GENERAL COMMENTS
1. The Drainage Report was reviewed for Development Plan purposes only.
2. A Grading Plan and Permit will be required. Development Standard 11-01.4.1.C. 3. A Stormwater Pollution Prevention Plan must be submitted with the grading plan and permit application. Submit a completed Construction SWPPP Checklist with the SWPPP. The checklist is available from the ADEQ stormwater web site.

DEVELOPMENT PLAN

3. All lettering and dimensions shall be the equivalent of twelve (0.12") point or greater in size. The purpose of this requirement is to assure that all lettering is legible when reviewed and will maintain that legibility when reproduced and photographically reduced (microfilmed) for record-keeping purposes. Revise the Development Plan so all lettering and dimensions are (12") point of larger. DS 2-05.2.1.C
4. Show and label the ROW width, recordation data, width of paving, curbs, curb cuts and sidewalks. Be sure to label the ROW as either existing or future or both. Show the location of the future sidewalks. Label the street as private or public. Provide the recordation data for Valencia. DS 2-05.2.3.G.
5. Provide in the drainage report or in a separate report the evaluation of the drywell as indicated in the drainage report. If dry well is to remain, the dry well must meet all the city requirements found in SMDDFM 14.5
6. Specify that truncated domes will be provided at all access ramps and any locations where pedestrian areas meet vehicle use areas and there is no vertical separation.
7. Show maneuverability to and from the solid waste container locations and for each of the loading zones. Solid waste vehicles required 36' inside radius and 50' outside radius. DS 6-01.
8. Show and label both existing and future SVTs. If the existing and future SVTs are coincident, label it as both existing and future. DS 2-05.2.4.R.
9. The soils report must address the percolation rates for the basin, required setbacks from the basin and the evaluation of the drywell.
10. The specific maintenance note specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2.a-d, must be included on the development plan or the CC and R's.
11. 18. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." Show location of all sidewalk scuppers. DS 2-08.4.1.E
12. Show the floor elevations on the plan as specified in the drainage report.
13. Show existing berm located to the north of the property, dimension the berm and dimension the distance from the property line to the building location adjacent to the property. SMDDFM 2.3.1.6.A.
14. Show ponding limits and setbacks from the soil's report on the plan. SMDDFM14.2.6.

DRAINAGE REPORT COMMENTS

15. Clarify the purpose of this drainage report. The cover indicates that the report is for Popeye at Valencia but the report describes the construction of a Starbucks. If this report is the Drainage Report for the Starbucks development, provide a letter from Tracy Bogardus indicating that the proposed development is consistent with the drainage report analysis.
16. Provide an evaluation of the drywell as indicated by the drainage report. The evaluation of the drywell may be included in the soils report.

01/18/2006 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the landscape plan to include slope ratios for retention and detention basins. Basin slopes are required to have slopes no steeper than 4:1 where depths exceed three feet, 3:1 for unprotected slopes and 2: 1 for protected slopes for depths less than three feet. DS 10-01.4

2) Vegetation or structures higher than thirty (30) inches must be located outside of the sight visibility triangles (s.v.t.). Show future s.v.t.'s on the development and landscape plans.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

ALL SHEETS. Add the project number, D05-0044, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the proposed sewer design, this project qualifies for Standard connection fee rates.

A Sewer Service Agreement for the proposed number of wastewater fixture unit equivalents has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve of the development plan.

SHEET 2. Add the following General Note

MAINTENANCE AND OPERATION OF THE PRIVATE SANITARY SEWER TO ITS POINT OF CONNECTION TO THE PUBLIC SEWER IS THE RESPONSIBILITY OF THE PROPERTY OWNER.

SHEET 1. Show the building connection sewer (BCS) along with its size, length and slope. Be aware that a six inch BCS may not connect via direct tap to an eight inch sewer line.

SHEET 1. Show the six-digit manhole numbers for the two existing public manholes on Valencia Road.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $100.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

COMMENTS:

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is December 19, 2006.

2. This project was reviewed in accordance with requirements of the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI), and International Building Code 2003 (IBC). The layout of the development plan was reviewed under DS 2-05.

3. Staff noted this parcel, 140-29-044A, is the result of a lot split. The original parcel, 140-29-0440, was split into 044A and B in 1999. Please provide documentation that the lot split was reviewed and approved, as required, by the City of Tucson. Depending upon the response, please note that further review comments on this issue may be forthcoming.

4. Per DS 2-05.2.1.C, please increase all type to a 12 point size. This will ensure microfilming will be able to read all notations.

5. Per DS 2-05.2.1.G.1, Development Services Department has assigned the case number "D05-044" to this project. Please list this case number in the lower right hand corner near the title block.

6. Per DS 2-05.2.1.G.2, please revise the legal description offered in the title block to read that this site is a portion of lot 35, and remove reference to lot 34.

7. Per DS 2-05.2.1.K, please list the following annexation information adjacent to the title block: "This parcel is subject to conditions of the Country Club/Valencia Annexation District, case C15-88-01, Ordinance 7090."

8. Per DS 2-05.2.2.B.1 and B.7, please list the following note in the lower right hand corner near the title block, next to the annexation case: "Maximum height allowed per annexation restrictions is 39 feet."

9. Per DS 2-05.2.3.B, please provide the recordation information for the needed ingress/egress easement at the east side of the site, abutting the Carl's Jr. restaurant site.

No structures are permitted in the access easement on the west side of the site- including dumpsters and their respective enclosures. Please clarify if the easement is intended to extend up to the dumpster locations.

10. Per DS 2-05.2.3.G, to ensure parking spaces are not compromised, please clarify if a wall is planned abutting the north parking lot. Wheel stops should be installed in this parking area if a wall is planned.

11. Per DS 2-05.2.4.D.3 and 3-05.2.1.C.2, with regards to the drive-through PAAL;
a) please demonstrate the drive-through lane can contain 6 cars, each at 18' in length
b) please provide the overhead clearance height for the drive-through lane
c) please clarify the ordering location and pick up locations
d) NOTE: stacking spaces are intended for vehicles waiting for food pick up. As the plan shows a 7 foot wide pedestrian walk between the west side of the building and the exiting portion of the drive-through lane, it appears both the order and pick up windows will be on the east side of the Popeye's building. If that is the case, the stacking area from the pick up window back to the order area is not able to provide room for the required 6 spaces. The vehicles waiting to order and pick up CANNOT block the PAAL that serves the parking area. Please ensure the revised plan shows a drive-through in compliance with the above issues.

12. Per DS 2-05.2.4.D.3, With regards to the PAAL north of the buildings, it appears the directional arrows implying two-way traffic may be located in the wrong area of the drawing. The drawing clearly shows a current curb at the east side of the subject site. In addition, to allow cross-access at this area would remove parking at the Carl's Jr. Restaurant site to the east. Please move the directional arrows to their correct location.

In addition, please call out the removal of any existing curbs, etc. in the cross-access area shown at the east side of the site, directly off of Valencia Road.

13. Per DS 2-05.2.4.K, continuous pedestrian access to all buildings on site, from Valencia Road, is required. Please refer to DS 2-08 for further details on pedestrian access. For record purposes, please dimension the width of the pedestrian area shown directly south of the proposed retail/restaurant establishment.

14. Per ANSI, handicapped ramps with truncated domes (early warning systems) must be provided at ALL points where transitioning from the pedestrian access area to/across a vehicular use area. Please revise the plan to include handicapped ramps with truncated domes (within the sidewalk systems requested). Should you need further information on these design elements, please review both Sections 405 and 705 of the ANSI handbook, where design drawings are provided.

15. Per DS 2-05.2.4.O, with regards to the loading spaces planned on the site:
a) please dimension the loading zone provided at the north side of the site (Per 3.4.5.3, the minimum size is 12 x 35 feet).
b) Per LUC. 3.4.4.6, loading spaces must have striping to distinguish the loading area. Please add striping to the loading spaces.
c) Please demonstrate maneuverability for the loading space at the north side of the site to ensure the parking lot island and adjacent parked vehicles will not compromise the function of the loading area.
d) Please add a note to the plan indicating the number of loading zones required (2) and provided (2).

16. Per DS 2-05.2.4.Q and LUC 3.3.4, staff acknowledges the bicycle parking calculations and class 2 detail drawing provided are sufficient. Please clarify on the detail drawing the distance between the bicycle parking spaces and surrounding pedestrian access. Please use a symbol on the plan to show the location of the bicycle parking.

17. Per DS 2-05.2.4.W, please clarify if any signage is proposed, as well as free-standing lighting. Staff acknowledges the detail drawing provided for the free-standing lighting. Please call out on the plan where the lighting will be placed.

18. Notes 22, 27 and 28 on the plan do not appear applicable to this project. Please review and revise/remove as needed.

19. Please clarify the notation/need for the 30' "industrial buffer" provided. Please provide the recorded document related to this buffer. PLEASE NOTE; depending upon the information provided, this buffer, if a restricted use area, may affect the proposed parking configuration. Please understand, further review comments may be forthcoming.
