Add a General Note that states: A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT. SHEET 4. Label the MH#1 as EXISTING PUBLIC MH # 4968-01, and provide its rim and invert elevations.. SHEET 4. Call out the sewer line north of the above MH as EXISTING PUBLIC SEWER. SHEET 4. We offer the following comments: Drainage Report: 1. Provide a detailed response letter to the Drainage Report comments. 2. Show all the concentration points for the combined flows in Tables 2.2 and 2.3. 3. Provide the Concentration Points numbers in the Hydrologic data Sheets. 4. Concentration Point 2 shown on Exhibits 1 and 2 are different and may cause confusion. Additionally, it appears that concentration Point 2 shown on Exhibit 1 does not have a Hydrologic Data Sheet. Revise as necessary. 5. Provide a hydrologic data sheet for Concentration Point 4 shown on Exhibit 2. 6. It is not clear the purpose of the synthetic hydrograph provided for existing and proposed conditions. Is the purpose for sizing the detention basin. Clarify the purpose. 7. Address in the report how the possibility of sedimentation in the bottom of the basin will be reduced/controlled in order to minimize future basin maintenance. 8. According to Section 3.3.5 "Low-Flow Channels" of the Stormwater Detention/Retention Manual, the proposed basins floors should be sloped to provide positive drainage. The section recommends a minimum of 0.5% floor slope and 0.2% low flow concrete channel slope. Please be advised that based on the City's experience with similar projects, 0.5% slope was difficult to construct and maintain which resulted in nuisance ponding in the basins. Show the provided positive drainage on the drainage exhibit. 9. Provide, on the drainage exhibits, the detention basin dimensions and any proposed sediment control measures. 10. Buildings set backs need to be determined from the proposed detention basin based on the recommendations of the Geotechnical Report. Submit a Geotechnical Report that addresses required setbacks. Development Plan: 1. The existing channel and grate inlet south of Calle Polar shall be shown as required by D.S. 2-05.2.3.F. 2. The existing wall along the north side of the project appears to be in the public right of way. Address this issue and revise as necessary. 3. Show building setbacks from the proposed detention/retention basin as required by D.S. 2-05.2.4.I. Please be advised that detention basin setbacks shall be addressed in the Geotechnical Report. 4. The proposed sidewalk (i.e. Keynote 9) shall be connected to the existing Pedestrian Path D.S. 2-08.3.1. 5. The refuse collection areas will have the appropriate trash enclosures to provide the required screening. Show clearly the locations of dumpsters, screening location and materials and garbage collection vehicle accessibility and maneuverability, fully dimensioned. (D.S. 2-05.2.4.T. and D.S. 6-01.2.2.). 6. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207. Landscape Plan: 1. Clarify where the proposed locations of water-harvesting basins. Call out the basins on the plan. Additionally, it appears that the retention basin detail is called out incorrectly on the plan. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Plan where the revisions were made. DS 2-07.2.1.B. 2) Add a note to the landscape plan stating that the retention basin will be landscaped in accordance with LUC 3.7.4.3.A and Development Standard 10-01.0. in future phases. Landscaping is required along retention basin side slopes, bottom and periphery. Plant materials used in basins shall withstand periodic inundation. A minimum of 20 trees per acre must be provided, 33% of tress shall be 24" box or larger. A minimum of 2 shrubs for each tree is required per DS 10.01. 3) The vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings and to prevent vehicles from driving onto unimproved portions of the site per DS 3-05.2.3.C. Revise the plans as necessary. 4) Fences or walls shall extend into a street landscape border no more than the actual width of the fence or wall. Walls are to be located at the back or behind the street landscape border and shall not obscure visibility of the landscape border from the street. DS 2-06.3.7.B 5) Revise the landscape plan to corect the note regarding the landscape border requirement along the west property boundary. A border will be required as additional phases are developed per LUC Table 3.7.2-I 6) Revise the development plan to provide refuse storage locations with paved access. LUC 3.3.7.3, 6.2.22 7. Submit a native plant preservation plan that includes developed portions of the site per LUC 3.8.3. For example, improvements may be required to the area designated as Phase J. 8) Revise the irrigation plan to correspond with revisions to the landscape plan and to include a symbols and line legend. DS 2-07.2.0 9) Within a vehicular use area, one (1) canopy tree is required to be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. Revise the plans to provide the required trees. 10) Identify, by genus and species, all existing vegetation to remain in place. DS 2-07.2.2.A.1.e 11) Fifty (50) percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two (2) years from the date of planting. Revise the landscape plans to show individual plants, to include a plant legend including quantities, and to include calculations per DS 2-07.2.2.A.2.g., LUC 3.7.2.4.A.5 12) All disturbed, grubbed, graded, or bladed areas not otherwise improved shall be landscaped, reseeded, or treated with an inorganic or organic ground cover to help reduce dust pollution. Revise landscape plan to identify the type and locations proposed for inert ground cover materials or seeded areas for the proposed phase. LUC 3.7.2.7. DS 2-06.5.2.C 13) Screening is required for the vehicular use areas per LUC Table 3.7.2-I. Show the required screening on the development/landscape plans. Screening is to be located in accordance with the Land Use Code per comment #4 above. 14) Revise the caluclations for street landscape border trees. 38 are required for Calle Polar and 18 are required for Nicaragua Drive. RESPONSE: This comment was not addressed. identify the use of new buildings- are they units, counseling facilities, work facilities - what? I also do not see floor plans for the buildings proposed. Floor plans for the existing buildings can be drawn in, provide. 10. Per DS 2-05.2.4.N, label heights of all buildings, provide dimensions on all building footprints (existing buildings if they are to remain). RESPONSE: I see the general notes for the buildings on sheet 1, comment 9. For issuance of building permits, provide the specific height of each new building proposed on sheet 3. I do not see elevation drawings with this submittal package. Dimension all building footprints, this is for lot coverage verification and records. 11. Per DS 2-05.2.4.P, provide parking calculations per LUC 3.3.4 residential care service criteria - phased and overall. Parking for each building is to be noted. RESPONSE: I am sorry, I did not find a copy of this. Please provide. 14. Condition 7 of the SE case does not appear to be met with this submittal. This condition, as shown on the preliminary development plan showing 4 phases of construction, stipulates that a common outdoor rec center/passive activity facility is to be provided for each of the 4 phases - and must be constructed prior to occupancy of each phase. Demonstrate compliance with this condition, for the 4 phase areas shown on the preliminary plan. It is acknowledged that 9 phases are shown for this project under the current submittal. RESPONSE: PER DISCUSSION WITH ZONING ADMINISTRATOR, passive recreation areas (benches, ramadas, BBQs, etc.) must be provided for each phase of the development. THIS SUBMITTAL SHOWS 13 PHASES, EACH OF THESE 13 PHASES MUST PROVIDE A PASSIVE RECREATION AREA- BE ADVISED FOR FUTURE REFERENCE.
