07/21/2005 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the landscape plan to ensure that screening is located in accordance with LUC 3.7.3.2.C, "Hedges and other vegetative screens shall not extend more than three (3) feet into the street landscape border".

2) Ensure that the screening proposed will provide an opaque barrier along the entire street frontage. Plantings are required to provide a continuous screen. Plants shown in the bottom of the retention basin may not achieve the required screening height within 2 years as required. LUC 6.2.19

3) The proposed retention basin is required to comply with the slope depth requirements of DS 10-01.IV. This project will be tributary to the Ina Road Water Pollution Control Facility via the North Rillito Interceptor Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Based on the evaluation of the project site, this project would qualify for Non-Participating sewer connection fee rates.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. Please label lot dimensions and bearings per D.S. 2-02.2.1.5
4. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. All SVT's are not shown correctly. Revise as required.
5. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
6. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the TP/DP.

10. Show refuse container detail, location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. A minimum 30 degree angle perpendicular to the P.A.A.L. is required.
11. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Please address.
12. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
13. Please show a typical cross section of the P.A.A.L., call out the percentage of slopes and show paving material. Call out the GB at the D/W, if applicable.
14. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
15. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
16. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. This review was performed for Development Plan purposes only. Final review and acceptance will be done at the grading plan stage.
3. Include an existing condition map with existing drainage patterns shown.
4. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed.

COMMENTS:

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is July 4, 2006.

2. Include in the title block the legal description as noted in the Pima County Assessor's parcel information sheet. DS 2-05.2.1.G.2

3. This project has been assigned the Development Plan case number D05-0022. Please list the case number in the lower right corner of all plan sheets including the landscape and NPPO sheets. DS 2-05.2.2.B.2

4. Please include in general note number 3 that the retail use is for "General Merchandise Sales". DS 2-05.2.B.3

5. Please add to general note 5 the applicable MSR LUC section number, "LUC 2.8.3."

6. Please dimension the curb to property line along all street frontages. The future curb locations must be drawn and labeled to the present and future right-of-way based on Major Streets and Routes cross sections. These dimensions are necessary to verify applicable building setbacks. DS 2-05.2.3.C

7. All parking spaces must be a minimum of 18 feet long. A wheel stop barrier must be placed two and one-half feet from the front of the parking space. An extruded curb or sidewalk will serve the same purpose with the following exceptions. Parking spaces may overhang onto a landscape border where required vegetation is not placed within the front two and one-half foot area of the parking spaces. Draw a dashed line in front of the parking spaces, which are adjacent to landscape borders label and dimension the two and one-half foot space. When parking spaces abut a sidewalk the sidewalk must be constructed at a width of no less than six and one-half feet. Dimension all sidewalk widths and insure that the sidewalk is a minimum of six and one-half feet wide in areas where parking spaces abut the sidewalk. DS 2-05.2.4.D.3

Add the same information to the parking detail drawing.

8. It appears that a portion of the public sidewalk will be placed on private property. The area in question is next to the existing light pole along Tanque Verde Road. The portion of the sidewalk that has been jogged to clear the pole and as a result of the jog the sidewalk will be constructed on private property. If the sidewalk is to remain in the proposed location, the property owner must grant a pedestrian easement. Please contact Jim Rossi with the COT Real Estate Department (791-4181) for specifics related to these types of easements. DS 2-05.2.4.G

9. In addition to the 21 foot street perimeter building setback dimension as drawn and labeled on the plan add the actual building setbacks from all street frontages. Also please revise the 21-foot setback note to read the greatest of 21 feet or the height. A specific setback dimension is required at the southeast corner of the building to the back of the future curb of Tanque Verde. Also please clarify if the building height is measured from finish floor. The height of the building is measured from design grade along any given point of the building footprint. DS 2-05.2.4.I

10. Please correct the loading zone table noted in the loading zone calculation from 3.4.5.5 to "LUC Table 3.4.5.3". DS 2-04.2.4.O

11. Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage. When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standard 2-09.0. It is acknowledged that the location is clear on the plan. A fully dimensioned detail drawing should be drawn on the plan based on the proposed location. DS 2-05.2.4.Q

12. Existing and future sight visibility triangles must be drawn, labeled, and dimensioned on the plan. See engineering comments related to this comment. DS 2-05.2.4.R

13. Indicate graphically, where possible, and by notes, in all other instances, compliance with conditions of rezoning. Submit a separate response letter that states how all the rezoning conditions have been met or will be met as a result of this development. DS 2-05.2.4.U

14. Indicate location and type of postal service to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. If service is to be provided inside the building add a note stating so. If other service is to be provided label the location and type. DS 2-05.2.4.V


15. Indicate the locations and types of proposed signs (wall, freestanding, pedestal, including billboards) to assure there are no conflicts with other requirements and that the minimal location requirements can be met. DS 2-05.2.4.W
