The plans submitted do not match.

2) Revise the notes and the legend on the riparian habitat mitigation plan to list the correct mitigation requirements.
Replacement should be 2:1 for shrubs and trees 2"-4" in caliper or 3:1 for tree greater than 4" in caliper.

3) Mitigation is required for all plants, except those that are dead. The inventory does not list any as dead. Revise as necessary.

4) Mitigation is also required for all woody plants and cacti having basal trunk diameters greater than 2 inches, but less than 4 inches that are to be removed as a result of floodplain development. Revise as necessary.

5) Based on the data regarding plant disposition on sheet N-1
the the mitigation requirements require revision. The plans show that 11 Acacia constricta, 7 Acacia greggii, 1 Celtis pallida, 1 Zizyphus obtusifolia, are to be removed. 3:1 mitigation is required for each of these plants.
In addition 1 mitigation plant for each Carnegea gigantea and Ferocactus wislizenii transplanted is required.

6) Ensure that the landscape plan includes the proper number of mitigation plants (see comment 4).

7) All mitigation plantings are to be located adjacent to or within the wash. The cactus removed from the riparian habitat are to be replaced within the habitat zone.
