Decomposed granite will not be allowed in the buffer. Clarify as necessary. LUC 3.7.5.2.A 10) The development plan indicates a monument sign in the 30' scenic route buffer area. This is not permitted improvement per LUC 3.7.5.2.C. Revise as necessary. 11) Include the Scenic Corridor Zone in note 18 of the development plan. DS 2-05.2.2.B.10 12) The native plant preservation plan should include the plant preservation methodology employed. LUC 3.8.6.1 13) The native plant preservation plan should be titled as such. LUC 3.8.4.1 14) Add the CDRC case number and any related case numbers to the landscape and native plant preservation plans. DS 2-07.2.1.B 15) Revise the legend on sheet L-1. LUC 3.8.6.7.D 17) General note 3 on sheet L-1 indicates that the landscape plan is for the southern property only, but the plan shows plantings on the property to the north. Clarify if these plans include new plantings for the property to the north. 18) The number of Acacia constricta proposed in the legend does not meet the mitigation requirements of the native plant preservation plan. Revise as necessary. LUC 3.8.6.2.C 19) The calculations of preservation credit for Acacia constricta must be clarified. Preservation of 14 shrubs could not result in credit value of 42. DS 2-15.3.5.B 20) The landscape plans shall include a summary of plants, including quantities of PIP, TOS and mitigation plants their site location on the landscape plans. DS 2-15.3.4.B 21) The plans indicate preservation of #151 in the driveway area. Revise the landscape and native plant preservation plans as necessary. 22) Include an analysis of the native plant inventory per DS 2-15.3.3.A. The analysis should clarify how this phase of the preservation plan relates to the previous development. The plans should document how the preservation and mitigation requirements are met for both phases. 23) The landscape plan must include the following grading Information per DS 2-07.2.2.B: A. Grade changes across the site indicated by one (1) foot interval contour lines or by spot elevations. B. Percent slope across the site and the direction of the slope of paved areas. C. TEP is unable to approve the plans at this time. There are existing electrical facilities within the boundaries of this project. In order for TEP to approve the plans, the facilities and easement recording information must be depicted on the plans. Enclosed is a copy of a TEP facility map and the development plan showing the approximate location of the existing facilities. It appears that the electrical line may actually be located through the center of the project. All cost associated with the relocation of the facilities in conflict will be billable to the developer. CODE SECTION/ DEVELOPMENT STANDARD 1. A maximum of one year is permitted, from the date of application, to obtain approval of a development plan. If at the end of one year the development plan has not been approved, it must be revised to be in compliance with all regulations and codes in effect at that time, and it must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is September 18, 2006. Please place the Development Plan number (D05-0037) on all sheets including, landscaping and NPPO. LUC Sec 5.3.8.2, DS 2-05.2.2.B.2 2. Provide a copy of the last stamped approved development plan. You have provided copies of the last approved landscape plan and NPPO, but no development plan. Provide a separate response letter specifically addressing how each of the annexation conditions have been met or shall be met. Also provide any conditions for the last approved Development Plan. (See comments # 16 and # 17.) If applicable, list any Board of Adjustment variances, Design Development Option modifications or Project Design Option modifications. DS 2-05.2.2.B.9, C9-84-84, Ordinance 6143 3. The plan shows a property line through the center of the property. A split of the existing 131,551 square feet, or approximately 3.02 acres requires a separate submittal for the lot split. Please provide the dimensions and square footage of each lot. In the General Notes identify the lot size in square footage and acres. It is necessary that all the boundary information reflect both the existing conditions for the site and the proposed conditions. DS 2-05.2.4.A & DS 2-05.2.2.B.11 4. A Scenic Corridor Zone overlay submittal and review is required for this development plan. Please contact Patricia Gehlen for information concerning the overlay process at 520-791-5608 extension 1179. Please be aware that there are several requirements specific to the SCZ review; these include colors and materials for all structures (including roofing) and signs. In addition to the separate SCZ review submittal you must demonstrate compliance with the Scenic Corridor Zone (SCZ) on the development plan. DS 2-05.2.2.B.10, LUC Sec 2.8.2 & Sec 23A-50 5. Please enlarge all lettering and dimensioning to a minimum of 12 point type. DS 2-05.2.1.C 6. Please add the phone number to the owner's name and address. Also place a brief legal description in the title block. In addition, the legal description in the upper left of the sheet appears to be incomplete. Depict all right-of-way dedications on or abutting the site on the plan. Dedications of right-of-way may be required or may have been completed. Please provide this information on the plan. DS 2-05.2.4.E 9. Clearly depict the current and future right-of-way locations and the current and future curb locations for the entire site. DS 2-05.2.4.F, & LUC Sec 2.8.3 10. Delineate and dimension the future curb location on the plan. Also delineate, dimension and identify the required thirty-foot SCZ buffer area on the plan. The setback for the building along Houghton Road must be measured from the portion of the building that is closest to Houghton Road. It appears that proposed location may not meet the required three-to-one setback for the SCZ. DS 2-05.2.4.I, LUC Sec 3.2.6.5.B.1 & LUC Sec 2.8.2.4.A LUC Sec 2.8.2.5.B 11. Please provide two (2) loading spaces on the plan. One (1) loading space is required for each building. Also demonstrate maneuverability for the loading space on the site plan. DS 2-05.2.4.O, LUCSec 3.4.4.1.B.2 & LUC Sec 3.4.5.4 12. The number of required parking spaces is sixty-nine (69) for the identified use and square footage of the buildings. Only fifty-four (54) parking spaces are provided on the plan. The number provided is incorrectly identified in two locations in General Notes # 10. Also provide the angle of the parking spaces and dimension the parking area access lane (PAAL). DS 2-05.2.4.P, LUC 3.3.7.2 & DS 3-05.0 14. It appears that this project has also impacted the Pima Savings development to the north by reducing the existing parking. It may be necessary to submit these changes to the Pima Savings Development Plan. 18. Please provide copies of any recorded cross access agreements and if applicable across parking agreements. There may be enough parking with both sites together. As it is, there is not enough parking provided for the use of this development plan. LUC Sec 3.3.4 19. Please move the van accessible parking places along the west side of the east building two spaces to the north, so that the crosswalk leading from the accessible loading space does not cross behind other parking spaces. Also add striping to the accessible loading space to the north of the west building. The Detectable Warnings (Truncated Domes) must be located at the edge of the nearest curb line, between six (6) to eight (8) inches and be twenty-four inches (24") deep. Please revise the handicapped ramp Detail # 8. DS 2-08.4.1.F, ICC/ANSI A117.1-2003; 501 & 406.13.1 & 13.2 20. Development Plan - 1st Submittal D05-0037 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastwater Treatment Facility via the Southeast Interceptor. Obtain a letter from the PCWMD Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available, and provide a copy of that letter to this office. PCWWM Planning Services may be contacted regarding this matter at 520-740-6500. The development plan for this project cannot be approved until a copy of this letter has been received by this office. Based on the previous development D01-0044, this project would qualify for the Participating sewer connection fee rate. A Joint Use and Maintenance Agreement between this project and the one to the north (Pyramid Credit Union) will need to be recorded for the shared private sewer line, before this office will be able to approve this development plan. Prior to signature or recordation, this agreement must be reviewed and approved by Ms. Ilene Deckard of the PCWMD Development Services Section. Also, the property to the north, will need to grant a private sewer easement over the shared sewer line. Please contact Ms. Deckard about this matter as soon as possible. She can be reached at 740-6544. Add the development plan case number, D05-0037, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.
