We offer the following comments: Drainage Report: 1. The Drainage Report addresses only the parking lot of the Community Center, which appears to be only half of the proposed improvements. Revise the entire report to address the whole development. 2. The inlet calculations and the grated inlet design use equations that utilize the coefficient Cs, but the equation parameter definitions include CD instead. Revise as necessary. 3. Reference the inlets design calculations equation numbers from the Standard Manual for Drainage Design and Floodplain Management. 4. The proposed drainage structures construction information and dimensions should be shown and labeled on the drainage exhibit including invert elevations. 5. The driveway and P.A.A.L. capacity calculations should be included. Show on Figure 2 the locations of the cross sections. 6. According to D.S. 2-05.2.4.H.3. and D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when the runoff crosses any sidewalk/walkway. This also applies to roof drainage. Show the roof drainage direction on the drainage exhibit and demonstrate compliance with this requirement including design calculations. 7. Address drainage structures maintenance responsibility and provide the maintenance checklist. 8. Address water harvesting. Development Plan: 1. Provide the correct D(yr)-______ subdivision case number as required by D.S. 2-05.2.2.B.2. 2. Show the Basis of Bearing and how the proposed subdivision ties into it (D.S. 2-05.2.3.A.). 3. On August 1, 2004, the new overlay zone procedures went into effect. All plans submitted after this date, which are in any overlay zone (i.e. SCZ, HDZ, ERZ, and W.A.S.H.), are required to go through the new procedure. Reference the applicable overlay zone in the general notes as required by D.S. 2-03.2.2.B.7. and submit an application for the overlay zone(s) that is/are applicable to this project. Contact Patricia Gehlen at 520-791-5550, Extension 1179 for additional information. Please be advised that as part of the overlay zone procedure, a public notification may be required. 4. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207. 5. Keynote #5 should include filter fabric underneath the riprap. 6. Show the proposed angle and width of the angled parking spaces to verify compliance with D.S. 2-05.2.4.P. and D.S. 3-05.0. 7. The proposed cul-de-sac radius should be determined under commercial criteria requirements. Accordingly, the required radius shall be 52 feet. 8. Provide the radii for the curved one way P.A.A.L. in the angled parking area. Additionally that the curved P.A.A.L. does not appear to accommodate Trash collection trucks and fire trucks. Revise as necessary. 9. According to D.S. 2-05.2.4.H.3. and D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when the runoff crosses any sidewalk/walkway. This also applies to roof drainage. Show the roof drainage direction on the drainage exhibit and demonstrate compliance with this requirement including design calculations. 10. Show the sight visibility triangle setback lines as required by D.S. 2-05.2.4.I. and D.S. 2-05.2.4.R. 11. Verify compliance with D.S. 2-05.2.4.S. regarding fire circulation. 12. Show refuse collection areas as required by D.S. 2-05.2.4.T. 13. The required slope treatment and setback lines from the existing and proposed slopes shall be based on the Soils Report recommendations. This information shall be clearly shown on the Development and Grading Plans and the Soils Report shall be submitted with the Grading Plan. 14. Revise the Development Plan according to the Drainage Report revisions. Landscape Plan: 1. Show water-harvesting basins. 2. Show and dimension sight visibility triangles to ensure that the proposed landscaping will not obstruct sight at street intersections. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Plan where the revisions were made. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is August 1, 2006. 2. Correct the existing zoning under genera note one (1). Existing zoning is PAD-12. (D.S. 2-05.2.2.B.1) 3. This project has been assigned development plan case number D05-0027. The development plan case number must be noted near the title block in the lower right corner of each sheet on all plans. (D.S. 2-05.2.2.B.2) 4. This project is affected by the Watercourse Amenities, Safety, and Habitat (WASH) overlay zone. An overlay zone application is required to be filed with the Development Services Department. If the project encroaches into the W.A.S.H. boundaries a full application review, which includes a public meeting and notification will be required. If the project does not encroach into the W.A.S.H. boundaries, the completed overlay zone application will suffice. For additional information regarding the WASH overlay zone please contact the Engineering reviewer for this project. Is the circular drive proposed for two-way travel? Will there be a drop off area? If so, delineate travel lanes and drop off lane/s including dimensions of lanes and direction of travel lane. (D.S. 2-05.2.4.D.3) 8. The back-up spur requires a minimum three (3) foot radii. Dimension as required. (D.S. 2-05.2.4.D.3) 9. Fully dimension angle parking spaces on the drawing or provide a typical detail. Include the angle degree. Refer to LUC Table 3.3.7-I and LUC 3.3.7.2 for dimensions required. (D.S. 2-05.2.4.P) 10. Indicate on the drawing the direction of the one-way travel lane. A "do not enter" sign shall be located at the egress point. 11. Per D.S. 3-05.2.3.C.2, when wheelstop curbing is used, it shall be located two and one-half (2 ½) feet from the front of the parking space (e.g. face of curb). The plan currently shows a two (2) foot overhang and a six (6) inch wide curb totaling 2 ½ feet. Revise keynote 13 and the overhang dimension on the drawing to be measured from the face of curb to demonstrate the required 2 ½ feet of overhang. 12.
