The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management (PCWWM) Department. This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use:

1. This project will be tributary to the Santa Cruz East Interceptor and the and the Roger Road Wastewater Treatment Facility. There is currently capacity in the existing downstream sewerage system for this development. This response in not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

2. Based on our evaluation, this project would qualify for Participating sewer connection fee rates.

3. All Sheets: Add the Development Plan case number, D04-001, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers.

4. Add C9-01-15 as a cross reference number.

5. Show the proposed number of Wastewater Fixture Units in the General Notes. Based on that number, a Sewer Service Agreement will be prepared for this project, if required. The signed Sewer Service Agreements should be returned to this office in order to satisfy the necessary requirements needed to approve the Development Plan

6. Show the existing sewer and manholes and provide sewer plan number, size and invert elevation at manholes.

7. Add all appropriate General Notes for private sewers. Refer to the Pima County Development Plan checklist. At minimum include the following:

On-site sanitary sewers will be private and will be constructed, operated and maintained on a private basis. The location and method of connection to an existing public sanitary sewer is subject to review and approval by the Pima County Wastewater Management Department at the time of submittal of plumbing or building plans.

The proposed number of wastewater fixture units is _______.

Any wastewater discharged into the public sanitary sewerage system shall meet the requirements of the Industrial Waste Ordinance (Pima County Ordinance No. 1991-140, as amended).

8. Show the size, length, and slope of the proposed private sewer.

9. Show the proposed connection to the existing sewer with the invert elevation. In addition, label the public sewer with the sewer number and size.

10. We will require a revised Development Plan.

11. The next submittal of this project will be the second submittal. Please include a $50.00 check for the wastewater review fees (made out to PIMA COUNTY TREASURER) with the revised set of bluelines and response letter.

If other sheets are added to the set of plans, or revised in such a manner that the sewer design is impacted, please adjust the review fee accordingly.

SUMMARY: The Development Plan were received by Engineering on January 8, 2004. Engineering has reviewed the received items and does not recommend approval of the Development Plan.

RESUBMITTAL REQUIRED: Development Plan, Drainage Statement

GENERAL COMMENTS


1. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in IBC Chapter 36 Section13.1. This process must be complete prior to Grading Plan approval.


DEVELOPMENT PLAN

The next submittal must address the following items:


1. Per the rezoning conditions (C9-01-15) a drainage statement shall be submitted and approved prior to approval of the development plan. Please note that stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under natural or existing conditions. SMDDFM 12.5, Rezoning Condition 2.

2. Add a general note stating no vehicular access to the alley or directly to Speedway Blvd. Rezoning Condition 1a.

3. Water harvesting techniques shall be utilized by conveying all rooftops and parking area drainage to landscape areas prior to discharging in a public street. Indicate on the development plan water harvesting techniques for this project. Rezoning Condition 3.

4. Add a small, project-location map on the first sheet of the development plan, preferably in the upper right corner. The map should cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. DS 2-05.2.1.D

1. Show the subject property approximately centered within the one (1) square mile area.
2. Identify conditions within the square mile area, such as major streets and watercourses.
3. Section, township, and range; section corners; north arrow; and the scale will be labeled.

5. Add the contour interval by the north arrow in the upper right corner of the plat. DS 2-05.2.1.H.

6. Add the applicable rezoning case number (C9-01-15) in the lower right corner, next to the title block. DS 2-05.2.1.K.

7. Add the Development Plan Case number (D04-0001) to the title block.

8. List the name, address, and telephone number of the person, firm, or organization that prepared the development plan. If a registered professional, such as a surveyor, architect, landscape architect, or engineer, prepared the plans, provide the applicable registration or license number along with the seal and signature of the professional. DS 2-05.2.2.A.2.

9. List the gross area of the site by square footage and acreage. DS 2-05.2.2.B.11.

10. Per Development Standard 2-05.2.2.C. list the following Drainage Notes.

1. List the following notes on the development plan:

a. "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall."

b. "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this development plan."

11. List the following Street and Road note on the development plan: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Development Standard 3-01.0." DS 2-05.2.2.D.2.

12. All development plans are to include the following utilities note: "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." DS 2-05.2.2.E.

13. Existing Site Conditions. The following information shall be provided on the development
plan drawing to indicate the existing conditions on site and within fifty (50) feet of the site.

a. Provide site boundary information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. DS 2-05.2.3.A.

b. All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement is to occur prior to issuance of permits. DS 2-05.2.3.B.

c. Identifying the locations of all utilities and service equipment immediately adjacent to the project is especially important in situations where pedestrian and vehicular access and circulation or landscaping can be in conflict. By knowing the location of the existing utilities, design of the project can take those elements into consideration and can help avoid expensive and time-consuming relocation of utilities, major redesign, or requests to vary regulations after commencement of construction. DS 2-05.2.3.D.

14. Indicate the ground elevation on the site based on City of Tucson Datum (indicate City of Tucson field book number and page). DS 2-05.2.3.E.

15. For land that slopes less than approximately one (1) percent, contour lines draw at intervals of not more than one (1) foot. Spot elevations shall be provided at all breaks in grade and at selected points not more than one hundred (100) feet apart in all directions. DS 2-05.2.3.E.1.

16. Indicate if existing streets are public or private and show widths of curbs and utility locations, fully dimensioned. DS 2-05.2.4.D.1.

17. All proposed easements (utility, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. DS 2-05.2.4.G.


18. Show the pedestrian sight visibility triangle on the corner of Queen and Speedway. The distance for the SVT is 30', located on the southeast corner of the property. Revise the plan. DS 2-05.2.4.R.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is January 6, 2005.

The proposed development plan is to construct a single-family residence to be located at 1111 North Queen Street. The development plan needs to be revised to meet the following conditions.

Provide a section detail of required masonry walls that identifies height and materials, i.e. graffiti-resistant materials, textures and decorative materials that match the design and color of the screen walls of the mosque to the west. (Rezoning Condition no. 5)

The development plan does not show that all on-site lighting shall be no higher than 12 feet in height. Provide a typical depicting site lighting design and height limitations. [Rezoning Condition no. 6]

3. Provide detail or elevations and color palette showing that building structure, colors, and tone will be compatible with the architectural style or theme of the mosque to the west. The renderings should be drawn to scale and they should include elevations for all four sides. [Rezoning Condition no. 7]
