 3: Include the rim inverts for proposed manholes.

8. Sheet 3: The inverts as shown for MH 14 and MH 15 does not appear to work as gravity flow system.

9. Sheet 3: Show the size/length and material for all BCS.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

SUBJECT: Engineering review of the Corner Retail lot 9 Development Plan. The activity number is D06-0014.

SUMMARY: The Development Plan and Drainage Report were received by Engineering on August 2nd, 2007. Engineering has reviewed the received items and does not recommend approval of the Development Plan or the Drainage Report.

RESUBMITTAL REQUIRED: DEVELOPMENT PLAN, DRAINAGE REPORT

GENERAL COMMENTS

1. The Drainage Report was reviewed for Development Plan purposes only.

2. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. Development Standards 11-01.4.1.C. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6.

3. Proposed developments exceeding 1 acre of disturbance are subject to AzPDES requirements.


The next submittal must address the following items:

DEVELOPMENT PLAN

1. Complete general note 32.

2. It does not appear the required 8' pedestrian area per SE 8 is being met behind the solid waste enclosure for building 10. Review and clarify with dimension.

3. Provide future sight visibility triangles for all entrance/exit drives for the proposed development. DS 3-01.5.0.

4. The solid waste enclosure for building 10 is in view of Limberlost Drive. Per SE 24 trash facilities shall not be visible from public streets. Clarify in the response letter how this condition is being met or revise the plan.

5. Provide cut and fill quantities on the plan.

DRAINAGE REPORT COMMENT

1. Provide an addendum to the submitted report providing assurance the proposed development will not impact the current drainage scheme.

1. Please provide a separate response letter detailing compliance with special exception conditions that specifically pertain to Lot 9.

2. Per SE condition 7 all pedestrian crossings of PAALs shall be brick, concrete pavers, scored pattern color concrete, or similar texture material. Please revise material or cross walks between buildings 9 and 10, and 12 and 13.

3. Per SE condition 24 loading docks shall not be visible from public streets and sidewalks and internal pedestrian ways. The plan is not clear in depicting this. Please verify that this condition has been met for both loading areas provided.

4. Access to the trash dumpster east of building 10 is within the entrance PAAL. Please verify with Engineering and Environmental Services if this configuration will be acceptable and provide response with next submittal.

5. Please dimension wheel stop curbing in detail ¼. Wheel-stop curbing is to be two and one-half (2 ½) feet from the front of the parking space.

Tucson Electric Power Company (TEP) has reviewed the plan submitted August 2, 2007. TEP is unable to approve the plan at this time. There are existing electrical facilities within the boundaries of this project. In order for TEP to approve the plan the facilities and easements must be depicted on the plans.

All above ground equipment is not indicated on the development plan. Enclosed is a copy of a TEP facility map showing the approximate location of the existing facilities. All costs associated with the relocation of the facilities in conflict will be billable to the developer.

Please resubmit two revised bluelines to City of Tucson for TEP's review. You may contact the area Designer, Warren McElyea, at 918-8268 should you have any questions.
