1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for full CDRC review. The one year expiration date for this development plan is May 6, 2005.

2. In the parking calculation add a statement of how many parking spaces are required and how many are provided. While the number of fixed seats proposed in the chapel indicates that 55 vehicle parking spaces are required, it appears that, based on the drawing, 196 spaces are provided rather than 192.

3. General Note 4 indicates a Board of Adjustment variance is being sought for the steeple height, which is proposed at 67 feet. The maximum allowed height for a church in the C-2 zone is 40 feet, while design elements such as steeples may be up to 50 feet (10 feet above allowed structure height). Development Plan:

1. Please provide North arrow and scale per D.S. 2-02.2.1.
2. Please include a response letter to the comments along with the corrected copies of the DP.
3. A separate grading submittal is required.
4. Show all drainage structures/systems on the DP.
5. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. This review was performed for Development plan purposes only.
3. Please include, in the DR, that you have reviewed and agree with the data from the DR entitled Hydrologic/Hydraulic Report for Pueblo Estrella (Parcel "H-H" at Rita Ranch).
4. An analysis beginning at the existing CRBC and upstream along the entire 60" SRP is warranted to determine the tail water for the proposed 60" pipe.
5. The text also calls out that the drop inlet structure is 12' deep, yet the details and plan views show +/-8'. Please explain.
6. Will the existing off site concrete channel for Pueblo Estrella be effected by the new drop inlet?
7. A gap between the existing channel to the South and the new drop inlet is shown on plan view but the detail shows no gap. Please correct.
8. A manhole is required for storm drains in excess of 45" in diameter every 500' per S.M.D.D.F.M. Chap. 10.9.1.8.
9. Descriptions of the cross-sections in the text do not match the cross-sections on figure 2.
10. Please show the southern most entrance above the drop inlet in the cross-section and the amount of ground cover , also call out the amount of ground cover for the North entrance as well.
11. Show the project/administration address on the cover of the Drainage Report.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor.. Per Pima County Wastewater Management Planning Services, treatment and conveyance capacity in the downstream sewerage system exists for this extremely small project. The additional flow from this project should not cause any flow or effluent quality standards to be exceeded.

Based on our records for Rita Ranch, this project would qualify for the Participating sewer connection fee rate. However, a final determination of this status cannot be made until approval of the sewer construction plans and/or preparation of a sewer service agreement.

All Sheets: Add the development plan case number, D04-0017, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Only Sheet SD1 was submitted to this office for review. Submit all three sheets of the development plan to this office when you make the required resubmittal. We will not charge a review fee for those sheets, if they do not show information pertaining to the proposed sewers. In the following comments, we have assumed that all information regarding the sewers will be shown on Sheet SD1. If that assumption is incorrect, please show the requested information as appropriate.

Sheet SD1: There are no on-site public sewers. Revise General Note 13to state:

THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet SD1: Add a General Note that states:

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS.

(with these blanks appropriately filled in per Table 13.20.040(F)(1) in Pima County Code 13.20.040(F).)

Sheet SD1: Add a General Note that states:

A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.

Sheet SD1: Show the plan number (G-84-089) for the existing 10' public sewer line in Rees Loop.

Sheet SD1: Show the Building Connection Sewer (BCS) labeled with its size and the letters BCS. The entire length of the BCS needs to be shown.

No further review comments can be made until these features have been shown.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If sewer information is shown on either of the other two sheets, please adjust the review fee accordingly.
