The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


As previously requested on April 20, 2005, please provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

The current invert elevation at manhole 2 allows for a one percent slope. Please revise the design to show a one percent slope between manholes 1 and 2.

A private Sewer Service Agreement for the proposed number of wastewater fixture unit equivalents has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve the development plan.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUMMARY: Engineering Division has reviewed the Development and Landscape Plans, and Drainage Report submitted. Approvals are not recommended at this time. Please provide a response letter, a revised Drainage Report and revised Development and Landscape Plans addressing all comments provided below.

DRAINAGE REPORT:
1. The last paragraph in the introduction states that the 100-year floodplain is contained with the constructed, and bank stabilized Silvercroft Wash. Please provide description in the report of the hydraulic analyses used to evaluate the floodplain limits, with reference to any supporting publications/Flood Insurance Studies in accordance with Sections 2.3.1.4 A, F & G of the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (Development Standard - DS -10-02.0).
2. Provide discussion of erosion hazard setback requirements per Tucson Code, Section 26-7 (Floodplain Development Regulations - Erosion Hazard Setback criteria). At a minimum, specifically address whether the existing bank protection is constructed to prevent 100-year event erosion protection for this proposed development. Reference and provide exhibits of applicable public drainage improvement plans, per Sections 2.3.1.4 A & F (DS 10-02.0).
3. 100-year floodplain limits which are entirely contained within a street section or constructed drainageway shall be labeled as such on the plan, or a general note shall be included on the plan which states the same (DS 10-02.0, Sec. 2.3.1.4 C 8).
4. Describe and present hydraulic calculation sheets for each of the hydraulic systems used to collect offsite flow, such as collector channels and flow-through (wall) openings; and to return flow(s) to natural or existing locations and magnitudes along the downstream property line (DS 10-02, Sec. 2.3.1.5 B & F).
5. Provide a detailed site plan in the report, clearly showing the locations and dimensions of all proposed detention/retention systems, including (a) location, size and type of inflow and outflow structures, with dimensions and elevations of critical portions of each structure (b) the location(s) and size(s) of maintenance access ramps, (c) clearly marked dimensions of all building and erosion hazard setbacks, with dimensioning between structures and any proposed basins or drainageways provided (d) maximum water surface elevations, and limits of ponding, (e) locations and types of any security barriers to be installed and (f), erosion protection (riprap) sizing and dimensions (DS 10-02, Sec. 2.3.1.6 A 4 and DS 10-01.5.2.6).
6. A soils report is required to be submitted in conjunction with the design of each surface storage facility which utilizes infiltration as a method of basin drainage. The report shall contain at a minimum, technical information on soil classification, erodibility, permeability, slope stability, groundwater elevation, infiltration rates, recommended minimum building setbacks (from basins and drainageways), whether or not hydro-collapsing soils are present, and contain the results of a minimum 30 foot deep soil boring (Pima County/City of Tucson Stormwater Detention/Retention Manual - DS 10-01 - Section 3.5.1.5).
7. The percolation testing does not appear to have been performed in the vicinity of the two proposed retention basins onsite, according to the Terracon site plan contained in the report. Please provide discussion/analysis of test results performed at the retention basin locations, or provide additional geotechnical information indicating the percolation rates obtained apply also to the proposed basin locations to assure the maximum allowed time of disposal will not be exceeded for each basin (DS 10-01.0, Sec. 3.5.1).
8. Please refer to Sections 3.5.1.1 - 3.5.1.4 of the Stormwater Detention/Retention Manual (DS 10-01.0) for additional retention/detention design guidelines, maximum disposal times, etc.
9. Provide details and discussions of how the proposed detention/retention scheme will comply with landscaping, grading, and retention/detention technical design guidelines provided in Chapters 1 and 4 of the Pima County/City of Tucson Stormwater Retention/Detention Manual (DS 10-01.0). Particular attention/discussion should be given to how the basin(s) will serve as: project amenities; multi-use facilities; will be visually appealing; whether they will serve as human activity zones (8:1 slope maximums in such areas); and whether intended as passive and/or active recreation areas (DS 10-01.0).
10. Discuss and demonstrate conformance with DS 10-02.0, Sections 14.5.1, 14.5.3 or 14.5.4, 14.5.5, and 14.5.9 (percolation test safety factor of two).
DEVELOPMENT PLAN:
1. Each significant concentration point or watercourse (1 acre or greater in size) entering, leaving, or adjacent to the site with its contributing drainage area, flow arrow(s) and 100-year peak discharge(s) must be shown (DS 10-02.0, Sections 2.3.1.4 C 2 & 5.2.4).
2. Include a symbol with descriptions for the following items in the legend (DS 2-05.2.1 J & 2-05.2.3 I 3):
a) lot/property corners and property lines;
b) Water surface contour intervals;
c) Easement lines (see item 14).
3. The topography provided on the Development Plan does not match the topo provided in the drainage report, and that which is available online at: http://tdotmaps.transview.org/mapguide_mwf_tdot.htm. Please revise as appropriate DS 2-05.2.3).
4. Identify/label the recordation data for Huachuca Street, and the type of line from which right of way dimensioning is provided - such as survey or monument line, section line, construction centerline, right of way centerline, etc. (DS 2-05.2.3 C).
5. Identify and label onsite what appear to be an existing pump, a covered hole and/or water well(?), water meter(s), and all adjacent utilities in the right of way to include sidewalk and type of curbing. Please refer to this standard for additional, often critical information that may pertain to this proposed development (DS 2-05.2.3 D).
6. Please provide site elevations data (or conversion datum) to indicate NGVD 1929 elevations onsite, in addition to NAVD 1988 for FEMA floodplain (and adjacent)development purposes (DS 2-05.2.3 E).
7. Depict and label existing conditions on the adjacent properties, that may affect this project. Particular consideration should be given to elevations/contours and any existing walls or fences or vegetation (DS 2-05.2.3 H).
8. Identify/label at least two adjacent 100-year water surface elevations for the Silvercroft Wash (DS 2-05.2.3 I 1 & 2).
9. Depict and label new 5' sidewalk to be constructed in the public right of way, 2' from back of curb (DS 3-01.3.3 A), and provide dimensions from street monument line(s) to curb, sidewalk, and all utility locations - fully labeled (DS 2-05.2.4 D 2 & L).
10. Depict and label 100-year ponding limits with water surface elevations noted for each onsite basin (DS 2-05.2.4 H 1).
11. Show sight visibility triangles (DS 2-05.2.4 R).
12. Refer to DS 2-05.2.4 T and DS 6-01.0 for additional refuse collection area requirements. The dumpster locations depicted do not meet refuse provision accessibility/maneuverability standards.
13. Please ensure all easements are clearly depicted, dimensioned and labeled, with recording information provided on the plan - see additional requirements outlined for these Development Standards (DS 2-05.2.3 B & D, 2-05.2.4 G).
LANDSCAPE PLAN:
1. Submit a revised landscape plan reflecting all Landscape Review Section comments and applicable Development Plan revisions made in response to all review comments provided for this submittal.
Additional comments may be necessary upon resubmittal, depending upon the nature and extent of revisions that occur to the plans.
*A right of way permit will be required for any work in the public right of way. Contact Tucson Department of Transportation - Permits and Codes Section at 791-5100 for questions/inquiries.
*A grading permit may be required for this development. A completed grading permit application with two sets of grading plans and a copy of the stamped/approved Development Plan may be required to be submitted for review and approval, prior to any other permit approval/issuance.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is March 31, 2005.

2. Add the following information to the location map. Additional street names, Dragoon, El Rio Dr. Lester St., Waverly St. and Huachuca . Also drawn and label the Santa Cruz River and the Juaquin Murrieta Park. Label all section corners.

3. This project has been assigned the development plan case number D05-0010. Please list the case number in the lower right corner of all plan sheets including the landscape and NPPO sheets. DS 2-05.2.2.B.2

4. Add the following to general note 2, "Subject to LUC section 3.5.7.1.F". DS 2-05.2.2.B.3

5. Please revise the density calculation to state that 13 units are allowed based on the actual area and that 10 units are proposed. Revise the density calculation as required. DS 2-05.2.2.B.4

6. Under the site calculations correct the square footage to list the actual site area. The area listed is over by 143.22 square feet. Please revise as required. DS 2-05.2.2.B.11

7. If applicable draw and label all existing or proposed easements. The location, purpose, width and recordation information must be listed. DS 2-05.2.3.B and DS 2-05.2.4.G

8. Label the zoning classifications adjacent to the property including the zoning across the street. DS 2-05.2.4.B

9. The following items related to vehicular use areas must be addressed.

A. Please add a string of dimensions both north to south and east to west to insure the proposed development will fit within the site. Also dimension and label the PAAL's on the drawing. Label the width of entrance to the north and south parking lots.

B. Back-up spurs are required at the end of a row of parking. The back-up spur detail can be found in DS section 3-05.2.2.D. Back-up spurs must be designed and dimensioned as depicted in DS 3-05.2.2.D. Revise as required.

C. Vehicle parking spaces must be 8.5 feet in width and 18 feet in length. Dimension the vehicle parking spaces or draw a detail drawing with dimensions for both the regular and handicapped parking spaces. At locations where the parking spaces abut a building a minimum four-foot wide sidewalk will be provided. If the parking space will overhang the sidewalk the width of the sidewalk must be increased to 6.5 feet otherwise wheel stop bumpers must be provided and placed 2.5 feet from the edge of the sidewalk. Revise as required.

D. The handicapped parking space must be provided with an eight-foot access aisle. When providing handicapped parking spaces one van accessible space must be provided when six or a fraction of six handicapped spaces is provided. An eight-foot access aisle must be provided.

E. A pedestrian sidewalk has been provided in back of the four parking spaces, which are located towards the street side of the property. In order for the sidewalk to meet code as designed the sidewalk must be relocated around the parking spaces. Also, the handicapped parking space is one of the four spaces in question and per the drawing the access aisle has not been shown on the plan. (It appears that by placing these four parking spaces in the location as depicted on the drawing that the required 10-foot wide area for the landscape buffer will not be available. Please see landscape comments related to this issue for more information on landscape buffers.)

F. Access ramps are required at all crosswalk locations and at access aisles next to sidewalks. Please redraw correctly all of the proposed access ramps and label the slopes. Add to the plan detail drawings of the access ramps with dimensions and slopes.

10. Please clarify if the height of the building as listed is measured from design grade or from finished floor. For reference, building setbacks are based on the height of the structure as measured from design grade at any given point around the outside footprint of the structure. The height is to be measured to the highest point of a parapet wall, gable end, or top plate depending on the design and the elevation facing the property line. Please provide to the Zoning reviewer with the next submittal package copies of the floor plan, and building elevations of the proposed buildings. DS 2-05.2.4.I

11. As indicated in comments 9.E. and .F the pedestrian circulation, sidewalks and access ramp issues must be addressed. Please refer to DS 2-08 and 3-05 for these standards related to these items. DS 2-05.2.4.K

12. Dimension all the building footprints and indicate if the height of the structure is based on the top of parapet or gable roof. If applicable to these structures indicate any structures such as balconies or porches. Label the height and dimension. DS 2-05.2.4.N

13. Draw a detail drawing that represents the exact location of the facility to insure that the facility does not affect other code requirements such as sidewalks or parking. The detail drawing must include the name of the manufacturer, type of facility, and the number of bicycles the facility supports. Also, indicate on the plan the location and type of lighting that will be provided for the facility. DS 2-05.2.4.Q

14. Draw, dimension, and label the sight visibility triangles. Please keep in mind that parking spaces are not allowed within the SVT's. DS 2-05.2.4.R

15. Indicate on the plan the location and type of postal service that is to be provided for this development. DS 2-05.2.4.V

16. See landscape comments for information related to requirements for landscape buffers, screening, and NPPO as well as possible landscaping within the detention basins or screening thereof. DS 2-05.2.4.X

17. Note 19 should be removed or revised to correctly list or state lot coverage. The development designator "K" does not have a requirement for a FAR (Floor Area Ratio). Revise as required.

18. Additional comments may be forthcoming based on the revised plan and response comments. Please attach a response letter stating how zoning comments have been addressed.

19. Clarify how maintenance of the detention basins is to be provided. Will CC&R's be proposed and if so provide a copy with the next submittal.
