The subject submittal has been reviewed. The Drainage Report is generally acceptable, however, from past experience with the Pantano Wash, Pima County Flood Control district will not accept a bank protection toe down that is less than 10' deep. Revise the Drainage Report accordingly. Additionally, the Development Plan must be revised to show the proposed soil cement bank protection.

Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Plan where the revisions were made.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Sheet DP1: Revise General Note 10 to state:

THE ON-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS-OF-WAY, WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet DP3: As previously requested, label the existing 25’ public sewer easement along the south boundary of the property by Docket 5042, Page 516. this easement is also a 25’ public water easement by Docket 4835, Page 623.

Sheet DP3: Show the proposed new private sewer lines and manholes without labels on this sheet, or remove the existing private lines show on this sheet.

Sheets DP3, DP7, and DP8: Change PUBLICE to PUBLIC in the labels for the public sewer lines in the legends on these sheets.

Sheets DP3, DP7, and DP8: As previously requested, show the length of the proposed private sewer lines. The length of each proposed sewer line, should be shown in the labels, with the size and the slope of the sewer line.

Sheets DP3 and DP 7: The existing public sewer line in the Speedway Boulevard right of way is 33", rather than 18" as shown. Revise as necessary.

Sheets DP3 nd DP8: What are you proposing to do with those portions of existing private sewer line PV-78-150 that lie under Pad 3 and the Lowe's HIW? These lines are labeled as, TO BE RELOCATED, but no relocation of these private sewer lines have been shown. If these are lines as to be abandoned without relocation, label them as TO BE ABANDONED. If these line are to be abandoned with relocation, show how and where they will be relocated.

Sheets DP3, DP7, and DP8: It is our understanding that the existing sewer lines that extend from the site to the public sewer mains in the Speedway and Kolb road rights of way, are a part of existing private sewer line PV-78-150, and therefore need to be shown using the linetype for EXISTING PRIVATE SEWER TO REMAIN.

If you have information to the contrary, please provide documentation of this information in your response.

Sheets DP3 and DP 8: Show how Pad 3 will be sewered. It appears that a significant portion of existing private sewer line PV-78-150 will need to be shown as EXISTING PRIVATE SEWER TO REMAIN, rather than EXISTING PRIVATE SEWER TO BE REMOVED.

Sheet DP7: Show the HCS from Pad 1 and how it will connect to the existing or proposed sewers.

Sheet DP3 and DP&7: Item 12 of our April 30, 2004 review letter was not adequately addressed. Your response letter states that the pad involved in this item is not part of the Lowe's site. That may be, but the development plan includes Pads 1-3, in addition to the Lowes HIW site.

Aerial photos taken in 2001 do not show the 12' x 35' loading zone near Pad 1, but whether this loading zone is a new feature or not is immaterial. Parking is not an acceptable use within this public sewer easement, because the parked vehicles may prevent Pima County Wastewater Management's vehicles from accessing the existing manhole on the bank of the Pantano Wash.

The Pima County Wastewater Management Department will allow the 12' x 25' loading zone in the existing 25' public sewer easement, only if the vertical curbing at the east end of the loading zone is replaced with removable bollards, and the paved surface is extended to the existing public sewer manhole in the southeast corner of property.

Please note that this may be a win-win situation for the owner of Pad 3 in the long run, as your letter states that this manhole is in a landscape area for that pad. Pursuant to the accessibility section of PC/COT Standard Detail WWM A-3, PCWMD will assume no liability for damage to, or removal of any vegetation, . . . placed within the easement or within 20' above the surface of the easement by anyone other than Pima County or their contractor.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third (3rd) submittal. A check for the review fee of this submittal in the amount of $$117.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
