11/03/2004 | TIM ROWE | PIMA COUNTY | WASTEWATER | Denied | November 2, 2004 TO: Kim B. Acorn Acorn Associates Architecture Ltd. THRU: Craig Gross City of Tucson, Development Services Department FROM: Dickie Fernández, E.I.T. Pima County Development Services Department Development Review Division (Wastewater) SUBJECT: Saint Paul’s United Methodist Church Development Plan – 1st Submittal D04-0033 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Please be aware that Pima County Development Services Department has a new development plan checklist. This checklist can be found at http://www.pimaxpress.com/SubDivision/Documents/DevPlanReq.PDF for assistance when preparing a development plan. This project will be tributary to the Ina Road Water Pollution Control Facility via the Pantano Interceptor. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. Flow from this proposed project would not cause any flow or effluent quality limits to be exceeded. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. Based on the evaluation of the existing public sewer that serves this site, this project would qualify for Non-Participating sewer connection fee rates. ALL SHEETS. Add the project number, D04-0033, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. SHEET DP2. Delete General Note 10 as it is included in the Utility Notes. SHEET DP2. Add the following notes THIS PROJECT HAS ____ PROPOSED AND ____ EXISTING WASTEWATER FIXTURE UNIT EQUIVALENTS, PER TABLE 13.20.040(F)(1) IN PIMA COUNTY CODE 13.20.040(F). ANY WASTEWATER DISCHARGED INTO THE PUBLIC SANITARY SEWERAGE SYSTEM SHALL MEET THE REQUIREMENTS OF THE INDUSTRIAL WASTE ORGINANCE (PIMA COUNTY ORDINANCE NO. 1991-140, AS AMENDED). A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents. The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $50.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter. For any questions regarding the fee schedule, please go to http://www.pimaxpress.com/SubDivision/Documents/Fees.PDF where you may find the appropriate wastewater review fees at the bottom of page 1. If the number of sheets changes, please adjust the review fee accordingly. If you have any questions regarding the above mentioned comments, please contact me. Sincerely, Dickie Fernández, E.I.T. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for full CDRC review. The one year expiration date for this development plan is October 7, 2005. 2. Revise location map to be at a minimum scale of 3" = 1 mile (as stated on the plan). Revise legal description in location map to read "R. 13E". DS 2-05.2.1.D 3. Revise general note 1 on sheet DP2 to read "Existing zoning is RX-1, proposed zoning is R-3." DS 2-05.2.2.B.1 & B.2 4. In the development data revise the total building area given below the square footage of the multipurpose building to be called simply "total" rather than "subtotal existing", since the multipurpose bldg. does not yet exist. 5. Indicate the location on the drawing (sheet DP1) of the new class 2 bicycle parking spaces to be provided near the proposed multipurpose building. DS 2-05.2.4.Q 6. Add a loading zone calculation stating that no loading zones are required or provided. DS 2-05.2.4.O LUC 3.4.5.1 7. List the conditions of development for annexation case number C9-84-84, from zoning ordinance 6143 on the d.p. DS 2-05.2.2.B.7 8. The pedestrian circulation system must be continuous and connect all areas of the development, providing connections between the building and sidewalks along the adjacent street frontages. Refer to sidewalk locational requirements in Development Standards Sec 2-08.4. Label and dimension all sidewalks clearly on the plan. DS 2-08.4.1 10.
