This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. As previously requested on April 20, 2005, please provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter. The current invert elevation at manhole 2 allows for a one percent slope. Please revise the design to show a one percent slope between manholes 1 and 2. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality. Development Services Department Engineering Division has reviewed the received items and does not recommend approval of the revised Development Plan. The drainage information was reviewed for Development Plan purposes only. DRAINAGE REPORT: 1) DS Sec.10-02.2.3.1.4.A,F&G: The area in indicated as a X-shaded zone on the 2210K FIRM panel. Provide thorough discussion in Drainage Report regarding the conditions of the floodplain in this location. It may be necessary to show that the 100-year is indeed contained within the Silvercroft Wash at this location. 2) Tucson Code Section 26-7: Provide discussion of erosion hazard setback requirements per Floodplain Development Regulations - Erosion Hazard Setback criteria, as this was not addressed sufficiently in response letter. At a minimum, specifically address whether the existing bank protection is constructed to prevent 100-year event erosion protection for this proposed development. Reference and provide exhibits of applicable public drainage improvement plans, per DS Sec.10-02.2.3.1.4 A & F. 3) DS Sec.10-02.2.3.1.5 B & F: A wall opening calculation was provided for the west property line. Regarding other proposed drainage improvements, collector channels or flow-through wall openings shall be provided for adjacent upstream property to accept existing flow. Address in Drainage Report. 4) DS Sec.10-02.14.3.4: Explain and or delineate basin access for each basin. 5) DS Sec.10-02.14.5.9: In the Drainage Report, an underground infiltration system was proposed, yet the response letter indicates that there may not be an underground infiltration system. Explain / clarify / discuss in Drainage Report. Demonstrate conformance with DS 10-02.0, Sections 14.5.1, 14.5.3, 14.5.4, 14.5.5, and 14.5.9 ( if underground infiltration is proposed, use percolation test safety factor of two). 6) DS Sec.10-01.5: Provide two complete bound copies of the drainage report with the administrative address on the cover. 7) DS Sec.10-01.3.5.1.5: It was stated in the response letter that the soils report had been submitted, however none was found. Submit a soils report that contains at a minimum, technical information on soil classification, erodibility, permeability, slope stability, groundwater elevation, infiltration rates, recommended minimum building setbacks (from basins and drainageways), and whether or not hydro-collapsing soils are present with discussion of the minimum 30-ft deep soil boring results. Also, specifically provide geotechnical recommendations that address setbacks from building to basin. Also, provide geotechnical recommendations for the addressing the closure of the open, underground water encachements and wells. 8) DS Sec.10-01.0.3.5.1.7: The percolation testing was not performed in the vicinity of the two proposed retention basins onsite, according to the Terracon site plan contained in the report. The testing that was done offsite will not be accepted, due to the conditions that could affect the soils at the site, including several water well structures. Please provide discussion/analysis of test results performed at the retention basin locations, or provide additional geotechnical information indicating the percolation rates obtained apply also to the proposed basin locations to assure the maximum allowed time of disposal will not be exceeded for each basin. DEVELOPMENT PLAN: 9) Clarify whether the datum for the FEMA water surface elevation data is consistent with the datum for the City of Tucson elevation datum referenced in Note 4. This does not appear to be the same datum. Provide conversion if so. State whether field book is NGVD 1929 datum and if NAVD 1988 used for FEMA floodplain data. 10) Topography in the wash area incorrectly depicts a very shallow wash; provide correct contour lines. 11) DS Sec.2-05.2.3.D: Only the pump house was identified on the plan. However, there are other subsurface water tank or well seen from initial site visit. Identify and label onsite the covered hole and/or water well. 12) DS 10-02.2.3.1.4 C.2 & 5.2.4: Clarify direction of Q100 in Huachuca Avenue with flow arrow. 13) DS Sec.2-05.2.3 C: Explain the type of line from which right of way dimensioning is provided for Huachuca Avenue - whether this is a centerline or other, and if it is centered within right-of-way. 14) DS Sec.2-05.2.4.T & 6-01.0: It appears that the response letter is truncated after comment 11. For refuse collection area requirements, show how the dumpster locations meet refuse provision accessibility/maneuverability standards. It is imperative that this issue be promptly resolved. You may need to contact Solid Waste at 791-3175. 15) DS Sec.2-05.2.4.D.3: If utilizing parking area access lanes (PAAL's), they shall be labeled and designed in accordance with Sec. 3.3.0 of the LUC and Development Standard 3-05.0. 16) DS 2-05.2.3 B & D, 2-05.2.4.G: State whether all easements are clearly depicted, dimensioned and labeled, with recording information provided on the plan. LANDSCAPE PLAN: 17) Label Basin C on sheets L2 and L3. 18) DS Sec.10-02.14.3.4: Explain and/or delineate basin access and show that no proposed vegetation will block access. Resubmittal is required. Submit revised Development Plan, revised Drainage Report, revised Landscape Plans, response letter, and other documentation. A meeting is encouraged. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is March 31, 2005. 2. The following items related to vehicular use areas must be addressed. A. Dimension the back up spur between buildings 3 and 4. B. In order to allow the sidewalk behind the four parking spaces to remain as depicted on the plan a DSMR (Development Standards Modification Request) application must be submitted for review and approval. Please keep in mind that a DSMR is for a modification of the development standard and not for elimination. The proposed location as shown is not acceptable as a modification and cannot be supported by Zoning. If an application for a DSMR is made and the CDRC committee approves the application please insure to list the DSMR case number, date and conditions of approval. Submit a copy of the Zoning Managers approval letter with next CDRC submittal package. Previous Comment: A pedestrian sidewalk has been provided in back of the four parking spaces, which are located towards the street side of the property. In order for the sidewalk to meet code as designed the sidewalk must be relocated around the parking spaces. Also, the handicapped parking space is one of the four spaces in question and per the drawing the access aisle has not been shown on the plan. (It appears that by placing these four parking spaces in the location as depicted on the drawing that the required 10-foot wide area for the landscape buffer will not be available. Please see landscape comments related to this issue for more information on landscape buffers.) F. As part of a Federal mandate the Zoning Section has been tasked with reviewing and requesting truncated domes (Early Warning Systems) at specific locations within the development. Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisle transitioning to the sidewalk area. Depict and label on the drawing all the locations where the truncated domes are required. Add detail drawings depicting the access ramps and handicapped access aisles with the truncated domes. Feel free to call me if you have any questions related to the truncated domes. Previous Comment: Access ramps are required at all crosswalk locations and at access aisles next to sidewalks. Please redraw correctly all of the proposed access ramps and label the slopes. Add to the plan detail drawings of the access ramps with dimensions and slopes.
