Development Review Division (Wastewater) SUBJECT: Springs Gymnastics Training Facility Addition – Development Plan 1st Submittal D03-039 The above-referenced project has been reviewed on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use: 1. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast and Santa Cruz Interceptors. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. 2. Based upon our evaluation, this project would qualify for Participating sewer connection fee rates. 3. Add the subdivision plat case number, D03-039, to the title block of each sheet. This number should be shown larger or bolder than the cross-reference numbers. 4. SHEET 1: Add the township, range and section to the Location Map. 5. SHEET 1: Add cross-reference numbers D01-016 and C12-95-33 to the title block. 6. SHEET 1: Show and label all involved existing public sewer lines with correct size(s) (diameters) and county plan number(s). The connecting public sewer, G-2000-102, shown on the included reference development plan D01-016 has not yet been released by Pima County for use. Indicate whether or not this sewer line has been built and exists on this property. 7. SHEET 1: Show how the existing building is connected to the public sewer. Is the existing building connected to public sewer G-95-018 running in Old Vail Road? Page 2 8. SHEET 1: Show and label full length of existing on-site public sewer easement(s). If G-2000-102 is not going to be built, this easement will need to be abandoned and labeled as such. 9. We will require a complete set of revised bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. The next submittal of this project will be the 2nd submittal. The review fee is $50 per revised sheet for the second submittal. If the second submittal will include 1 revised sheets, a check for $5000 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter. The Engineering Section has reviewed the Development Plan for the Springs Gymnastics Training Facility and does not recommend approval at this time. The Engineering Section did not receive a copy of the drainage report. The following review comments need to be addressed in the next submittal. Development Plan: 1. Provide a drainage report showing how the 5-year threshold retention and balanced basin detention requirements will be met. Also show 100-year water surface elevations, ponding limits, and discharge locations. (DS 2-05.2.4.H) 2. Show that 100% of the 10-year flow will be conveyed under the sidewalks and pedestrian circulation Paths. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. 3. Provide and label existing and future sight visibility triangles per City of Tucson Development Standard (DS) 2-05.2.4.R. 4. Add note: "Depress all landscaped areas 6" maximum for water harvesting". Show how stormwater will be directed to the water harvesting areas to the maximum extent possible. LUC 3.7.4.3, DS 10-01.0 2) Relocation of protected plants identified as preserved in place in the first phase changes the mitigation required for the project. Per LUC 3.8.6.2.C "Each native plant which is salvaged and transplanted on-site to meet the minimum requirements of Sec. 3.8.6.2.A.2 and Sec. 3.8.6.2.A.3 shall be supplemented with one (1) additional plant of the same genus and species as listed in Table 3.8.6-I. Revise the plans to include any required mitigation plantings. 3) List the sizes of all protected plants to be transplanted or replaced on the landscape plan. 4) Clarify if portions of the property are to remain natural desert as indicated in the previous plans. Show the limits of grading on the landscape plan. 5) Show locations of protective fencing required to protect any remaning natural areas. DS 2-06. Figure 1, DS 2-15.5.0 6) Identify any protected plants to be preserved on the site and include provisions for protective fencing.
