The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Northwest Outfall Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

Based on the evaluation of project D03-036, this project would qualify for Participating sewer connection fee rates.

ALL SHEETS. Add the project number, D05-0006, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

This submittal is too incomplete for further review. Please follow the updated checklist found at http://www.pimaxpress.com/SubDivision/Documents/DevPlanReq.PDF for assistance when preparing a development plan. This checklist will provide the necessary information for the required general notes, layout format and presentation.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $100.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is March 6, 2006.

2. It is not necessary to include a "present or proposed site" development plan and landscape plan (sheet 1 and sheet 3). Provide a development plan and landscape plan that shows how the site is to function with future right-of-way conditions only (i.e. sheet 2). This review will be based on the development plan provided on sheet 2.

3. Label the township, range, and section on the location map. (D.S. 2-05.2.1.D.3)

4. List the names, address, and telephone number of the primary property owner of the site and developer of the project. (D.S. 2-05.2.2.A.1)

5. List as a general note: "Existing zoning is R-2." (D.S. 2-05.2.2.B.1)

6. Add the following note next to the existing zoning note: "Proposed zoning is O-2."

7. List the applicable rezoning file number and conditions of approval on the development plan. Also place the C9-02-12 rezoning case number and D05-0006 development plan case number in the lower right corner of each sheet on all plans. (D.S. 2-05.2.2.B.2)

8. List the proposed use as a general note: "Administrative and Professional Office "27." (D.S. 2-05.2.2.B.3)

9. Add the following general note: "This project is designed to meet the Major Streets and Routes (MS&R) Setback zone criteria." (D.S. 2-05.2.2.B.10)

10. C-2 zoning is incorrectly labeled on the drawing. (D.S. 2-05.2.4.B)

11. Floor Area Ratio provided is incorrect. Proposed F.A.R. is .16. (D.S. 2-05.2.4.M)

12. Add the following note under the parking calculation: "Loading space is not required for this project." (D.S. 2-05.2.4.O)

13. Remove the Lot Area Reduction calculation under the Zoning Information block. It is not clear why this calculation needs to be noted. If it applies to the MS&R reduction, it may not be used in this case since future right-of-way is required to be dedicated as part of the rezoning.

14. Dimension wheelstop location. Wheelstop curbing shall be located two and one-half (2 ½) feet from the front of the parking space.

15. Detail handicapped parking, disabled access aisle, and parking sign. Detail access ramp. (D.S. 2-05.2.4.P)

16. Per LUC Sec. 3.3.3.5, a minimum of two (2) Class 2 bicycle parking space are required for this site. Revise the bicycle parking calculation as required and indicate the number and class type provided under the keynote. (D.S. 2-05.2.4.Q)

17. Provide a fully dimensioned detail for Class 2 bicycle parking facility. Refer to D.S. 2-09 for design criteria (surfacing, location, dimensions etc.). (D.S. 2-05.2.4.Q)

18. Provide a response letter, which details how each rezoning condition has been addressed. If applicable, provide necessary documentation, details, or drawings to demonstrate compliance. (D.S. 2-05.2.4.U)

Prior to approval of this development plan, a consideration by Mayor and Council to extend the time allowed to satisfy the conditions of rezoning case C9-02-12 shall be approved.

Please revise development plan for compliance with rezoning condition C9-02-12, condition # 2, which reads:

Renovations and/or repairs to the existing structures shall be limited to one-story and designed to be compatible with the existing residential character of the neighborhood. Elevations indicating colors of all existing and proposed structures shall be submitted at the time of development plan review.

Please revise development plan by adding to sheet 1 within the general notes a note stating this site is subject to rezoning case C9-02-12. Include within this general note the actual rezoning conditions 1 – 22, exactly as formatted and shown in the letter signed by the City Clerk, dated August 6, 2004 (see attached copy).

Please revise development plan & landscape plan to comply with rezoning case C9-02-21, condition # 5, which reads:

SUMMARY: Engineering Division has reviewed the Drainage Report, Development Plan and Landscape Plans. The drainage report is approved for Development Plan purposes, although the site does not appear to lie within a FEMA floodplain, as stated in the report. Approval of the Development and Landscape plans is not recommended at this time. Consulted and referenced for review of this project were the City of Tucson's Major Streets and Routes (MS&R) Plan, Land Use Code (LUC), Development Standards (DS), the Pima County/City of Tucson Stormwater Detention/Retention Manual (DS 10-01.0) and the Standards Manual for Drainage Design and Floodplain Management (SMDDFM - DS 10-02.0). The following comments are offered:

DEVELOPMENT PLAN:

1. Please delete what appears to be an unnecessary Sight Visibility Triangle on Sheet 1 (far side SVT for westbound St. Mary's traffic?) at the corner of Westmoreland Ave. and St. Mary's Rd.
2. Omit/delete the curb returns and curb access ramps depicted at the Westmoreland Ave. ingress/egress.
3. Include General Notes as listed in DS 2-05.2.2 C 1 (a & b).
4. Include a General Note as listed in DS 2-05.2.2 E.
5. Provide ALL site boundary information as described in DS 2-05.2.3 A.
6. Provide ALL easement information as described in DS 2-05.2.3 B.
7. Depict and label all utility information, including any sanitary and storm sewer data and service equipment on and adjacent to the site DS 2-05.2.3 D.
8. Provide the ground elevation on the site based on City of Tucson datum, with City Field Book and Page numbers provided (DS 2-05.2.3 E);
9. Depict and label all pertinent existing and future (MS&R) right of way information on one sheet, in accordance with DS 2-05.2.4 D 2 and DS 2-05.2.4 E & F and Rezoning Condition # 15;
10. Depict the Major Streets and Routes (MS&R) sight visibility triangles (SVT's) on sheet 1. Future SVT's originate at the future curb location which must also be depicted on the plan (DS 2-05.2.4 I, R & DS 3-01.5.0);
11. Address and identify construction of new vertical curb along Westmoreland Avenue, in accordance with rezoning condition #7. Contact Tucson Department of Transportation (TDOT) for Public Improvement permit requirements at 791-5100 (DS 2-05.2.3 C & 2-05.2.4 L);
12. Rezoning condition # 17 stipulates that any existing damaged sidewalk be replaced with new sidewalk along the Westmoreland Avenue frontage, and that a new curb access ramp be installed at the corner of St. Mary's Road and Westmoreland Ave., adjacent to the site. Depict, label and dimension new FIVE (5') foot wide sidewalk (Westmoreland Ave frontage), 2' from back of curb, and a new curb access ramp in accordance with Pima County/City of Tucson (PC/COT) Standard Detail 207 (DS 3-01.3.3 A & DS 2-05.2.4 L);
13. Address roof drainage direction(s) and associated sidewalk scuppers for conveyance of 10-year flows, minimum, under sidewalk areas (DS 2-08.4.1 E, 2-08.5.1 E and 3-01.4.4 F);
14. Address Rezoning Condition # 9 in a response letter and on Sheet 1. If an egress only is to be designed at Westmoreland Ave., include reference to a directional sign to be installed and maintained at this egress, directing traffic to proceed south onto St. Mary's Rd;

Resubmittal will require a revised Development Plan and Landscape Plan.
