In order for TEP to approve the plans, the existing facilities must properly be depicted on the plans as well as the easement recording information. Enclosed is a copy of a TEP facility map and the development plan showing the approximate location of the existing facilities. The existing transformer (ERP-68) appears to be in conflict with the proposed parking area. All cost associated with the relocation of the facilities in conflict will be billable to the developer. The Santa Cruz Area Plan, General Plan, and Design Guidelines Manual state that signage should be an appropriate scale, height, and color to integrate with development and enhance the experience and perception through scale and mass. Please show the proposed sign package and demonstrate how the proposed signage and surrounding landscape work mutually to adhere to the goals of the applicable plans. 3. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for full CDRC review. The one year expiration date for this development plan is March 20, 2006. 2. Place the development plan number (D05-008) on each sheet of the development plan, landscape plan and NPPO plans in the lower right hand corner near the title block. DS 2-05.2.1.K 3. Continuous pedestrian circulation must connect the building to the Silverbell Road right-of-way. Revise to show connection. DS 2-08 4. Dimension the depth of the back-up spurs at the north end of both parking aisles. A minimum of 3 feet for the back-up spur is required as well as an additional 3 feet between the curbed wheel barrier of the back-up spur and the wall along the north property line. DS 3-05.2.2.D 5. The location of the loading zone does not allow for truck maneuverability into and out of the space. Revise plan. DS 2-05.2.4.O 6. With 59 vehicle total vehicle parking spaces proposed, three handicapped parking spaces must be provided on the site. Revise plan to show three h/c spaces and provide a h/c parking calculation stating the number of h/c spaces required and provided. ANS/ IBC DS 2-05.2.4.P 7. Six class 2 bicycle parking spaces are shown on the drawing near the northwest corner of the site. The calculations indicate that there will be four class 2 spaces and two class 1 spaces. Revise the bicycle parking calculation to be consistent with the drawing and show the location of the class 1 bicycle parking proposed. Also, provide a detail showing a fully dimensioned layout of class 1 and class 2 bicycle parking (including width and length of spaces and a 5-foot clear area for bicycle maneuverability per DS 2-09). LUC 3.3.5.6.B.2 DS 2-05.2.4..Q 8. Based on the square footage of the beauty supply retail store (1251 square feet) only 6 vehicle parking spaces are required. Revise parking calcs to be correct. It is acknowledged that the property to the south is currently under the same ownership as the subject property. Development Plan Comments: 1. Provide recordation information for easements associated with the drainage structures through the property. This box culvert was constructed under public improvement plan number I-84-044. Any construction within the easement will require the written permission of City Engineer Andy Dinauer. Based on discussions with the Department of Transportation, it is unlikely that permission will be granted for any structure within the drainage and access easements. 2. Provide recordation information for cross access easements and joint use agreements for this property and for the property with which it will share access and facilities. 3. Provide the correct sight visiblity triangle descriptions. 4. The proposed driveway does not meet the Transportation access management guidelines. Revise the driveway to provide the required curb return radii. Drainage Report Comments: 5. Provide threshold retention for the project as required by the Standards Manual for Drainage Design and Floodplain Management in Tucson Arizona (Drainage Manual), Section 14.2.1. Five-year threshold retention is required. Provide required calculations and details for the retention basin 6. Revise the Long Term Maintenance Responsibilty. The "wash" crossing this property appears to be fully contained within the box culvert. Explain which wash will be maintained by the property owner. Provide for assignement of all the required maintenance as described in the Drainage Manual Section 2.3.1.2.E. 7. Revise last statement in the Hydrologic Analysis of Local Offsite Drainage. The referenced FIRM panel only addresses mapped special flood hazard areas and does not address other local drainage issues. 8. Revise the purpose statement to indicate that the project is within a balanced basin. 9. Revise the Detention Analysis to provide consistent description of the expected depths within the basin and within the vehicle use areas. 10. The conclusion section references a north wash which does not appear on the site plan or on the development plan. Clarify the references to the wash throughout the report. 11. Provide the Basin Location and Description information as described in the Drainage Manual, Section 2.3.1.6, Submit a revised Development Plan and a revised Drainage Report along with a letter that provides a detailed discussion of how each comment has been addressed.
