1. The five foot wide pedestrian refuge area (keynote 19) located adjacent to the phase 2 building must include a 4-foot sidewalk for pedestrian access which is setback 1 foot from the PAAL. The required sidewalk must be physically separated from the PAAL by means of curbing, grade separation, barriers, railings or other means.

05/15/2006 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the development plan and the landscape plan to correctly identify the MS&R right-of-way line for Fort Lowell Road and to only include permitted uses within the overlay zone per LUC 2.8.3.2, LUC 2.8.3.5. The MS&R is identified as 100' on the map dated 8/30/05. The landscape border is measured from the MS&R right-of-way line.

2) Revise the landscape plan to include slope ratios for all retention/detention basins. Basin slopes are required to have slopes no steeper than 4:1 where depths exceed three feet, 3:1 for unprotected slopes and 2: 1 for protected slopes for depths less than three feet. DS 10-01.4
Retaining walls are acceptable for up to 35% of the basin perimeter.

3) The retention basin(s) is to include a minimum of 20 trees per acre and should include two shrubs for every tree. The minimum groundcover requirement for the basin is 35%. Revise as necessary. DS 10.01.IV

4) Screening per LUC Table 3.7.2-I is required along Fort Lowell Road. The screening is to be located behind or at the development side of the street landscape border.

5) The street landscape border along Palo Verde Ave. is required to be a minimum of ten feet wide and may not include the parking lot. LUC 3.7.2.4.
Revise the plans as necessary.

6) Revise the landscape plan to include a legend for any keynotes used. DS 2-07.2.2

7) The landscape plan shows 2 property lines along Fort Lowell and Palo Verde. Revise as necessary. DS 2-07.2.1.A

8) Include calculations for vehicular use area trees on the landscape plans. DS 2-07.2.2.A.2.c

9) Revise the landscape and development plans to include consistent information regarding screen walls (see landscape plan call-out along Palo Verde). The development plan and the landscape calculations indicate a 5' high wall.

Resubmittal Required: Development Plan

The following items must be revised or added to the plan.

1. Include a response letter with the next submittal that states how all comments have been addressed.

2. Provide a cross section/typical section across the proposed concrete lined detention/retention basin.

3. If the depth of water at the 100-year event in the proposed basin exceeds 2 feet and the side slopes exceed a 4:1 slope then a security barrier must be provided at the top of all basin sides. The drainage report states that the depth of water will be 2 feet, but it is not clear if this is at the 100-year event.

4. The hydrology exhibit illustrates curb openings in the proposed parking lot. Please show these curb openings in the Development Plan.

5. All new sidewalk within city right of way local roads shall be 5 feet wide per City of Tucson Development Standards 3-01-3.3 Pedestrian Circulation Paths. Please revise keynote 2 to callout for a 5-foot sidewalk and not a 4-foot sidewalk.

6. Is an access ramp required at the beginning of the proposed sidewalk at the intersection of Palo Verde Ave. and Presidio Rd.?

7. Earthwork quantities appear to exceed 50CY therefore a grading plan is required.

8. Due to the area of disturbance it appears that a Storm Water Pollution Prevention Plan (SWPPP) is required.

9. Include Maintenance checklist in the drainage report. SMDDFM 14.03
