The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. This project will be tributary to the Roger Road Wastewater Treatment Facility and the Ina Road Water Pollution Control Facility via the Pantano Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

2. Based on the evaluation of the project area, this project would qualify for Non-Participating sewer connection fee rates.

3. ALL SHEETS. Add the project number, D05-0026, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

4. It appears that this project is connecting to an existing private sewer line. If that is the case, a Joint Use And Maintenance Agreement is required. Please contact Pima County Wastewater Management Department's Planning Division to obtain this agreement. Contact Ilene Deckard at (520) 740-6544.

5. SHEET DP3. Revise General Note 4.4 to read as shown below and fill in the blanks appropriately

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. This review was performed for Development Plan purposes only. Final review and acceptance will be done at the grading plan stage.
3. The Southern portion of the project traditionally sheets flows to the South. The proposed drainage scheme concentrates the flow to one point. An even distribution of flow would be preferred. Address as required.
4. Show or describe the existing drainage accommodations to the south where conc. pt. C will drain.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 08/16/05.

2. According to the County Assessors records this parcel has been recently split. Provide documentation indicating that the City of Tucson has approved the split. Documentation will include a approved and stamped plan by the City of Tucson, recording documentation and addressing documentation for both lots. The development plan will not be approved until proper documentation is provided.

3. Per DS 2-05.2.1.D The project-location map provided on the first sheet of the development plan, is preferred to be located in the upper right corner of the sheet.

4. Per DS 2-05.2.1.G,.1 & .2 The following title block information is to be provided, preferably in the lower right corner of the sheet.

5. Per DS 2-05.2.1.H The north arrow, contour interval, and scale should be placed together on each sheet, preferably in the upper right corner of the plat.

6. Per DS 2-05.2.1.K Applicable rezoning, annexation, or subdivision case numbers should be listed in the lower right corner, next to the title block.

7. Per DS 2-05.2.2.B.3 List as a general note the proposed use (Animal Services) , The development designator (30) and the subject to sections (LUC Sec. 3.5..4.1.A, .B, .C, &.D). Include in the notes the code requirements of the subject to sections.( A. Overnight confinement for clinic treatment is permitted for a maximum of five (5) animals, B. 9. Per DS 2-05.2.2.B.10 Add a note stating that the project is designed to meet the
overlay zone(s) criteria for Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone.

10. Per DS 2-05.2.4.D.3 If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Sec. 3.3.0 of the LUC and Development Standard 3-05.0.

The backup spur located at the southwest corner of the project is required to have a minimum 3' radius for the curb. The plan notes indicate all radii are to be 2' unless noted otherwise.

The backup spur located northeast of the proposed structure requires curbing as per Development Standards 3-05.2.2.D and Figure 2. See comment # 12 regarding sidewalk location.

11. Per DS 2-05.2.4.K & DS 2-08 The crosswalk located adjacent to the backup spur north of the proposed structure is required to be a sidewalk physically separated from vehicular use area. Striped asphalt is allowed for pedestrian circulation only when crossing a PAAL. The pedestrian circulation path would be better served relocated to the east between the islands because of "overhanging "the sidewalk with a vehicle when using the backup spur thus limiting the required 4' sidewalk width.

Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area.

12. Per DS 2-05.2.4.O Clearly indicate the maneuverability for vehicles in and out of the loading zone.

13. Per DS 2-05.2.4.V Indicate the location and type of postal service to assure there are no conflicts with other requirements, such as pedestrian circulation, utilities, and landscaping.

14. Per DS 2-05.2.4.W Indicate the location, size , and type of all proposed freestanding signage including any existing or proposed billboards

15. Depending on changes to the plan and responses to the comments, additional comments may be forth coming.
