The following items must be revised or added to the plan. Many of the following comments may not apply with a submittal of a revised Master Drainage Report, which will address the drainage issues, involved with Pad 1.

1. Include a response letter with the next submittal that states how all comments have been addressed.

2. A legend, which shows and describes all symbols used on the drawing, is to be placed on the plan, preferably on the first sheet. DS 2-05.2.1.J Currently no information provided in legend.

3. List the following note on all development plans: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Development Standard 3-01.0." DS 2-05.2.2.D.2

4. Verify that all easements are being drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement is to occur prior to issuance of permits. DS 2-05.2.3.B

5. Indicate the ground elevation on the site based on City of Tucson Datum (indicate City of Tucson field book number and page). DS 2-05.2.3.E

6. If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. 7. If the project is phased, the phase under consideration shall be designed so that later phases are assured legal access. If such access is provided through the phase under consideration, public streets are required, or access easements must be delineated and dedicated for such use. If private easements are utilized, protective covenants establishing the right of access and incorporation of future phases into this project are required. DS 2-05.2.4.D.4

9. If applicable, all proposed easements (utility, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. DS 2-05.2.4.G

10. 14. Indicate all proposed ground elevations at different points on each lot to provide reference to future grading and site drainage. DS 2-05.2.4.H.4

15. Verification will be provided that any drainage solutions, which occur outside the boundaries of the development plan area, are constructed with adjacent owners' permission. (Additional notarized documentation of that approval will be submitted with the drainage report.) DS 2-05.2.4.H.5

16. Draw locations and indicate types of off-site runoff acceptance points and/or on-site runoff discharge points. DS 2-05.2.4.H.7

17. All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. On zoning setbacks, if the building is proposed for location at a greater distance from the property line than the required setback, show only the dimension of the distance between the building and the property line. If the setback's point of measurement is not the property line, include the distance from the property line to the point of measurement. DS 2-05.2.4.I

18. Show sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. DS 2-05.2.4.R

19. The specific maintenance notes specified in the Standard Manual for Drainage Design and Floodplain Management, SMDDFM.14.3 must be included on the Development Plan.

A. The responsibility of operating and maintaining a local detention basin rests with the owner of the facility. However, the City of Tucson reserves the right to periodically inspect of review any private-maintenance actions that would help to ensure that private maintenance, related to facility operation and safety, is being adequately provided.

B. The Covenants, Conditions and Restriction (CC&Rs), Final Plats or Development Plans shall have a note stating (a) that the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at least once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and detention/retention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with maintaining the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities.

C. The certified annual inspection report shall contain the following summaries: (a) either a statement that no maintenance work is needed at that time, or a list of repairs and work to be done to correct deficiencies or potential problems and/or to restore the aesthetics, followed by a letter of certification from an Arizona Registered Professional Civil Engineer stating that the recommended work has been satisfactorily completed; and (b) a statement either indicating that watershed conditions have not changed since the previous inspection report, or stating that specific changes have occurred which alter or eliminate some of design features and affect the level of service of the drainage and detention/retention systems. The City Engineer is to be notified if watershed conditions have changed to the extent that drainage and detention/retention systems no longer satisfy the requirements of the Floodplain Regulations found in the Tucson Zoning Code.

20. Small, local detention basins constructed in compliance with Section 23-469 of the Tucson Zoning Code will not be accepted by the City of Tucson for maintenance or liability. All local detention/retention basins shall be constructed according to current design standards, and they must include appropriate access and maintenance easements, including an unobstructed access route into the basin. SMDDFM 1.5.2

21. As part of the drainage report submitted in conjunction with the Development Plan, a detailed inspection list and basin-performance criteria shall be included for subsequent reference by the Engineer responsible for annual and as-needed maintenance inspections of the basins and drainageways. SMDDFM 1.5.2

22. A Grading Plan and Permit will be required.

23. Proposed developments exceeding 1 acre of disturbance are subject to NPDES requirements. Contact Patricia Gilbert @ 791-5550 for submittal requirements. The NPDES submittal must accompany the Grading Plan submittal.

24. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207.

25. Callout, with dimensions, sidewalks along the west truck route.

26. Additional callouts of radii's of all curb returns and curves along curb line are needed. For example the curb line along the loading dock.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

ALL SHEETS. Add the project number, D05-0047, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates.

SHEET SP 1.3. Show the proposed private sewer all the way to its point of connection with the existing public sewer. At the point of connection, show the size and Pima County plan number of the existing public sewer. If connection to an existing public sewer manhole, also show the manhole six-digit number, rim elevation and invert elevation.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $50.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is December 22, 2006.

The location of the proposed Office Max building encroaches onto the R-2 zone parcel. No development other than parking spaces, landscaping, or PAALs may occur within the residentially zoned area. This plan has been reviewed by the Zoning review section as a courtesy and in no way implies that the proposed location is acceptable. Additional comments may be forthcoming based on the redesign of the building location.

2. If the project is located within the boundaries of a Planned Area Development (PAD) zone, such as Williams Addition, Gateway Center, Tucson Community Center, Rio Nuevo, La Entrada, or Civano, include a reduced-scale map of the PAD District on the first sheet, indicating the location of the portion being developed.

A separate sheet depicting the entire shopping center with the proposed development site highlighted or clouded should be included in the development plan package. The sheet that should to be included is labeled as SP1.0 dated 2-11-02 with the CDRC stamped of approval.

3. Include in the title block the Pad number and name of the proposed development. Also include a brief legal description based on the section, township, and range unless this is a resubdivision of a previously platted parcel.

The crosswalk can be revised to provide a concrete sidewalk with an access ramp and the access to loading dock can still be accessible. The sidewalk should extend as far north to a point where the access ramps would meet and a painted crosswalk can be provided to continue the circulation. Please revise as required.

Also all access ramps shall be constructed with truncated domes. Please add a keynote for the truncated domes.
