SUMMARY: Engineering Division has reviewed the Development and Landscape Plans, and Hydrology Report submitted. Approvals are not recommended at this time. Please provide a response letter, a revised Hydrology Report and revised Development and Landscape Plans addressing all comments provided below. HYDROLOGY REPORT: 1. Please include the name, address, and telephone number of the client for whom the report was prepared, in accordance with the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM), Section 2.3.1.1.C (Development Standard - DS 10-02.0). 2. Please correct the inconsistency between the labeling for the existing box culvert (9" x 17" x 199' RCBC) on Figure 5, and the text discussion of a 9' x 7'x 80' RCBC, in the "Lopez Wash" discussion/analysis paragraph on page 4. 3. Use of a contributing area factor other than 1 requires sufficient supporting data (e.g. aerial-photographic analysis and field verification). Provide documentation and verification of such additional analysis in a revised report, or revise applicable calculations and labeling, accordingly (hydrologic data sheets, text discussion and figure 5), (DS 10-02.0, Sec. 4.2). DEVELOPMENT PLAN: 1. Those areas subject to flooding from flows smaller than 100 cfs shall be identified and labeled with flow arrows (DS 10-02.0, Section 2.3.1.4 C 2). 2. Each significant concentration point along with its peak discharge and contributing drainage area(s), shall be labeled (DS 10-02.0, Section 2.3.1.4 C 4 & DS 2-05.2.4 H 7 - offsite acceptance point). 3. Include a symbol with descriptions for the following items, in the legend (DS 2-05.2.1 J): a) the symbol for the found 2" BCSM and ¼" IP in the 18th Street right of way; b) lot/property corner symbols; c) proposed TC/Gutter grade symbol ( this symbol appears identical to the lot/property corner symbol, and should be revised for differentiation between the two); d) The line provided for right of way dimensioning. 4. If a registered professional (such as a surveyor, architect, engineer) prepared the plans, provide applicable registration or license number along with the seal and signature of the professional (DS 2-05.2.2 A 2). 5. Revise the third word under drainage note (#7) - "and" to read "any" (DS 2-05.2.2 C 1 a). 6. Identify/label the type of line from which right of way dimensioning is provided - such as survey or monument line, section line, construction centerline, right of way centerline, etc., and identify whether a half- or full right of way is dimensioned. Depict and label type and dimensioned width of paving (DS 2-05.2.3 C). 7. Clarify and revise if necessary, the City Field Book and Page referenced under General Note 13 (DS 2-05.2.3). 8. Depict and label existing conditions on the adjacent properties that may affect this project. Particular consideration should be given to elevations/contours on the upstream property, east of the subject parcel (DS 2-05.2.3 H). 9. Depict and label new 5' sidewalk to be constructed in the public right of way (18th St.), 2' from back of curb (DS 3-01.3.3 A), and provide dimensions from street monument line(s) to curb, sidewalk, and all utility locations - fully labeled (DS 2-05.2.4 D 2). 10. Please ensure all easements are clearly depicted, dimensioned and labeled, with recording information provided on the plan - see additional requirements outlined for these Development Standards (DS 2-05.2.3 B & D, 2-05.2.4 G). LANDSCAPE PLAN: 1. Provide a note for water harvesting maximization in all landscape areas, in accordance with the City's Land Use Code (LUC), Sec 3.7.4. 2. Submit a revised landscape plan reflecting all Landscape Review Section comments and applicable Development Plan revisions made in response to all review comments provided for this submittal. GENERAL COMMENTS: Additional comments may be necessary upon resubmittal, depending upon the nature and extent of revisions that occur to the plans. *A right of way permit will be required for any work in the public right of way. Contact Tucson Department of Transportation - Permits and Codes Section at 791-5100 for questions/inquiries. *A grading permit may be required for this development. If, based on the growing characteristics of the type of plant used, the ultimate width of the vegetative screen will be greater than three (3) feet, the vegetative screen must be sufficiently set back from the landscape border to accommodate the wider growth." Also, verify that the vegetative coverage exceeds fifty percent. Per DS 2-06.3.7 "The use of vegetation to satisfy the screen requirement is allowed only to provide for alternative treatment and is not in any way meant to imply that the vegetative screen can also be used to meet the landscape (coverage) requirement. 4) The native plant preservation application is not approved. There is one existing Acacia greggii at or near the property line along 18th. Revise the landscape plan to show this existing plant as preserved-in place or provide 2:1 mitigation if it is to be removed. Revise the application as necessary. |

Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is January 18, 2006. 2. For clarification purposes please indicate in the response comments why this site has been submitted as development plan. I could not find anything that requires a development plan submittal, review, and approval. Also please clarify if the parking lot is an expansion of parking areas for any of the adjacent sites. How is access provided to the development along the north side of the proposed parking lot? It appears that the development is landlocked unless an ingress/egress easement has been reserved over the proposed parking lot. 3. Submit a copy of the subdivision plat S01-002 referenced in the title block. If this plan is for a re-subdivision of land as approved and recorded by the previous plat Project number S01-002 this plan must be recorded as a lot split or possibly a record of survey. Please clarify. DS 2-05.2.1.G and DS 2-05.2.2.B.8 4. If applicable list any subdivision or rezoning case numbers as reference in the lower left right corner of all plan sheets. DS 2-05.2.1.K 5.
