Development Review Division (Wastewater) SUBJECT: Highlands Free School Development Plan – 1st Submittal D04-0010 The above-referenced project has been reviewed on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use: This project will be tributary to the Roger Road Wastewater Treatment Facility via the Aviation Corridor to Santa Cruz Interceptor. The amount of available treatment and conveyance capacity in these facilities for proposed development is extremely limited, but there is sufficient treatment and conveyance capacity in these facilities for this extremely small project at this time. The additional flow from this proposed project would not cause an flow of effluent quality limits to be exceeded. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. Based on our evaluation, this project would qualify for Non-Participating sewer connection fee rates. ALL SHEETS. Add the project number, D04-0010, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. Sheets 2: Show all existing public sewer lines on, and within 100’ of, the boundaries of the development. Label each existing public sewer line with its size and plan number. Sheet 2: Show the existing private sewer lines serving the existing building and how it connects to the public sewer network. Sheet 2: Show how the proposed private sewer will connect to the existing public or private sewer lines. Sheet 2: Use different linetypes for the public and private sewer lines, so that they can be readily told apart. Show the proposed private sewer line more boldly than the existing public and private sewer lines. Sheet 1: Revise the legend to show and describe the different linetypes (and line weights) used to depict the existing public sewers, existing private sewers and proposed private sewers. A complete set of revised bluelines, and a response letter, addressing these comments is required. Additional comments may be made during the review of these documents. The next submittal of this project will be the 2nd submittal. A check for $50.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter. SUMMARY: Engineering Division has reviewed the subject Development Plan, Landscape Plan and Drainage Report. Approvals of the Development and Landscape plans are not recommended at this time. The drainage report is approved for Development Plan purposes. Please provide a response letter to the comments provided below and address all comments on revised Development and Landscape Plans. DEVELOPMENT PLAN: 1. Depict and identify the Arroyo Chico Watercourse on the project-location map, in accordance with Development Standard (DS) 2-05.2.1 D2. 2. Please ensure all easements are clearly depicted and labeled, with recording information provided on the plan - see additional requirements outlined for these Development Standards (DS 2-05.2.3 B & D, 2-05.2.4 G). 3. Correct the City Field Book number referenced, and provide confirmation of the basis of elevation's existence. The reversible lanes have been eliminated on Broadway Blvd., and the corresponding signals and bases may no longer be in place (DS 2-05.2.3 E). 4. Please ensure all dimensioning from street monument lines to curb, sidewalk, and all utility locations is provided, fully labeled (DS 2-05.2.4 D 2). 5. Show all right of way dedications on or abutting the site and label accordingly. Specifically, indicate whether the alley identified still exists as a public alley. If so, revise the plan accordingly, if vacated, provide recording information on the plan (DS 2-05.2.4 E). 6. Identify all existing sidewalks along Highland Ave. and 15th Street rights of way (DS 2-05.2.4 L). 7. Omit or revise keynote #'s 16 and 25 (on sheet 2) at the proposed driveway entrance, and provide a note for construction of a new driveway apron, as indicated on sheet 3, in accordance with City of Tucson/ Pima County Standard Detail 206 (2003 Edition), at this location. 8. Depict and label sight visibility triangles at 15th street ingress/egress (DS 2-05.2.4 R). 9. Depict a centralized onsite refuse provision, vehicle maneuverability and access for the proposed dumpster(s), and provide a typical enclosure detail, fully dimensioned and labeled (DS 2-05.2.4 T). Onsite refuse provision development standards, including dumpster placement, access to and from, enclosure and bin requirements, etc., can be found in DS 6-01.0. 10. Address roof drainage direction(s) and depict and label roof downspout locations and associated sidewalk scuppers for conveyance of the 10-year rainfall event at a minimum, under sidewalk areas (DS 2-08.4.1 E and 3-01.4.4 F). 11. Remove General Note # 13 (Sheet 1). Prior to any grading activity, a grading permit application and approved grading plans may be required for this development. 12. Please address the existing alley identified on the western perimeter of the site, and provide any vacation, abandonment, or purchase information, with recording information on the plan. If the alley is still public, the plan must be revised to omit incorporation of this area on the site. See any additional Zoning Review comments relating to this matter. GENERAL COMMENTS: 1. The consultant may wish to omit Streets and Roads Note number 1, as no new roads are proposed under this site development. 2. Omit General Grading Notes 13 and 14 on sheet 3. LANDSCAPE PLAN: 1. Demonstrate water harvesting in landscape areas to the maximum extent reasonably possible, per Land Use Code, Section 3.7.4, and SMDDFM, Sec. 14.2.10. 2.
