The Pima County Department of Environmental Quality and the Pima County Wastewater Management Department hereby approve the above referenced submittal of the development plan as received by us on September 19, 2006.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval to Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality active permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating, or engaging in an activity which may cause or contribute to air pollution.

COMMENTS:


1. Regarding comment #7 from the first review. After discussion with staff and the zoning administrator the requested pedestrian refuge between the loading zones and the east side of the existing building will not be required. Therefore the DSMR will not be required to be applied for. Please remove from plan references to a DSMR.

2. DS 2-05.2.4.K Zoning acknowledges your response regarding the sidewalks being flush with the pavement thus not requiring handicap ramps.

Clearly indicate on the plans and details the location of the required truncated domes.

When the sidewalk is flush with pavement adjacent to vehicular use areas (parking spaces) a strip of 24" in depth truncated domes will be required the entire length of the sidewalk.

Truncated Dome (early warning systems) must be added to all access ramps (or sidewalks) where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area. All truncated domes are to be a minimum 24" in depth.

The reviewer missed the following item on the first review. The cross walk located near the southwest corner of the property is crossing behind a parking space. Relocation of the crosswalk to connect with the handicap access aisle will provide a much safer pedestrian path.

3. DS 2-05.2.4.Q The number of bicycle parking spaces indicated on the plan and in the calculations does not meet the requirements of LUC Sec. 3.3.3.5 and Secc. 3. The number of required bicycle parking spaces is based upon the number of provided vehicular parking spaces not the required number for each use. Therefore the number of bicycle parking spaces is 8% of 59 provided parking spaces for a total of 5. Class 1 being 90% of the required 5 spaces is 4.5 rounded up to 5 being required. Class 2 being 10% of the required 5 spaces is .5 rounded up to 1 being required. Provide revisions to the plan and calculations.

Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage.

When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standard 2-09.0.

4. DS 2-05.2.4.W If applicable, indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.

Provide a detail of the required handicap parking signage. A copy of the verbiage for the sign can be obtained here at DSD. The minimum distance from grade to the bottom of the sign is 7'-0".

5. Depending on responses to comments and changes to this plan further comments may be forth coming.

The Site Plan (SP) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. As per your response letter, "we believe we are under no obligations to provide it (Site plan specs.), and have so stated", there will be required submittal for the site plan when the development plan is approved. Hence, it is advised to address the site plan comments at the development stage in order to avoid a submittal of the site plan when it is reviewed. Please take this comment for you consideration.
3. The Development Plan Standards includes all items from the "Standards Manual for Drainage Design and Floodplain Management, therefore the comment concerning sidewalk scuppers and calculations still applies.
4. Per the Parks and Recreations request for a lineal park along the Pantano Wash; The Pantano Wash drainageway as determined by the City Engineer "shall include the channel, the channel improvements, and a fifty-foot-wide area measured outward from the front face of the top of the bank protection, for the city or for county flood control district uses" per TCC Sec. 26-8.f.1. Typical uses include river park improvements requested by the City and County Natural Resource and Parks departments.
5. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. This comment is meant to avoid any confusion the contractor may have when they apply for the grading permit and learn that a grading plan was never submitted. This is the reason we don't want the "contractor" to deal with the cut and fill a permit time. The grading plan should submitted and designed be a qualified person or company prior to the contractor seeking a grading permit. A separate grading permit will be required.
6. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
7. Complete the Development plan number (D05-0048) on all sheets per D.S. 2-02.2.1.29. The elevation was listed, but list which datum was used.
8. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. Provide a letter from John Clark at Environmental Services @791-5543 x1136, pertaining to the circulation of the service vehicle due to the proposed gates and the number of dumpsters provided. Show a detail of the refuse enclosure per the Cond-approval from John Clark.
9. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable. This is where the material indications are called out i.e.: 2"AC over 4"ABC.
10. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4 and 2-08.5.1.E. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. Per previous comment
11. Add note: "Depress all landscaped areas 6" maximum for water harvesting". Per previous comment.
12. Due to the proximity of the Pantano Wash, an Erosion and Sediment control plan will be required. This requirement has been made by the discretion of the City of Tucson engineer. Per previous comment.
