1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is March 6, 2006.

2. Previous comment was not addressed. Take out sheets one (1) and (3) and renumber the sheets as required.
Previous comment: It is not necessary to include a "present or proposed site" development plan and landscape plan (sheet 1 and sheet 3). Provide a development plan and landscape plan that shows how the site is to function with future right-of-way conditions only (i.e. sheet 2). This review will be based on the development plan provided on sheet 2.

3. List the names, address, and telephone number of the developer of the project. (D.S. 2-05.2.2.A.1)

4. Where applicable, remove the word "recommended" where rezoning conditions are referenced. The conditions are not recommended they are imposed. (D.S. 2-05.2.2.B.2)

The following staff comments are still applicable from the previous two staff reviews. Previous reviews by staff were conducted on March 31, 2005 and on July 11, 2005:

1. Please revise development plan for compliance with rezoning condition C9-02-12, condition # 2, which reads:

Renovations and/or repairs to the existing structures shall be limited to one-story and designed to be compatible with the existing residential character of the neighborhood. Elevations indicating colors of all existing and proposed structures shall be submitted at the time of development plan review.

Please provide building elevations, to scale (four sided), which provide the colors to be used on proposed and existing structures.

2. Please revise development plan & landscape plan to comply with rezoning case C9-02-21, condition # 5, which reads:

A six foot high masonry wall shall be locates on the north property boundary with twenty-four (24) inch box canopy trees planted south of the wall a maximum of twenty-five (25) feet apart.

Based on the site design submitted, rezoning condition #5 is not met. Please redesign site design to meet rezoning condition or contact the Department of Development Services, Rezoning Section to address this issue

3. Please revise development plan to comply with rezoning case C9-02-21, condition # 9, which reads:

Please revise Development Plan, sheet 1 of 5, hexagon note # 8 to state that the traffic directional sign will direct traffic to proceed south to St. Mary’s Road.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Sheet 1 & 2: The development plan indicates MANHOLE # 9536-51 is in St. Mary's Rd. This is incorrect. This feature needs to re-labeled as CLEANOUT 9536*51.

(Please note the asterisk in the cleanout number.)

Sheet 1 & 2: Show all three of the public sewer lines in St. Mary's Road labeled, with their size and plan numbers.

Sheet 1 & 2: Add the sewer plan number, G-334, at the location of the existing 8” VCP sewer and the existing public CLEANOUT.

I could not find the CLEANOUT SYMBOL, shown in the SURVEY & UTIL SYMBOLS Box, used on the plans (see KEYNOTES 19 and 25). In the future please use a small circle to represent cleanouts on your plans

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the Development Plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUMMARY: Engineering Division has reviewed the revised Development and Landscape Plans, and approval of the Development Plan is not recommended at this time. All previous comments have not fully addressed. Please address the comments below on revised plans and in a very detailed response letter, with specific discussion/responses to all portions of each comment provided.

DEVELOPMENT PLAN COMMENTS:
1) For review, only sheet 2/5, 4/5, and 5/5 were reviewed for this Development Plan review, as the other sheets appeared to have redundant or confusing information. Relabel sheet numbers for the Development Plan.
2) DS 2-05.2.4.I, R & DS 3-01.5.0: Depict the Major Streets and Routes sight visibility triangles on sheet 1. Future SVT's originate at the future curb location which must also be depicted on the plan. It is imperative that the proposed building structure meets the future SVT restrictions. Assure that the location of the proposed building does not obstruct the future SVT.
3) Remove the word "recommended" from the "Rezoning Conditions" above the word Development Plan.
4) Provide ALL site boundary information. All boundary lines should reflect bearings and distances, with curve data for the southwest corner, based upon a known, recorded bearing with bearing and recording information provided on the plan. The information provided could not be found when researching the Field Book referenced/provided.
5) DS 2-05.2.3.A: The basis of bearing provided describes elevation information; correct / provide both basis of bearing and basis of elevation.
6) DS 2-05.2.3.D: Depict and label all utility information, including any sanitary and storm sewer data and service equipment on and adjacent to the site.
7) Regarding Rezoning Condition # 21, clarify fill for the FFE from drainage report - to show that the proposed building meets FEMA X-shaded flood conditions.
8) DS 2-05.2.3 B&D: Depict, label, and dimension the 8 5/8" gas line, with reference to Paving Improvement Plan # I-65-054, if it is still in place. Provide a clear and detailed response to this comment.
9) DS 2-05.2.4.D.2.E & F: Dedications per the MS&R Plan is a required condition of rezoning approval. Revise the plan to reflect such (including the 25' spandrel), with recording information provided on the plan per Rezoning Condition # 15.
10) A fully descriptive response letter is required to address all comments.
