07/08/2005 JOE LINVILLE LANDSCAPE REVIEW Denied 1. Remove plant symbols from the development plan, identify only the landscape buffer dimensions and locations and materials for screen walls.

2. Submit the NPP plan. LUC 3.8

3. According rezoning Case C9-02-12 the following conditions apply to this site. Revise landscape and development plan as necessary.

A) "A 6' high masonry wall shall be located on the north property boundary with 24' box canopy trees planted south of the wall a maximum 25' apart". The plans require revisions to specify the required tree size and the spacing of the trees must conform to the condition.

B) A 30" high masonry wall shall be installed on the west side of the site along the entire length of the Westmoreland Ave. street frontage, except for vehicular or pedestrian entrances.
In addition, the parking area is required to be screened in accordance with LUC Table 3.7.2-I. That would require additional screening to meet the 5' height requirement.
Walls higher than thirty inches may not be located in the SVT. A variance or redesign of the project will be required.
4) The landscape buffer along Westmoreland Avenue must be a minimum of ten feet wide along the entire street frontage.

5) Revise sheet 3 to remove the "per MS&R" for the St. Mary's right-of-way dimension.

6) Terminate the 6' screen wall where it intersects with the SVT at Westmoreland Avenue.

SUMMARY: Engineering Division has reviewed the Development and Landscape Plans, and approvals are not recommended at this time. All previous comments have not fully addressed. Please address the comments below on revised plans and in a very detailed response letter, with specific discussion/responses to all portions of each comment provided. Although worded differently for clarity, all comments below relate to comments provided on the previous review.

DEVELOPMENT PLAN:
1. Provide ALL site boundary information on Sheet 1. All lot lines should reflect bearings and distances, with curve data for the southwest corner, based upon a known, recorded bearing with bearing and recording information provided on the plan. The information provided could not be found when researching the Field Book referenced/provided. Furthermore, the basis of bearing provided describes elevation information (DS 2-05.2.3 A).
2. To fully address previous comment #'s 6 & 7, please identify the recording information (or plan number) for the existing 8" VCP in the St. Mary's Rd. Right of Way (DS 2-05.2.3 D).
3. Depict, label, and dimension the 8 5/8" gas line, with reference to Paving Improvement Plan # I-65-054, if it is still in place. Please provide a clear and detailed (if necessary) response to this comment (DS 2-05.2.3 B&D).
4. For simplicity, this project should have only one development plan sheet, rather than sheets 1 and 2. Provide all MS&R Plan right of way information ON ONE SHEET. Dedications per the MS&R Plan is a required condition of rezoning approval. Revise the plan to reflect such (including the 25' spandrel), with recording information provided on the plan (DS 2-05.2.4 D 2 E & F, and Rezoning Condition # 15).
5. Depict the Major Streets and Routes (MS&R) sight visibility triangles (SVT's) on sheet 1. Future SVT's originate at the future curb location which must also be depicted on the plan (DS 2-05.2.4 I, R & DS 3-01.5.0);
6. Address and identify construction of NEW vertical curb along Westmoreland Avenue, per rezoning condition #7, and include the word "New" at the beginning of keynotes 2 and 4 (DS 2-05.2.3 C); Depict, label AND DIMENSION NEW FIVE (5') foot wide sidewalk (Westmoreland Ave frontage), 2' from back of curb, and a new curb access ramp in accordance with Rezoning condition # 17 and Pima County/City of Tucson (PC/COT) Standard Detail 207 (DS 3-01.3.3 A & DS 2-05.2.4 L);
7. Please include reference to City of Tucson/Pima County Standard Details for Public Improvements (in addition to Standard Specifications) under Paving Notes, and reference the most current (2003) Edition.
8. The consultant may wish to correct the spelling of the word "corner" in Rezoning Condition # 15, sheet 5.

LANDSCAPE PLAN:

Please provide a note or detail specifying the locations of all water harvesting basins, demonstrating conformance to rezoning condition # 19 (note/detail 3).


Resubmittal will require a revised Development Plan and Landscape Plan addressing the comments provided above.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


As previously requested on March 29, 2005, please provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

As previously indicated on March 29, 2005, follow the development plan requirements checklist found at http://www.pimaxpress.com/SubDivision/Documents/DevPlanReq.PDF for assistance when preparing this development plan. The required general notes and design information requested in this checklist is not yet shown on the development plan.

Sewer information must show if the sewer is existing or proposed, public or private. Show the size, length and slope of any proposed sewer. Show the rim and invert elevations of any proposed manholes/cleanouts. Show the Pima County plan number and size of the existing public sewer to which the project is connecting. Show any sewer easements that may exist along with their corresponding recording information.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 3rd submittal. A check for the review fee of this submittal in the amount of $78.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is March 6, 2006.

2. Previous comment was not addressed. Take out sheets one (1) and (3) and renumber the sheets as required.
Previous comment: It is not necessary to include a "present or proposed site" development plan and landscape plan (sheet 1 and sheet 3). Provide a development plan and landscape plan that shows how the site is to function with future right-of-way conditions only (i.e. sheet 2). This review will be based on the development plan provided on sheet 2.

3. List the names, address, and telephone number of the developer of the project. (D.S. 2-05.2.2.A.1)

4. Where applicable, remove the word "recommended" where rezoning conditions are referenced. The conditions are not recommended, they are imposed. (D.S. 2-05.2.2.B.2)

Prior to approval of this development plan, a consideration by Mayor and Council to extend the time allowed to satisfy the conditions of rezoning case C9-02-12 shall be approved.

Please provide written confirmation from the Department of Development Services, Rezoning Section that rezoning condition # 22 has been met (see attached rezoning C9-02-12 information).

Please revise development plan for compliance with rezoning condition C9-02-12, condition # 2, which reads:

Renovations and/or repairs to the existing structures shall be limited to one-story and designed to be compatible with the existing residential character of the neighborhood. Elevations indicating colors of all existing and proposed structures shall be submitted at the time of development plan review.

Please provide building elevations, to scale (four sided), which provide the colors to be used on proposed and existing structures.

Please revise development plan & landscape plan to comply with rezoning case C9-02-21, condition # 5, which reads:
