1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is September 13, 2005.

2. Revise the second sentence under general note two (2) to the following: The proposed use for the rezoned parcel is Administrative and Professional Office "30".
(D.S. 2-05.2.2.B.3)

3. If applicable, all existing and proposed easements and those proposed for abandonment, must be recorded and the docket and page noted on the plan prior to final approval of the development plan. (D.S. 2-05.2.3.B) (D.S. 2-05.2.4.G)

4. a) Dimension the width of the on-site pedestrian sidewalk.
b) D.S. 2-08.4.1.A requires that at least one (1) sidewalk will be provided to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project.
c) The on-site pedestrian circulation system shall be connected to the dumpster area. (D.S. 2-08.3.1)
d) Vehicle parking spaces that abut a sidewalk of less than six and one-half (6 ½) feet width shall be provided with wheelstop curbing. Per D.S. 3-05.2.3.C.2, wheelstop curbing shall be located two and one-half (2 ½) feet from the front of the parking space.

5. Revise the vehicle parking calcualtions as follows: The two-story building shall be parked at a ratio of one (1) space per 200 square feet of gross floor area for the first floor and one (1) space per 250 sqaure feet of gross floor area for the second floor. (LUC Sec. 3.3.4 Administrative and professional office)

6. Under the single story vehicle parking calculation on sheet 2 of 2, the ratio used is for Medical Service Outpatient. If the intent is to allow this land use class please add the land use classification, development designator, and "subject to" section found in the LUC under general note two (2). (D.S. 2-05.2.4.P)

7. a) Accessible ramps are required for handicap parking spaces and accessible pedestrian sidewalk. Provide a detail of the ramp/s to be used. In addition, remove the curb shown on the handicap parking detail blocking accessibility from the access aisle. (ICC/ANSI A117.1-2003 Section 405 ramps)
b) Where the accessible pedestrian path transitions to a vehicular use area, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207. (ICC/ANSI A.117.1-2003 Section 705.5)

8. Provide a detail of the handicap parking sign.

9. Per D.S. 3-05.2.2.B.2, carport overhang shall be setback a minimum of one (1) foot from the edge of PAAL. Provide dimensions on drawing or provide a separate detail.

10. Provide a fully dimensioned detail of the bicycle parking facilities. Indicate on the drawing the location and the number of bicycles it supports. If necessary provide directional signage. Refer to D.S. 2-09 for design criteria. (D.S. 2-05.2.4.Q)

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



This project will be tributary to both the Roger Road Wastewater Treatment Facility and the Ina Road Water Pollution Control Facility via the Pantaño Interceptor. Obtain a letter from the PCWMD Planning Services, written within the past 90 days, stating that treatment and conveyance system capacities for the project is available, and provide a copy of that letter to this office. PCWWM Planning Services may be contacted regarding this matter at 520-740-6500.

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

Based on the sewer layout shown and a review of historical sewer base maps, this project would qualify for the Non-Participating sewer connection fee rate. However, a final determination of this status cannot be made until approval of the sewer construction plans and/or preparation of a sewer service agreement.

All Sheets: Add the development plan case number, D05-0036, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1: Revise the first sentence of General Note #10:

On the SITE PLAN you have proposed two separate points of connection to the 30” (large diameter sewer line) Pantaño Interceptor. PCWMD will allow only one connection for this project to the public sewerage conveyance system unless special approval from PCWMD Systems Management – Engineering Section, is obtained. Contact Frank Luiz @ 520-617-8200 for any assistance with how to secure approval for this design or the variance approval process.

The SITE PLAN shows the use of drop style manholes into the 30” Pantaño Interceptor. Due to the potential for turbulents and the subsequent creation of sewer gases, PCWMD currently does not allow the use of drop manhole connections to the public sewerage conveyance system unless there is no other viable alternative.. Again, contact Frank Luiz of the PCWMD Systems Management – Engineering Section, @ 520-617-8200, if you wish to pursue this type of design. Refer to PC/COT standard design WWM A-3.14.a. for drop manhole requirements.

There is an existing 8” stub-out and plug at manhole #8034-01 that appears to have been constructed in consideration of service to this parcel. PCWMD will recommend that you provide a new private 8” sewer and manhole to accommodate two private 6” building BCS connections. Refer to PC/COT standard design WWM A-3.5.a. and WWM A-3.8.a., for odor control and corrosion control, when connecting to a large diameter (greater than 18” pipe) sewer.

Sheet 2: Provide the sewer plan numbers of the existing public sewer mains shown on or within 100’ of the project site.

Sheet 2: Revise the SITE PLAN to provide the existing IMS manhole numbers of the existing public sewer manholes shown on or within 100’ of the project site. These are the numbers found on the PCWMD base maps or the PCDOT Mapguide website.

Sheet 2: Provide the pipe length and pipe slope for the proposed private 6” sewers that flow from the new single-story office building and the new two-story office buildings.

Sheet 2: From the SITE PLAN and from the LEGEND, I am unable to identify the symbols with inverts over the proposed 6” sewer. Are these cleanouts? Show the unidentified symbol in the LEGEND on sheet 1.

The SITE PLAN shows a relocated gas regulator station with a new screen wall structure being constructed over the existing public sewer within the existing public sewer easement. PCWMD Operations and Maintenance section will have to agree to this obstacle in the path of the public sewer easement. Contact Jeff Kreamer or Ivan Milenski of Richey Road Operations @ 520-326-4333 for approval of this design.

The SITE PLAN shows curbs being constructed over and around an existing public sewer manhole and parking stalls being created over the existing sewer line, in the existing public sewer easement. PCWMD Operation and Maintenance section prefers that the manholes be under the driving lanes at the entrance to the site and that the sewer line be in the PAAL, not under the parking stalls. Again, Contact Jeff Kreamer or Ivan Milenski of Richey Road Operations @ 520-326-4333 for approval.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
