Development Plan:

1. Provide boundary data including bearings and basis of bearing and distances in feet. (DS 2-05.2.3.A)

2. Show cross access easement for solid waste pickup. The two adjacent projects must provide for access to the solid waste collection vehicles. See figure 1 of Development Standard 6-01 for maneuverability diagrams. The solid waste collection vehicles require a 50-foot outside turning radius and a 36-foot inside radius.

COMMENTS

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is March 15, 2005.

2. Per a conversation with Lonny Rollins, this reviewer acknowledges that an assessment of the West Point Crossing development is being made at this time. The assessment is being made in order to provide the COT Development Services Department with an accurate depiction of the as-built conditions including the new development for lots 3 and 4 and ongoing construction or development. I would also like to add that at the time of approval of the development plan on Lot 4 it was agreed by this department and the developer that prior to issuance of a building permit for the development on said lot, the requested as-built drawings would be submitted to the Development Services Department for review and archives. Upon verification and approval of the updated drawings the hold on building permits will be removed.

3. Please include in the title block a brief legal description. DS 2-05.2.1.G.2

4. Please reference all applicable subdivision, development plan case numbers in the lower right corner next to the title block of the first sheet. The reference numbers were listed on sheet two but appear to have been crossed out prior to submittal of the development plan packets. DS 2-05.2.1.K

5. Replace the words Client/Project with Owner /Developer. DS 2-05.2.2.A.1

6. Add the following to general note 3: General Merchandise DD "31", Subject to Section 3.5.9.2.A.

7. This project has been assigned the development plan case number D04-0008. Please reference the case number in the lower right corner next to the title block of all plan sheets. DS 2-05.2.2.B.2

8. Provide the lot boundary information including bearings in degrees, minutes and seconds with distances in feet and hundredths of a foot. DS 2-05.2.3.B

9. Label the width of the PAAL entrance. The minimum width for two-way traffic is 24 feet. Label as required.

The retaining wall adjacent to the back-up spur must be relocated a minimum of three feet from the back-up spur curb. The radius of the back-up spur must be labeled. Per D.S. 3-05.2.2.B, a three-foot radius is required with an additional three clearance behind the curb. Label the back-up spur dimension and label the three-foot distance that must be provided between the back-up curb and the retaining wall. (The top of the retaining wall is approximately 2.06 feet higher than the top of the back-up curb.) Revise as required. DS 2-05.2.3.D.3

10. If applicable, all proposed easements must be drawn labeled and dimensioned. Indicate if the easement is private or public. DS 2-05.2.4.G

11. This plan does not demonstrate how the pedestrian circulation connects to the development to the east of lot 3. The proposed sidewalk stops short of the access ramp at the PAAL entrance. Connectivity must occur and must be demonstrated on the plan.

The access ramp at the northwest corner of the building is depicted with an extruded curb and will not provide for a safe transition onto the sidewalk that would lead the pedestrian along the west side of the building. A different type of access ramp is suggested in order to comply with the maximum slope and transitions.

Clarify where the sidewalk along the north side of the building will lead a pedestrian. It appears that the sidewalk stops at the northeast corner and per the drawing it does not connect to a crosswalk or existing or proposed sidewalk.

Dimension the areas around the bicycle parking locations on the site plan or depict the conditions with dimensions on the bicycle parking detail drawings. Also, indicate the type of lighting for security proposed for the bicycle parking areas. DS 2-05.2.4.K and DS 2-05.2.4.Q

12. At least one handicapped vehicle parking space is required for this project. Per the plan two handicapped spaces have been provided. One of the spaces must be a van accessible space with an eight (8) foot wide access aisle. Per the plan the access aisle appears to be five (5) feet wide. Please revise the plan and detail drawing as required. DS 2-05.2.4.P

13. If applicable indicate the type of postal service proposed, freestanding pedestal, inside delivery etc. draw and add keynote based on the proposed type. DS 2-05.2.4.V

14. If applicable. Draw and label all proposed freestanding signage on the site. DS 2-05.2.4.W

15. A hold on the issuance of building permits on Lot 3 as has been placed on Lot 4 will placed until the as built drawings which should include all on going development and proposed development on lot 3 and 4. See related comment 2.

The above-referenced project has been reviewed on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

1. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

2. ALL SHEETS. Add the project number, D04-0008, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

3. SHEET 1. Add project reference numbers S99-054, CD9-90-17, C9-90-17 and C9-78-54 to the title block.

4. SHEET 1. Based on our evaluation, this project would qualify for Non-Participating sewer connection fee rates.

5. SHEET 1. Include the number of proposed fixture units. Based on this number a Sewer Service Agreement may be required.

The second submittal will include 2 revised sheets and a check for $100.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.
