The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. Flow from this proposed project would not cause any flow or effluent quality limits to be exceeded. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

Based on the evaluation of project C12-88-09, this project would qualify for Non-Participating sewer connection fee rates.

ALL SHEETS. Add the project number, D04-0037, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Revise General Note 15 to read

ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT AT THE TIME OF SUBMITTAL OF PLUMBING OR BUILDING PLANS.

As found in the Pima County Development Plan Requirements, section J.2.b, please revise General Note 20 and fill in the blanks appropriately.

THIS PROJECT HAS ____ PROPOSED AND ____ EXISTING WASTEWATER FIXTURE UNIT EQUIVALENTS, PER TABLE 13.20.040(F)(1) IN PIMA COUNTY CODE 13.20.040(F).

The sewer layout does not differentiate which sewer is existing and which sewer is proposed. Please use different line types to differentiate between proposed private sewers, existing private sewers and existing public sewers.

Development Plan Requirements indicate that the sewer design must be shown all the way to the point of connection to an existing public sewer. Please revise the design accordingly and include the Pima County plan number and the size of the existing public sewer.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $50.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. Engineering has reviewed the received items and does not recommend approval of the Development Plan or the Drainage Report at this time. The Drainage Report was reviewed for Development Plan purposes only.

DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No. 10-02.2.3.1.3: On page 2 of report, further describe existing and proposed conditions on site in last paragraph. Clarify the two hydrologic data sheets - both are labeled as existing conditions.
2) DS Sec.2-05.2.4.I: A soils report will be necessary for recommendations and assessment of soils for the site.

DEVELOPMENT PLAN COMMENTS:
3) DS Sec.2-05.2.1.H: Provide contour interval next to scale and north arrow.
4) D.S.Sec.2-05.2.2.A.2: List the address and telephone number of the person / firm that prepared the development plan.
5) DS Sec.2-05.2.1.J: For legend, address and clarify the following:
a) Differentiate existing and proposed spot elevations.
6) D.S.Sec.2-05.2.4.H.4: Indicate proposed and existing pavement/ground elevations in PAAL between lots. Spot elevations do seem to match; clarify future grading and site drainage at this location.
7) DS Sec.2-05.2.1.K & 2.B.8 & 2.B.9: Applicable rezoning case numbers should be listed in the lower right corner, next to the title block. Verify whether case numbers listed on Apache Business Park plat are applicable at lower right hand corner of sheet. Provide status of rezoning conditions for items G & H.
8) D.S.Sec.2-05.2.3.A: Provide the following boundary information:
a) Provide north boundary distance as shown on Bk42 pg66.
b) Label line bearing for section 31 per Final Plat for Apache Business Park.
c) Label BCSM at intersection of Calle Capote and Fair Street.
d) Assure that all text is legible - some text overlap is shown.
9) D.S.Sec.2-05.2.3.B: The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement is to occur prior to issuance of permits. Specifically check to see that any easements from the Bk42 pg 66 are shown on the Development Plan. List 1' no access easement with docket and page.
10) D.S.Sec.2-05.2.3.D & E: The following information regarding existing utilities shall be provided. Assure all existing utilities (gas, TEP, sewer, electric) and all easements are delineated and labeled on the plan view with any applicable dimensioned widths and invert elevations, as well as existing sewer rim elevations. Provide dimensions for water easement at north side of project.
11) D.S.Sec.2-05.2.3.C: The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.
a) Provide right-of-way information for Fair Street including recordation data, dimensions, and docket/pages.
b) Provide information regarding common area A for the private street on north side.
c) Provide standard detail reference for driveway apron. Provide at minimum width for entrance; dimension.
12) DS Sec.2-05.2.4.S: Width of entrances shall be constructed to meet maneuverability of emergency vehicles.
13) DS Sec.2-05.2.4.L: Label standard detail for accessibility ramps for sidewalks.
14) DS Sec.2-05.2.4.T: Explain proposed solid waste pick-up. Provide maneuverability for solid waste vehicles to avoid entering traffic conflicts.
15) DS Sec.2-05.2.4.G: Explain and label cross access easements.
16) DS 2-03.2.4 F: Provide 5-foot wide sidewalk along Apache Park Place. For detail 2, show proposed curb at Apache Park Place.
17) DS Sec.2-05.2.4.H.2: Clarify elevations in landscape area to show how water harvesting for basin requirements are achieved. For detail 2, replace "weep hole" with "wall opening" unless a retaining wall is proposed.
18) DS Sec.2-05.2.4.H.3: Keynote 29 indicates an electric utility box in basin area; explain and show how utility boxes will be excluded from the basin area.
19) DS Sec.2-05.2.4.R: Provide lengths of SVT dimension along edge of paving/curb, not along diagonal legs of triangles.
20) DS Sec.2-05.2.4.V: Indicate location and type of postal service to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.
21) Please acknowledge that a separate grading permit application submittal will be required for development of the site once the Development Plan is approved. Scupper invert elevations, as well as, size and spacing of wall openings will be required at grading plan review stage. A Right-of-way Use Permit may be needed; contact Permits and Codes at 791-5100.
