The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. Flow from this proposed project would not cause any flow or effluent quality limits to be exceeded. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

Based on the evaluation of project D03-0044, this project would qualify for Participating sewer connection fee rates.

ALL SHEETS. Add the project number, D04-0038, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

SHEET SPT.1A. Revise General Note 44 to read as shown below and fill in the blanks appropriately

SHEET SPT.1A. Add the following General Note

ANY RELOCATION, MODIFICATION, ETC., OF THE EXISTING UTILITIES AND/OR PUBLIC IMPROVEMENTS REQUIRED BY THIS DEVELOPMENT WILL BE AT NO EXPENSE TO THE PUBLIC.

SHEET SPT.1A. Delete General Note 45 as it is a duplicate of General Note 31.

SHEET SP 1.2. Show the size and the Pima County plan number for the existing public sewer on Broadway Boulevard.

SHEET SP 1.2. Clearly differentiate which sewers are existing public sewers, existing private sewers and proposed private sewers.

SHEET SP 1.2. Label manholes with “NEW” or “EXISTING”, rim elevation, invert elevation(s) and their number (if one has been assigned to them).

SHEET SP 1.2. Show the size, slope and length of the proposed private sewers.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $100.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

The Engineering Division has reviewed the Development Plan (DP) for the In-N-Out Burger at El Con and does not recommends approval at this time.

1. The solid waste enclosure configuraton does not meet the requirements of the development standards. Two conditions must be met in order for this configuration to be approved.
a. Provide an approval letter from Environmental Services. Contact John Clark at Environmental Services.
b. Provide an area dedicated to staging each of the solid waste containers while the others are serviced by the collection vehicle. Staging of the containers in the PAAL/driving lanes or in parking areas will not be accepted.

Submit a revised development plan.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is December 21, 2005.

2. This project has been assigned development plan case number D04-0038. The development plan case number must be noted near the title block in the lower right corner of each sheet on all plans. Replace the old D03-044 number with the new development plan number where applicable. (D.S. 2-05.2.2.B.2)

3. The tabulations block located in the middle column on sheet SPT1 do not appear to add up correctly. Please re-check and contact me for further clarification.

4. Provide necessary documentation/plans to the Building Official to verify compliance with rezoning condition 15. Written approval by the Building Official must be forwarded to the Zoning Review Section prior to development plan approval.

5. Revise general note five on sheet SPT.1A as follows: add development plan case number D03-0044 as a previous case number and not current. The current number is listed in above comment two (2).

6. Per D.S. 3-05.2.1.C.2.a, a sidewalk is not allowed to cross a vehicle stacking area. Relocate sidewalk to Broadway.

7. Per D.S. 2-08.4.1.A, at least one (1) sidewalk shall be provided to each street the project has frontage. Provide sidewalk from building to Dodge.

8. Label and dimension vehicle stacking spaces for drive-through lane in conformance with D.S. 3-05.2.1C.2.

9. Detail handicap parking space, access aisle, ramp, and post disabled parking sign. (ICC/ANSI A117.1-2003)

10. Label and dimension existing and future right-of-way, sight visibility triangles, and curb location on sheet SP1.2.

11. Dimension building setback from Broadway back of future curb location.

12. Explain what the area west of the trash enclosure is for and label if required.
