SUMMARY: Engineering Division has reviewed the Development Plan, Landscape Plan and Hydrologic and Hydraulic Report received on 12 January 2004. Approvals are not recommended at this time. The following comments are offered:

HYDROLOGIC AND HYDRAULIC REPORT:
Previous comments (1-3 below) have not been fully addressed in the report.
1. Please provide retention basin percolation test results upon completion of testing. Test procedures shall be performed in accordance with the recommended procedure of the Pima County Department of Transportation - Flood Control District;
2. Specify the name, address, and telephone number of the person(s), firm(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of the drainage improvements and detention/retention basins, described in the drainage report, (SMDDFM, Section 2.3.1.2 E);
3. Provide a detailed Detention/Retention basin maintenance checklist and schedule, and basin performance criteria for annual and as-needed inspections of the basins and drainageways, addressing the items specified in the SMDDFM (sections 2.3.1.6 C 1& 2 and 14.3);
4. Please correct the reference to "ref 6" and revise the language describing basin and drainage improvement responsibilities lying with a homeowners association in the "Maintenance" section (page 4).

DEVELOPMENT PLAN:
1. Depict sidewalk scuppers, fully labeled and dimensioned, for conveyance of 100% of 10-year flows under sidewalk areas (DS 2-08.5.1 E and 3-01.4.4 F);
2. The proposed pedestrian path in the eastern portion of the site appears to be located within an existing vehicular use area. Please demonstrate how this path will not interfere with existing vehicular circulation. The pedestrian path must be physically separated from the PAAL by providing either a raised concrete sidewalk or post barricades at intervals specified in the Pima County/City of Tucson Standard Details for Public Improvements - standard details 106 and 107. For additional information regarding sidewalk location requirements, please refer to Development Standard 2-08.4.1.

GENERAL COMMENTS:
The Development Plan and Drainage Report were reviewed for Development Plan purposes only. A grading plan/permit application will be required with appropriate Stormwater Pollution Prevention Plan (SWPPP) submittal documents prior to grading of the site. The grading permit should be accompanied by 3 sets of SWPPP's with text, addressing stormwater controls for all areas affected by construction activities related to this project. Resubmittal will require a revised Development Plan and Hydrologic and Hydraulic Report addressing the comments provided above.

01/20/2004 DAN CASTRO ZONING REVIEW Approv-Cond The Zoning Review Section approves the development plan for this project, subject to the following changes on the sign-off copies. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised development plan to verify that those changes do not affect any zoning requirements.

1. Please list the proposed use as follows: Parking Lot/ Commercial Storage subject to LUC Section 3.5.10.1.

2. Dimension the location of the future curb from future right-of-way.

Tucson Electric Power Company (TEP) has reviewed the plans dated October 10,
2003. TEP is unable to approve the plans at this time. There are existing
electrical facilities within the boundaries of this project. In order for
TEP to approve the plans, the facilities and correct easement recording
information must be depicted on the plans.

Enclosed are copies of a the correct easement information.

Please resubmit two revised bluelines to the City of Tucson for TEP's

2) A street landscape border is required along MacArthur Circle and Park Avenue. The existing asphalt and parking areas are not exempt from this requirement. LUC 3.7.2.4.

3) Plans submitted should be folded to 8.5" x 11". Refer to DS 2-05 Exhibit 1 INSTRUCTIONS FOR FOLDING TO AN 8½" X 11" FORMAT.
