The Engineering Section has reviewed the Development Plan (DP) for the Family Dollar Store and conditionally recommends approval. The drainage report is accepted for Development Plan Purposes only. The grading permit submittal must include the following: 1. Clearly indicate the extent of the graded area in square feet. Include any disturbed areas in the future development area and in the right-of-way. If the total area exceeds one acre a stormwater pollution prevention plan, meeting the requirements of the AzPDES Construction General Permit is required. Guidance for preparing a SWPPP is available from ADEQ at www.adeq.state.az.us/function/forms/appswater.html#cgp. 2. Provide the results of percolation tests or otherwise show that all of the retained volume in the basins will be disposed of within 12 hours. 3. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. SHEET C-0. Include the following four General Notes ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS. The Design Guidelines Manual states this should be done through four-sided architecture. Please submit elevations of all four sides of the proposed building. Please design side and rear building façades with attention to architectural character and detail comparable to the front façade. The resubmittal states that these requests have been shown in the architectural submittals. We did not receive a copy of the architectural submittals. Please provide the department of Urban Planning and Design with a copy of the architectural submittal. The Design Guidelines Manual states that dumpsters shall be screened with masonry walls and landscaping. Additionally, it states that the landscape screen around dumpsters shall consist of material such as tile, stone, or brick and plantings up to six-feet high. It also states that the screen walls should be constructed with graffiti-resistant materials and encourages shared dumpsters. Your resubmittal states that the dumpster enclosure shall be built to C.O.T. D.S. 2-05.2.4.T and D.S. 6-01. Please indicate what type of screening material will be used, and what type of plantings will be provided next to the screen wall. Provide a detail of lighting and a note to the General Notes on the Development Plan that reads “All lighting shall be directed down and away from adjacent residential properties.” The resubmittal states that these requests have been shown in the architectural submittals.
