The subject submittal has been reviewed. All previous Engineering comments have been satisfactorily addressed. However, the Drainage Report does not address COT Transportation Department comments concerning replacing the existing Gabion Bank protection with soil cement.

Submit a revised Drainage Report that addresses the soil cement bank protection and revise the Development Plat accordingly. Additionally, the Development Plan must be stamped by a registered civil engineer to certify the drainage and floodplain information.

This Office assumes that the revised SWPPP will be submitted with the Grading Plan.

Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Plan where the revisions were made

Conditions 15 and 17 are repeated. Please remove the duplicates.
04/20/2004 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the plans to eliminate conflicts between planters, outdoor sales areas, and the required pedestrian areas in front of the Lowe's buidling.

The sidewalk southwest of the entrance does not provide the required 8' wide clear area due to the location of the trees and the display area.


2) Revise the plans to comply with SE conditions 8 & 10.

Condition 8 also applies to parcels 10A, 10B, 13 & 14.
Show any required corridor dedications or required park development.

Condition 10 would require that the pedestrian area on the west side of the building include shaded walkways and landscape enhancements. The sidewalks should have an
associated three (3) foot wide landscape strip for the entire length per LUC 3.7.9.7.A.5


Resubmittal of all plans is required.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use:


SHEET DP1. Include the following permitting note:

A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA
COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.

SHEETS DP2, DP7 & DP8. For reference, include a north arrow to these sheets.

SHEETS DP7 & DP8. As previously requested, please include the length of each new private sewer line in the layout.

SHEETS DP7 & DP8. These drawing must be very clear as to which of the sewers are:

a. Existing public sewers that will be undisturbed.
b. Existing private sewers to remain.
c. New private sewers to be constructed.

Use different linetypes and weights to show each of these three types of sewer lines. We recommend the following:

Existing public sewer lines: shown using a light solid line.
Existing private sewer lines: shown using a light dashed line.
New private sewer lines: shown using a dashed line, bolder than the light dashed line used for the existing private sewers.

Show an example of how each type of sewer line has been shown in the legend on Sheet DP7.

SHEETS DP7 & DP8. These drawing must clearly show the abandonment of certain portions of the existing private sewer lines. Use “crows feet” and the phrase TO BE ABANDONED to show those sections of sewer line.

SHEETS DP7 & DP8. We have no objections to the existing private sewer lines being used as the Building Connection Sewers for the proposed buildings, but those portions of the existing private sewer lines shown under the building pads should be shown as TO BE ABANDONED as described above.

SHEETS DP7 & DP8: Show the plan number for the existing private sewer lines (PV-78-150).

SHEETS DP7 & DP8: The existing public sewer lines in Kolb Road and Speedway must be labeled with their size and sewer plan number.

SHEETS DP3 & DP7. Per the as-built plans for public sewer line G-75-04, there is a 25’ public sewer easement along the south boundary of the property by Docket 5042, Page 516, and this easement is also a 25’ public water easement by Docket 4835, Page 623. Show and label these easements on both sheets, or provide documentation that they have been released.

SHEET DP1: Add a General Note that states:

THE LANDSCAPING WITHIN ALL PUBLIC SEWER EASEMENTS SHOWN HEREON SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES OF PC/COT STANDARD DETAIL WWM A-4.

SHEET DP3. Show the existing public sewer manhole in the southeast corner of property and the public sewer line in Speedway Boulevard that angles up to this public sewer manhole. This property corner has been shown in the upper right hand corner of the page.

SHEETS DP3 & DP8. Provide a paved surface (within the 25’ public sewer easement) to the existing public sewer manhole in the southeast corner of property. This manhole is over a 33” public sewer line on the bank of a “waters of the United States” and we must be able to drive our sewer maintenance vehicles to this manhole under all weather conditions.

It is our understanding that you may be replacing the existing Gabion Bank protection with soil cement. Please be advised that this must not damage the existing 33’ public sewer line or adversely impact the vehicular access to the manhole over this line in the southeast corner of the property.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third (3rd) submittal. A check for the review fee of this submittal in the amount of $195.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
