Harrison Road Development Plan - 2nd Submittal D06-0003 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The development plan for this project cannot be approved until a copy of this letter has been received by this office. I understand that the capacity letter has been requested and will be emailed or faxed to our office when obtained. This project proposed to connect to the public sewerage collection system at manhole (IMS #9634-01 Plan G-73-67) which has been abandoned and removed as part of the sewer realignment project G-2005-041 (permit #55818) for development plan D05-016, the Hazen Office Building. The engineer for the Hazen project is Edwin Bruce Wilson of Landmark Engineering. The phone number of Landmark is (520) 628-1382. The next review of this project will need to show the point of connection for the 6” pipe at the recently constructed manhole #2 of sewer improvement plan G-2005-041. Sheet 1: Revise the 4th Utility Note so that it states: THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT AT THE TIME OF SUBMITTAL OF PLUMBING OR BUILDING PLANS. Sheets 1& 2: Your plan shows the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different linetypes in the legend on Sheets 1 & 2. And add the manhole and cleanout symbols that are shown. Sheet 2: Revise the plan so that it shows: Flow arrows on each reach of public sewer pipe. Sheet 2: The PUBLIC SEWER EASEMENT recording information, shown at the top of the site plan, is incorrect. Revise the plan so that it shows: The recording information for the new public sewer easement and any vacated or released public sewer easements that are adjacent to and affecting the construction of this project is provided. This information is available from Landmark, the PC Recorders office and our office under file G-2005-041. Sheet 2: The proposed private sewer seams to terminate into what appears to be a cleanout. Revise the site plan so that: Cleanouts are identified and rim and invert elevations provided and Building Connection Sewers are labeled or identified with the initials BCS. We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the third (3rd) submittal. A check for the review fee of this submittal in the amount of $78.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. If the number of sheets changes, please adjust the review fee accordingly. The "landscaped by City call-out" may be confused with landscaping required by rezoning condition 27 without the clarification. 2) Revise the landscape plan to correct vegetative coverage calculations for the street landscape borders. The 50% coverage calculation is to only include groundcovers, shrubs, and accent plants. Trees, plants located outside of the 10' buffer, and plants located in adjacent right-of-way areas are not included. Revise as necessary. 3) Identify and note the height of any walls required to screen loading areas on the landscape plan. LUC 3.7.2-I A 6' screen wall is required for the loading area on the west side of the site. 4) Revise the landscape plan to show the locations of individual plants, rather than groups, and the minimum container size for new plantings. Trees must be a minimum of 15 g. size. Use symbols that approximate the ultimate size of each groundcover plant. DS 2-07.2.2.A 5) Revise keynote 12 on sheet 2 of the development plan to refer to the correct detail and sheet number. 6) Revise the landscape plan to include a summary of the native plant preservation requirements and identify the PIP"s and transplants on the planting plan. DS 2-15.3.4.B 7) Identify the species for the yucca proposed for use on the site. Plants located in sight visibility triangles should grow no more than about 30" in height. DS 2-06.3.8.G 8) Protected plant #36 may be impacted due to the installation of lighting and paving activities. In order to qualify as preserved-in place the root zone of the tree should remain undisturbed. DS 2-15.6.0, DS 2-06.2.2.J Revise the plans as necessary and note the requirement for grading limits and fencing for preserved plants. |
