Tucson Electric Power Company (TEP) has reviewed the plans dated July 2, 2004. TEP is unable to approve the plans at this time. There are existing electrical facilities within the boundaries of this project. In order for TEP to approve the plans, the facilities and easement recording information must be depicted on the plans.

Enclosed is a copy of a TEP facility map and the development plan showing the approximate location of the existing facilities. The existing transformers is in conflict with the new building. All cost associated with the relocation of the facilities in conflict will be billable to the developer.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Aviation Corridor to Southeast Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

Based on the evaluation of the reference project S00-022, this project would qualify for Non-Participating sewer connection fee rates.

ALL SHEETS. Add the project number, D04-0028, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

SHEET 2. Add a General Note that states:

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS.

(with these blanks appropriately filled in per Table 13.20.040(F)(1) in Pima County Code 13.20.040(F).)

SHEETS 4-7 & 11. The development plan must clearly show which sewers are new and which are existing. Per the PCWMD's basemaps, most of the private sewers shown on the site as "new" are actually existing, and only a very few of the sewers shown will truly be new. Show the proposed new sewers bolder than the existing sewers and make sure that all labels are appropriate.

SHEETS 4-7 & 11. Show the plan number for the existing private sewers.

SHEETS 6 & 7. Show the correct manhole number (and its associated public sewer plan number) for the manhole in existing public sewer line G-71-045, where the existing public and private sewers serving this project connect to sewer line G-71-045.

SHEETS 6 & 7: All lettering on a development plan should be oriented to the bottom or one of the sides. Revise how the size of the existing public sewer line in Wilmot Road has been shown so that the lettering is oriented to the bottom of the sheet, and the sewer plan number is shown in the plan view.

SHEETS 6 & 11. The size of the proposed new private sewers shown on Sheet 6 does not match that shown on Sheet 11. Revise as necessary. As you have shown two grease interceptors on the plans, 6" sewer pipe is recommended between the point where the three BCS lines come together to the point where they connect to the existing sewers.

Note: A manhole must be installed at each point where 6" sewers change direction.

SHEETS 6 & 11. A existing 6" sewer stub has been shown on Sheet 11. A manhole must be installed where the existing sewer stub connects to the existing private sewer lines for maintenance purposes.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the development plan / tentative plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $200.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

08/03/2004 JOHN CLARK ENV SVCS REVIEW Denied Conversion of one building pad into space for three building. Following are the review comments for the refuse service:

Enclosure detail sheet 3
No sidewall protection
No doors shown
A 14' x 40' service area required at a max two
percent slope in front of the enclosure.
Require a callout of the size of the WWF for
approach concrete pad.

Note: Of the three buildings two are shown as fast
food restaurants.
Fast food refuse service normally requires space
for two dumpsters. (One for garbage and one for
recycling.)
Fast food usually has a grease container that cannot
be stored in the clear area of the enclosure.
If the property owner controls the enclosure the one
enclosure may work. Normally businesses control their
own containers and with two restaurants the one
enclosure is probably not sufficient.

Following are the review Comments for the refuse service for the development:
Enclosure detail does not show any doors or side
wall protection.
Enclosure requires ten (10) foot clear area between the
side wall bollards.
No refuse service shown for the self-storage area.
No provisions shown for recycling service.

Note: If any of the proposed pads are for a restaurant they usually have space for two dumpsters and require a space for a grease container.
