No permits are to be issued until the plans are in compliance. 1) Revise the development to show the existing regulatory floodplain on the development site. Figure 3 of the Drainage Report depicts a different location than that currently shown on the development plan. DS 2-05.2.3.I 2) The proposed 100-year flood limits with water surface elevations for all flows of one hundred (100) cfs or more will be drawn on the development plan. Show all of the basin(s) indicated on DP2. including 100-year ponding limits with water surface elevations on the development plan. DS 2-05.2.4.H 3) All mapped data on the development plan shall be drawn at an engineering scale having no more than forty (40) feet to the inch. Provide the information from DP2 on the 1"=40' plans. DS 2-05.2.1.B 4) Provide details or inside dimensions for tree planting areas. An unpaved planting area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree, including those located between the sidewalks and the PAAL. 5) Revise the development plan to include the drainage/utility improvements shown on DP2 in the phasing plan. DS 2-05.2.4.C 6) Revise the landscape and native plant preservation plans to establish limits of grading for portions of site and specifically at the perimeter of the scenic route buffer area at all sides. The line work requires correction to clarify the limits. DS 2-07.2.2.B 9) Per TCC 26-8, the first consideration in approaching alternative drainage design concepts shall be to maintain the natural configuration to reduce exposure to flood and erosion hazards as well as promote groundwater recharge. A mitigation plan is required with emphasis being placed on earthen or naturally appearing channels for all development in floodplain areas. Provide an inventory and mitigation plan for disturbed riparian habitat areas in regulatory floodplains. 10) The downstream portions of the floodplain should not be disturbed, unless development in those locations is also approved. It appears that the drainage flow may be intercepted south of the Phase IV construction and routed to the south. An inventory and mitigation plan is required for areas impacted by the proposal. 11) Provide a plant inventory and mitigation plan based on the WASH Ordinance Guidelines for distubance and impacts to regulatory floodplain areas referred to in the comments. Refer to: http://www.dot.ci.tucson.az.us/stormwater/downloads/washguidetoM_C.pdf for the recommended method for data collection and mitigation plan preparation. The plans are required to: A) maintain hydrologic function of the constructed natural drainage (including wildlife friendly slopes on both the constructed natural channel and the detention/retention basin). B) Provide the same or greater density, diversity, and volume of dominant plant species (mesquite, tobosa, and other perennial native grasses, white thorn acacia, blue palo verde, creosote). C) Vegetation planted needs to be native and indigenous to that found in the existing wash. 12) Approval of the Scenic Corridor Zone Application. 13) The drainage to the site is to be conveyed under Houghton Greenway and should not intefere with path improvements per City of Tucson Parks and Recreation. 14) Revise the Native Plant Preservation plans to reference the appropriate 'N' sheets, rather than the 'L' sheets at the match lines. Show/Include on the plan how drainage for phases 1 and 2 are handled prior to the construction of basin and channel in phase 3. 3. Provide a set of plans for the Houghton Improvements per the RTA by Castro Engineering, if you are unable to do so please contact me so that I may intercede. Design considerations shall be acknowledged when the changed of design of the 2 cmp's currently crossing Houghton road. Since Phase 3 is not being built out now, then I think we have the time needed to wait for the Houghton Road improvements Castro Engineering is working on now. When the design concept is complete, then you can to revise the Drainage report of any changes that may occur due to the improvement plans at the grading phase of construction. 4.
